Information Collection; Timber Sale Contract Operations and Administration
In accordance with the Paperwork Reduction Act of 1995, the Forest Service is seeking comments from all interested individuals and organizations on the extension with revision of the currently approved information collection, 0596-0225, Timber Sale Contract Operations and Administration.
Meeting of the National Organic Standards Board
In accordance with the Federal Advisory Committee Act, as amended, the Agricultural Marketing Service (AMS), U.S. Department of Agriculture (USDA), is announcing a meeting of the National Organic Standards Board (NOSB). The NOSB assists USDA in the development of standards for substances to be used in organic production and advises the Secretary of Agriculture on any other aspects of the implementation of the Organic Foods Production Act (OFPA).
Land Between the Lakes Advisory Board
The Land Between the Lakes Advisory Board will hold a public meeting according to the details shown below. The board is authorized under the Charter for the Land Between the Lakes Advisory Board and operates in compliance with the Federal Advisory Committee Act (FACA). The purpose of the board is to advise the Secretary of Agriculture on means of promoting public participation for the land and resource management plan for the Recreation Area, environmental education, an annual work plan for recreation and environmental education areas in the Recreation Area. This includes the heritage program (with the non- appropriated amounts in the Land Between the Lakes Management Fund), an annual forest management and harvest plan for the Recreation Area and the Land Between the Lakes Management Fund.
Lassen County Resource Advisory Committee
The Lassen County Resource Advisory Committee (RAC) will hold a public meeting according to the details shown below. The committee is authorized under the Secure Rural Schools and Community Self- Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act, as well as make recommendations on recreation fee proposals for sites on the Lassen National Forest within Lassen County, consistent with the Federal Lands Recreation Enhancement Act.
Codex Alimentarius Commission: Meeting of the Codex Committee on General Principles
The U.S Codex Office is sponsoring a public meeting on May 1, 2025. The objective of the public meeting is to provide information and receive public comments on agenda items to be discussed at the 34th Session of the Codex Committee on General Principle (CCGP) of the Codex Alimentarius Commission (CAC), CCGP34 will be held in Lille, France, from June 2-6, 2025. The U.S. Manager for Codex Alimentarius and the Under Secretary for Trade and Foreign Agricultural Affairs recognize the importance of providing interested parties the opportunity to obtain background information on the 34th Session of the CCGP and to address items on the agenda.

The U.S. Codex Office is sponsoring a public meeting on May 29, 2025. The objective of the public meeting is to provide information and receive public comments on agenda items to be discussed at the 18th Session of the Codex Committee on Contaminants in Foods (CCCF18) of the Codex Alimentarius Commission (CAC). CCCF18 will be held in Bangkok, Thailand, from June 23-27, 2025. The U.S. Manager for Codex Alimentarius and the Under Secretary for Trade and Foreign Agricultural Affairs recognize the importance of providing interested parties the opportunity to obtain background information on the 18th Session of the CCCF and to address items on the agenda.
Notice of Publication of RUS List of Eligible Countries
The Rural Utilities Service (RUS), a Rural Development Agency of the United States Department of Agriculture is issuing this notice to revise the list of eligible countries for purchases made by RUS Telecommunications and Electric Program awardees by adding Japan to the list of RUS Eligible Countries published on May 23, 2024, and to reflect the November 2023 RUS Eligible Countries published by the Office of the United States Trade Representative (USTR) as detailed in the Supplementary Information Section of this notice.
Amendment of Rural Development Funding Opportunities Pursuant to the Executive Order “Ending Radical and Wasteful Government DEI Programs and Preferencing”; Correction of Rural Energy for America Funding Notice
The United States Department of Agriculture, Rural Development (RD), which is comprised of the Rural Business-Cooperative Service (RBCS), Rural Utilities Service (RUS), and Rural Housing Service (RHS), announces that it is amending 14 program funding opportunities to remove references to the prior Administration's key priorities and DEI (diversity, equity, and inclusion)-related scoring criteria to bring them into compliance with the Executive Order, "Ending Radical And Wasteful Government DEI Programs And Preferencing", issued on January 20, 2025. This notice also confirms that previous Administration key priorities and discretionary points will not be considered during application scoring and makes clear that applicants who already have applied need not reapply. This notice also corrects the Rural Energy for America funding notice to include an omitted funding source.
Colville Resource Advisory Committee
The Colville Resource Advisory Committee (RAC) will hold a public meeting according to the details shown below. The committee is authorized under the Secure Rural Schools and Community Self- Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act (FACA). The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act, as well as make recommendations on recreation fee proposals for sites on the Colville National Forest within Ferry, Pend Oreille, and Stevens Counties, consistent with the Federal Lands Recreation Enhancement Act.
Dakota Prairie Grasslands; North Dakota; Environmental Impact Statement for the Greater Sage-Grouse Grasslands Plan Amendment; Withdrawal
The Forest Service is withdrawing its notice of intent to prepare an environmental impact statement for the greater sage-grouse plan amendment to the Dakota Prairie Grasslands Land and Resource Management Plan.

User Fees: Agricultural Quarantine and Inspection Services; Delay of Effective Date and Request for Information
On May 7, 2024, the Animal and Plant Health Inspection Service published in the Federal Register a final rule amending the user fee regulations associated with the agricultural quarantine and inspection program. The final rule went into effect on October 1, 2024, with the exception of the removal of an exemption to the commercial aircraft user fee for small commercial passenger aircraft, which was scheduled to go into effect on April 1, 2025. In this document, we are issuing a postponement of the effective date of the removal of the exemption to the commercial aircraft user fee for small commercial passenger aircraft for 60 days, from April 1, 2025, to June 2, 2025.
Horse Protection Amendments; Further Delay of Effective Date, and Request for Comment
On May 8, 2024, we published a final rule amending the horse protection regulations. The amendments to the final rule initially scheduled to go into effect on February 1, 2025, were delayed until April 2, 2025. In this document, we are further delaying the effective date of the amendments effective April 2, 2025, to February 1, 2026. We are also seeking comment on whether the length of this postponement should be extended and soliciting any supplemental information that may help inform a decision regarding an appropriate length of postponement.

Notice of Funds Availability (NOFA); Emergency Commodity Assistance Program (ECAP)
The Farm Service Agency (FSA) is issuing this notice announcing the funding for ECAP, which will provide economic assistance payments to eligible producers of eligible commodities for the 2024 crop year. ECAP is a new FSA program authorized by the American Relief Act, 2025. This notice also announces the eligibility (commodities, acres, producers, and losses), payment calculations, payment limitations, and how to apply (pre-filled application and any required adjustments) for ECAP.
United States Classes, Standards, and Grades for Poultry
This document extends the comment period of the January 16, 2025, notice and request for comments on revisions to the United States Classes, Standards, and Grades for Poultry (the Poultry Standards). The last minor revision to the Poultry Standards occurred in 2018, but the last substantial revision prior to that occurred in 1998. Since then, poultry production and quality assessment methods have changed significantly, as have consumer preferences.
Bend-Fort Rock Ranger District; Deschutes National Forest; Deschutes County Oregon; Twin Vegetation Management and Restoration Project; Withdrawal
The Forest Service is withdrawing its notice of intent to prepare an environmental impact statement for the Twin Vegetation Management and Restoration Project on the Bend-Fort Rock Ranger District.
Payment of Indemnity and Compensation for Highly Pathogenic Avian Influenza; Reopening of Comment Period
We are reopening the comment period for our interim rule that would amend the regulations pertaining to conditions for payment of indemnity for highly pathogenic avian influenza. This action will allow interested persons additional time to prepare and submit comments.
Idaho Panhandle National Forest; Idaho; Idaho Panhandle National Forest Noxious Weed Treatment Project; Withdrawal
The Idaho Panhandle National Forest is withdrawing its Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS) for the Noxious Weed Treatment Project. The original NOI was published on pages 70954-70955 of the Federal Register on November 16, 2011. The Forest plans to complete an Environmental Assessment (EA) to determine if there are significant effects warranting the preparation of an EIS.
Child Nutrition Programs: Income Eligibility Guidelines
This notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced-price meals and free milk and Summer Electronic Benefit Transfer benefits for the period from July 1, 2025, through June 30, 2026. These guidelines are used by schools, institutions, and facilities participating in the National School Lunch Program (and Commodity School Program), School Breakfast Program, Special Milk Program for Children, Child and Adult Care Food Program, Summer Food Service Program as well as States and Indian Tribal Organizations that administer the Summer Electronic Benefits Transfer for Children Program. The annual adjustments are required by section 9 of the Richard B. Russell National School Lunch Act. The guidelines are intended to direct benefits to those children most in need and are revised annually to account for changes in the Consumer Price Index.
Retail Exemptions Adjusted Dollar Limitations
FSIS is announcing the dollar limitations on the amount of meat and meat products and poultry and poultry products that a retail store can sell to hotels, restaurants, and similar institutions without disqualifying itself for exemption from Federal inspection requirements.
Summer Electronic Benefits Transfer for Children Program; 2025 Benefit Levels
This notice informs the public of the annual adjustments to the levels of monthly benefits in the Summer Electronic Benefits Transfer for Children (Summer EBT) Program. These adjustments reflect changes in the Thrifty Food Plan (TFP), as required under the Richard B. Russell National School Lunch Act.
Special Supplemental Nutrition Program for Women, Infants, and Children (WIC): 2025/2026 Income Eligibility Guidelines
The U.S. Department of Agriculture ("Department") announces adjusted income eligibility guidelines to be used by State agencies in determining the income eligibility of persons applying to participate in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). These income eligibility guidelines are to be used in conjunction with the WIC Regulations.

Updating Manufactured Housing Provisions; Correction
The Rural Housing Service (RHS or Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), published a final rule on January 3, 2025, to amend the current regulations for the Single Family Housing (SFH) Direct Loan Program and the SFH Guaranteed Loan Program. The March 4, 2025, effective date of that final rule is deferred to May 5, 2025.
