In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on a proposed information collection. This collection is a revision of the currently approved information collection for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), which contains the reporting and recordkeeping burdens associated with the WIC Program regulations. These revisions include existing requirements that have been in use without Office of Management and Budget (OMB) approval, identified during the drafting of proposed information collection requests associated with two rulemakings: the Revisions in the WIC Food Packages proposed rule and the WIC Online Ordering and Transactions proposed rule.

This collection is an extension of a currently approved collection. This information collection will conduct research in support of FNS' goal of delivering science-based nutrition education to targeted audiences. This information collection will also conduct research that will assist FNS in identifying effective design and implementation approaches to use to develop and assess grants. From development through testing of materials and tools with the target audience, FNS plans to conduct data collections that involve formative research including focus groups, interviews (dyad, triad, telephone, etc.), surveys and Web-based collection tools.

This is a revision of a currently approved collection and existing burden in use without a valid OMB control number in the Supplemental Nutrition Assistance Program (SNAP). This information collection is for the Performance Reporting System and management evaluation processes, which ensure that SNAP State agencies are operating the program in accordance with statute and regulations. The Food and Nutrition Service (FNS) and SNAP State agencies use this information to evaluate State agency operations and to collect information necessary to develop solutions to improve the State's administration of SNAP policy and procedures.

Streamlining Program Requirements and Improving Integrity in the Summer Food Service Program (SFSP)

This rulemaking amends the Summer Food Service Program (SFSP) regulations to strengthen program integrity by clarifying, simplifying, and streamlining program administration to facilitate compliance with program requirements. Through this final rule, USDA is codifying changes to the regulations that will streamline requirements among Child Nutrition Programs, simplify the application process, enhance monitoring requirements, offer more clarity on existing requirements, and provide more discretion at the State agency level to manage program operations.
