This notice announces the Secretary of Commerce's approval of three Federal Information Processing Standards (FIPS): FIPS 203, Module-Lattice-Based Key-Encapsulation Mechanism Standard; FIPS 204, Module-Lattice-Based Digital Signature Standard; and FIPS 205, Stateless Hash-Based Digital Signature Standard. These standards specify key establishment and digital signature schemes that are designed to resist future attacks by quantum computers, which threaten the security of current standards. The three algorithms specified in these standards are each derived from different submissions in the NIST post-quantum cryptography standardization project (see https:// csrc.nist.gov/pqc-standardization).
Carbon Dioxide Removal Consortium

The Consortium will bring together stakeholders to identify and address measurement and standards needs related to carbon dioxide removal used to reduce the overall atmospheric carbon dioxide concentration. The Consortium efforts are intended to develop measurement solutions and support the development of widely accepted standards to improve measurement confidence, measurement traceability and comparability of carbon dioxide removal through nature-based, enhanced nature-based, and engineered pathways, with an initial focus on forests and direct air capture. Participants will be required to sign a Cooperative Research and Development Agreement (CRADA).

In advance of the workshop, NIST is seeking public input on agenda topics and priorities. Such topics may include, but are not limited to, needs in the following areas of environmental measurement: measurement capabilities, sensors, modeling, documentary and artifact standards, calibration services, traceability, and testbeds. The National Construction Safety Team (NCST) Advisory Committee (Committee) will hold a virtual meeting via web conference on Thursday, September 12, 2024, from 8:30 a.m. to 5:00 p.m. Eastern Time. The primary purposes of this meeting are to update the Committee on the progress of the NCST investigation focused on the impacts of Hurricane Maria in Puerto Rico, and on the progress of the NCST investigation focused on the Champlain Towers South partial building collapse that occurred in Surfside, Florida.
