This Notice announces that the United States Department of Agriculture's (USDA) Food and Nutrition Service (FNS) plans to add The Emergency Food Assistance Program (TEFAP) Reach and Resiliency Grants, as authorized by the American Rescue Plan Act, to its list of approved programs under the Uniform Grant Application for Non-Entitlement Discretionary Grants, as approved under OMB Control Number: 0584-0512 (Expiration Date: July 31, 2022); and that FNS intends to collect additional information for the TEFAP Reach and Resiliency Grants outside of what is currently in the uniform package. This Notice solicits public comments on the additional information to be collected for the TEFAP Reach and Resiliency Grants.

In accordance with the Paperwork Reduction Act of 1995, the Food and Nutrition Service (FNS) invites the general public and other public agencies to comment on this proposed information collection. This collection is a revision of a currently approved collection for the School Nutrition and Meal Cost Study-II (SNMCS-II; OMB control number 0584-0648, expiration date 09/30/2022), with updated data collection instruments for school year (SY) 2022-2023. The purpose of SNMCS-II is to provide a comprehensive picture of school food service operations and the nutritional quality, cost, and acceptability of meals served in the National School Lunch Program (NSLP) and School Breakfast Program (SBP).

Pursuant to the provisions of the Privacy Act of 1974, and Office of Management and Budget (OMB) Circular No. A-108, notice is given that a component agency, the Food and Nutrition Service (FNS) of the U.S. Department of Agriculture (USDA) is proposing to modify the system of records, currently titled USDA/FNS-11, ``Information on Persons Identified as Responsible for Serious Deficiencies, Proposed for Disqualification, or Disqualified to Participate as Principals or Family Day Care Home Operators in the Child and Adult Care Food Program (CACFP),'' 69 FR 6933, published February 12, 2004, to include unaffiliated centers and responsible individuals of unaffiliated centers terminated or otherwise disqualified from participating in the Child and Adult Care Food Program, and service institutions and responsible individuals that have been terminated or otherwise disqualified from participation in the Summer Food Service Program (SFSP). The system of records will continue to include the records of institutions, day care home providers, and responsible individuals who have been terminated or otherwise disqualified from participation in the Child and Adult Care Food Program.
