In response to a request from the Crawfish Processors Alliance (``Petitioners''), the Department of Commerce initiated an administrative review of the antidumping duty order on freshwater crawfish tail meat from the People's Republic of China (``PRC'') for entries of subject merchandise by Qingdao Xiyuan Refrigerate Food Co., Ltd. (``Qingdao Xiyuan''). The period of review is September 1, 2003, through August 31, 2004. We are now rescinding the administrative review with respect to Qingdao Xiyuan, as a result of petitioners' withdrawal of its request for review of this company.

This notice announces the availability of the Draft Environmental Impact Statement (DEIS) and conservation plan for public review and comment. The Washington Department of Natural Resources (WDNR), on behalf of the State of Washington, has submitted applications to the National Marine Fisheries Service (NMFS) and the Fish and Wildlife Service (FWS) (the Services) for incidental take permits under section 10 of the Endangered Species Act (ESA) of 1973 as amended. The conservation plan also serves as the basis of an application to the Services that they each take steps under section 4(d) of the ESA to limit the application of the prohibition against take of listed salmon, steelhead and bull trout so that it does not apply to forest practices regulated by the State of Washington on non-Federal and non-tribal lands.

NMFS issues final specifications for the 2005 Atlantic Deep- Sea Red Crab (red crab) fishery, which are the same as specifications for the 2004 fishery. The target total allowable catch (TAC) and fleet days at sea (DAS) for fishing year (FY) 2005 is 5.928 million lb (2.69 million kg) and 780 fleet DAS, respectively. Accordingly, since one qualified limited access vessel has opted out of the fishery for FY2005, the four remaining vessels are each allocated 195 DAS. The intent of the specifications is to conserve and manage the red crab resource and provide for a sustainable fishery.

NMFS announces that the Administrator, Northeast Region, NMFS (Regional Administrator), has projected that the total allowable catch (TAC) for Georges Bank (GB) yellowtail flounder allocated for harvest from the U.S./Canada Management Area will be fully harvested prior to the end of the fishing year if the rate of GB yellowtail flounder harvest remains at the current level. The Regional Administrator, therefore, is reducing the GB yellowtail flounder trip limit from 15,000 lb (6,408 kg) per trip to 5,000 lb (2,268 kg) per trip for NE multispecies days-at-sea (DAS) vessels fishing in the U.S./Canada Management Area, effective February 9, 2005.

NMFS announces approval by the Office of Management and Budget (OMB) of collection-of-information requirements pertaining to permits, logbooks, vessel monitoring systems (VMS), and pre-trip notifications contained in the final rule to implement the approved portions of the U.S. West Coast Highly Migratory Species Fishery Management Plan (HMS FMP). The HMS FMP was partially approved on February 4, 2004, and the final rule to implement the approved portions of the HMS FMP was published in the Federal Register on April 7, 2004. At that time, the HMS FMP final rule contained collection-of- information requirements subject to the Paperwork Reduction Act (PRA) that were undergoing OMB review. This action announces receipt of OMB approval of data collections in the HMS FMP final rule for HMS permits, recordkeeping and reporting (daily logbooks), VMS, and pre-trip notification requirements for West Coast based U.S. fishing vessels targeting HMS. The intent of this notice is to inform the public of the effective date of the requirements approved by OMB.

On August 6, 2004, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain pasta from Turkey. This review covers two exporters/producers of subject merchandise, Filiz Gida Sanayi ve Ticaret A.S. (Filiz) and Tat Konserve A.S. (Tat), succesor-in-interest to Pastavilla Makarnacilik San. V. Tic. A.S., (Pastavilla). The period of review (POR) is July 1, 2002, through June 30, 2003. As a result of our analysis of the comments received, these final results differ from the preliminary results. For our final results, we have found that during the POR, Tat and Filiz sold subject merchandise at less than normal value (NV). The final results are listed in the ``Final Results of Review'' section below.

On August 6, 2004, the Department of Commerce published the preliminary results and partial rescission of the seventh administrative review and revocation of the antidumping duty order in part, for the antidumping duty order on certain pasta from Italy. The review covers eight manufacturers/exporters of the subject merchandise: (1) Barilla Alimentare, S.p.A. (Barilla), (2) Corticella Molini e Pastifici S.p.A. (Corticella) and its affiliate Pasta Combattenti S.p.A. (Combattenti) (collectively, Corticella/Combattenti), (3) Pastificio Guido Ferrara S.r.l. (Ferrara), (4) Industria Alimentare Colavita, S.p.A. (Indalco) and its affiliate Fusco S.r.l. (Fusco) (collectively Indalco), (5) Pasta Lensi S.r.l. (Lensi), (6) PAM S.p.A. (PAM), (7) Pastificio Riscossa F. Illi Mastromauro, S.r.l. (Riscossa), and (8) Pastificio Carmine Russo S.p.A./Pastificio Di Nola S.p.A. (Russo). The period of review (POR) is July 1, 2002, through June 30, 2003. As a result of our analysis of the comments received, these final results differ from the preliminary results. For our final results, we have found that during the POR, Barilla, Corticella/Combattenti, Indalco, PAM, Riscossa, and Russo sold subject merchandise at less than normal value (NV). We have also found that Ferrara and Lensi did not make sales of the subject merchandise at less than NV (i.e., they have ``zero'' or de minimis dumping margins). We have also determined to revoke the antidumping duty order with respect to subject merchandise produced and also exported by Ferrara and Lensi because each company sold the subject merchandise at not less than NV for a period of at least three consecutive years. See 19 CFR 351.222(b)(2) and the ``Revocation'' section of this notice. The final results are listed in the ``Final Results of Review'' section below.

The merchandise covered by this order is structural steel beams as described in the ``Scope of the Review'' section of this notice. The period of review (POR) is August 1, 2002, through July 31, 2003. We invited parties to comment on our Preliminary Results. Based on our analysis of the comments received, we have not made any changes in the margin calculations. Therefore, the final results are unchanged from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Review.''

Endangered and Threatened Species: Notice of New Information Available Concerning Oregon Coast Coho Salmon Currently Proposed for Threatened Status

In June 2004, NMFS proposed that Oregon Coast coho salmon be listed as a threatened species under the Endangered Species Act (ESA). The State of Oregon (hereafter, ``the State'') has recently made publically available a draft assessment of the viability of Oregon Coast coho salmon, as well as of the contributions of the Oregon Plan for Salmon and Watersheds (OPSW) to conserving Oregon Coast coho salmon. To ensure that the final listing determination for Oregon Coast coho salmon is based upon the best available scientific and commercial information, NMFS will be considering the information presented in the State's draft assessment (hereafter the ``draft Coho Project Report'') in determining the final listing status for the species. Accordingly, notice is hereby given of the availability of the State's draft Coho Project Report for public review and comment. NMFS is furnishing this notification to allow other agencies and the public an opportunity to review and comment on the State's analyses and findings. Specifically, NMFS is soliciting public comment on the State's assessment as it relates to the ESA listing status of Oregon Coast coho salmon, as well as other information concerning NMFS' final listing decision on Oregon Coast coho. All comments received will become part of the public record and will be available for review.

The National Telecommunications and Information Administration (NTIA) is repealing its regulations governing reimbursement to federal entities by the private sector as a result of reallocation of frequency spectrum. The agency is taking this action in accordance with the Commercial Spectrum Enhancement Act which repealed the provision in the NTIA Organization Act under which the agency promulgated these regulations. The Commercial Spectrum Enhancement Act established a fund within the Department of Treasury through which money will be provided to federal agencies for the costs incurred in relocating their radio communications systems.

On November 17, 2004, the Department of Commerce (``the Department'') published a notice of preliminary results of the full sunset review of the antidumping duty order on certain stainless steel sheet and strip in coils (``SSSS'') from Mexico pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). We provided interested parties an opportunity to comment on our preliminary results. We received case and rebuttal briefs from domestic and respondent interested parties. No hearing was requested by parties. As a result of this review, the Department finds that revocation of this order would be likely to lead to continuation or recurrence of dumping.

NMFS has received an application from ConocoPhillips Alaska (CPA) for an Incidental Harassment Authorization (IHA) to take marine mammals, by harassment, incidental to conducting on-ice vibroseis seismic operations from Milne Point to the eastern channel of the Colville River in the U.S. Beaufort Sea to a distance offshore of 2.3 nautical miles (nm)(4.3 kilometers (km)). Under the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an authorization to CPA to incidentally take, by harassment, small numbers of two species of pinnipeds for a limited period of time within the next year.

The purpose of this notice is to announce that the Secretary of Commerce has approved the withdrawal of seventeen (17) Federal Information Processing Standards (FIPS) Publications. These FIPS are being withdrawn because they are obsolete, or have not been updated to adopt current voluntary industry standards, current federal data standards, or current good practices for information security. This situation preserves obsolete standards for agency use. Some of these FIPS adopt voluntary industry standards. Federal agencies and departments are directed by the National Technology Transfer and Advancement Act of 1995 (Public Law 104-113) to use technical standards that are developed in voluntary consensus standards bodies. Consequently, FIPS that duplicate voluntary industry standards are no longer needed. Some of these FIPS adopt data standards that are developed and used by other Federal government agencies. These FIPS have not been updated to reflect changes and modifications that have been made to the data representations. The remaining FIPS provide advisory guidance to Federal agencies on information security issues. This advisory guidance, which is not compulsory and binding, has been updated by NIST and issued in more recent recommendations and publications.
International Code Council: The Update Process for the International Codes

The International Code Council (ICC), under whose auspices the International Codes (``I-Codes'') are developed, maintains a process for updating these model codes based on receipt of proposals from interested individuals and organizations. The ICC's 14 separately published codes are comprehensively updated and re-published every three years with a Supplement published between each edition. The most current versions of the I-Codes are the 2003 Editions and 2004 Supplements. Each structured 18-month code development cycle includes two separate public sessions, both open to public participation and observation. The first of the two sessions is the Code Development Hearing during which balanced committees initially review, discuss and vote on an opinion on each proposal for change to the model codes. Attendees to this hearing are eligible to raise objection to and call for a vote of the ICC members assembled regarding the committee's opinion. The results of the Code Development Hearing are made available for public review and comment prior to the second public session. Public comments received by the ICC are published and distributed for public review. At the second session, entitled the Final Action Hearing, public comments are reviewed and discussed and final voting is conducted to determine which proposals are adopted into the I-Codes. The purpose of this notice is to invite the public participation in the Code Development Hearing. The publication of this notice by the National Institute of Standards and Technology (NIST) on behalf of ICC is being undertaken as a public service; NIST does not necessarily endorse, approve, or recommend any of the codes or standards referenced in the notice. Session Dates: The Code Development Hearings of the 2004/2005 Code Development Cycle will occur on February 22-March 4, 2005, at the Millennium Hotel, Cincinnati, Ohio. This will be followed by the Final Action Hearings scheduled for September-October 1, 2005, at the COBO Center in Detroit, Michigan. Proposed changes approved during this cycle, in addition to changes published in the 2004 Supplement, will constitute the 2006 Edition of the International Codes. The Assistant Regional Administrator for Sustainable Fisheries, Northeast Region, NMFS (Assistant Regional Administrator) has made a preliminary determination that the subject EFP application contains all the required information and warrants further consideration. The Assistant Regional Administrator has also made a preliminary determination that the activities authorized under the EFP would be consistent with the goals and objectives of the Northeast (NE) Multispecies Fishery Management Plan (FMP). However, further review and consultation may be necessary before a final determination is made to issue the EFP. Therefore, NMFS announces that the Assistant Regional Administrator proposes to recommend that an EFP be issued that would allow one vessel to conduct fishing operations that are otherwise restricted by the regulations governing the fisheries of the Northeastern United States. The EFP may allow for exemptions from the NE multispecies days-at-sea (DAS) effort control program for up to 11 DAS for the purposes of studying the effects of a soft grid species separation trawl. In addition, this EFP would allow exemptions from the Gulf of Maine (GOM) Rolling Closure Areas II, III, and IV. Regulations under the Magnuson-Stevens Fishery Conservation and Management Act require publication of this notification to provide interested parties the opportunity to comment on applications for proposed EFPs.
