NMFS announces that the directed fishery for Loligo squid in the Exclusive Economic Zone (EEZ) will be closed effective 0001 hours, February 20, 2005. Vessels issued a Federal permit to harvest Loligo squid may not retain or land more than 2,500 lb (1,134 kg) of Loligo squid per trip for the remainder of the quarter (through March 31, 2005). This action is necessary to prevent the fishery from exceeding its Quarter I quota and to allow for effective management of this stock.

The New England Fishery Management Council (Council) is scheduling a public meeting of its Joint Groundfish and Advisory Panels and Bycatch Oversight Committee in March, 2005 to consider actions affecting New England fisheries in the exclusive economic zone (EEZ). Recommendations from these groups will be brought to the full Council for formal consideration and action, if appropriate.

The Deputy Assistant Secretary for Manufacturing at the Department of Commerce will host an informational meeting on March 2, 2005 regarding the 3Rs International Industry Symposium to be hosted by the Government of Japan in Tokyo on April 28, 2005. The 3Rs Initiative (Reduce waste, Reuse and Recycle) was introduced by the Government of Japan and supported by the U.S. at the 2004 G8 summit in Sea Island, Georgia.

This rule revises the Export Administration Regulations to allow staff and employees of certain organizations to use License Exception TMP to export basic communications equipment such as cell phones, personal computers, personal digital assistants, global positioning systems or similar satellite receivers and related software to Sudan for up to one year to be used in the activities of those organizations to relieve human suffering.

Pursuant to the Federal Advisory Committee Act, 5 U.S.C. app. 2, notice is hereby given that the Visiting Committee on Advanced Technology (VCAT), National Institute of Standards and Technology (NIST), will meet Tuesday, March 15, 2005, from 8:20 a.m. to 5 p.m. The Visiting Committee on Advanced Technology is composed of fifteen members appointed by the Director of NIST; who are eminent in such fields as business, research, new product development, engineering, labor, education, management consulting, environment, and international relations. The purpose of this meeting is to review and make recommendations regarding general policy for the Institute, its organization, its budget, and its programs within the framework of applicable national policies as set forth by the President and the Congress. The agenda will include updates on NIST's activities and facilities, a review of findings from NIST's investigation of the World Trade Center disaster, and two laboratory tours. Discussions scheduled to begin at 8:20 a.m. and to end at 9:20 a.m. and to begin at 2:30 p.m. and to end at 5 p.m. on March 15, on the NIST budget, planning information and feedback sessions will be closed. Agenda may change to accommodate Committee business. The final agenda will be posted on the NIST Web site. On August 12, 2004, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on polyethylene terephthalate film, sheet and strip (PET film) from India. The review covers PET film exported to the United States by Jindal Polyester Ltd. (Jindal) during the period from December 21, 2001, through June 30, 2003. We provided interested parties with an opportunity to comment on the preliminary results of review. After analyzing the comments received, we have made changes to the margin calculation. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled, ``Final Results of Review.''

NMFS issues this emergency rule to establish trip limits for the commercial shallow-water and deep-water grouper fisheries in the exclusive economic zone of the Gulf of Mexico. The intended effect of this emergency rule is to moderate the rate of harvest of the available quotas and, thereby, reduce the adverse social and economic effects of derby fishing, enable more effective quota monitoring, and reduce the probability of overfishing.

NMFS is prohibiting directed fishing for pollock in Statistical Area 630 of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the pollock interim total allowable catch (TAC) for Statistical Area 630 of the GOA.

The National Oceanic and Atmospheric Administration (NOAA) is proposing a draft revised management plan for the Florida Keys National Marine Sanctuary (FKNMS or Sanctuary). NOAA is issuing this notice to the public to invite advice, recommendations, information, and other comments from interested parties on the proposed Draft Management Plan. Public hearings will be held as detailed below: (1) Monday, March 28, 2005, 4 p.m.-8 p.m., in Marathon, FL. (2) Tuesday, March 29, 2005, 4 p.m.-8 p.m., in Key Largo, FL. On August 9, 2004, the Department of Commerce (the Department) published in the Federal Register the preliminary results and partial rescission of the administrative review of the antidumping duty order on stainless steel sheet and strip in coils from Taiwan. This review covers 13 manufacturers/exporters. The period of review (POR) is July 1, 2002, through June 30, 2003. We provided interested parties with an opportunity to comment on the preliminary results of review. After analyzing the comments received, we made changes to the margin calculations for two respondents, Chia Far Industry Factory Co., Ltd. (Chia Far) and Yieh United Steel Corporation (YUSCO). Therefore, the final results of review differ from the preliminary results of review. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of the Review.''

NMFS has received an application from the Confederated Tribes of the Colville Reservation (CCT) for a direct take permit pursuant to the Endangered Species Act of 1973, as amended (ESA). The duration of the proposed Permit is 5 years. NMFS is furnishing this notice in order to allow other agencies and the public an opportunity to review and comment on the document. All comments received will become part of the public record and will be available for review pursuant to the ESA.

On September 7, 2004, the Department of Commerce (the Department) published the preliminary results of the antidumping duty administrative review of certain small diameter carbon and alloy seamless standard, line, and pressure pipe (seamless pipe) from Romania. This review covers one manufacturer/exporter of the subject merchandise. The period of review (POR) is August 1, 2002, through July 31, 2003. Based on our analysis of comments received, these final results differ from the preliminary results. The final results are listed below in the ``Final Results of Review'' section.

On August 6, 2004, the Department of Commerce (Department) published the preliminary results of its administrative review of the antidumping duty order on certain stainless steel sheet and strip in coils (SSSS) from France. This review covers all shipments of this merchandise to the United States during the period from July 1, 2002, through June 30, 2003 by Ugine & ALZ France, S.A. (UA France). We gave interested parties an opportunity to comment on the Preliminary Results. Based on our analysis of the comments received, we have made changes to the Preliminary Results.
