The Natural Resources Conservation Service (NRCS) requests public input for USDA to use all available tools to support climate- smart agriculture and forestry and advance conservation priorities on working lands. The Sponsoring USDA Sustainability Targets in Agriculture to Incentivize Natural Solutions Act of 2021 (the SUSTAINS Act) was signed into law as part of the Consolidated Appropriations Act of 2023. The SUSTAINS Act expands USDA's authority to accept contributions of private funds to support existing conservation programs and provides additional guidelines for those contributions. Specifically, the SUSTAINS Act provides an opportunity for the private sector to partner with USDA in engaging farmers and ranchers in conservation initiatives, including expanding conservation practices to sequester carbon, improve wildlife habitat, protect sources of drinking water, and address other natural resource priorities.

The purpose of the Committee is to advise the Secretary of Agriculture on State and Federal meat and poultry inspection programs, food safety, and other matters that fall within the scope of the Federal Meat Inspection Act (FMIA) and the Poultry Products Inspection Act (PPIA). The committee will convene virtually on September 16 and 17, 2024. The Committee will review and advise FSIS on whether the Agency should change its definitions for establishment sizes to better assess and describe current business operations. The Committee will also offer input on ways technology could enhance FSIS' inspection activities.

The Natural Resources Conservation Service (NRCS) is amending its regulations for watershed projects to allow Indian Tribes or Tribal organizations to sponsor needed watershed projects. While federally recognized Tribes generally maintain regulatory jurisdiction over their land and can therefore exert eminent domain, Alaska Native Corporations and Tribal organizations do not have eminent domain authority, which has been one of the requirements to be a watershed project sponsor. This rule change will provide an option to better allow federally recognized Tribes, Alaska Native Corporations, or Tribal organizations to become watershed project sponsors.

This rule implements a recommendation from the Cherry Industry Administrative Board (Board) to establish free and restricted percentages for the 2023-24 crop year under the Federal marketing order for tart cherries grown in the States of Michigan, New York, Pennsylvania, Oregon, Utah, Washington, and Wisconsin. This action establishes the proportion of tart cherries from the 2023-24 crop that may be handled in commercial outlets. Adjusting supply to meet market demand should stabilize marketing conditions and help improve grower returns.

Funding for FY 2024 was $10,000,000, and the amount of funding appropriated for this program for FY 2025 will not be known until Congress passes the appropriations act for FY 2025. Successful applications will be selected by the Agency for funding and subsequently awarded to the extent that funding may ultimately be made available through appropriations. All applicant are responsible for any expenses incurred in developing their application whether or not funding is appropriated in FY 2025.
Enhancing Program Access and Delivery for Farm Loans

The Farm Service Agency (FSA) is amending the Farm Loan Programs (FLP) regulations to implement the Distressed Borrower Set- Aside (DBSA) Program and other changes. DBSA will provide a new loan servicing program for financially distressed borrowers that will allow for the deferral of one annual loan installment at a reduced interest rate. DBSA will provide a simpler option to resolve financial distress than existing loan servicing programs. In addition to helping borrowers by adding DBSA as a new loan servicing program, FSA is amending the FLP regulations to revise loan making and servicing to improve program access and delivery. This rule is part of FSA's ongoing efforts for farm loans to remove barriers to capital access and increase opportunities for borrowers to be successful.

Salmonella Framework for Raw Poultry Products

FSIS is announcing its proposed determination that raw chicken carcasses, chicken parts, comminuted chicken, and comminuted turkey products contaminated with certain Salmonella levels and serotypes are adulterated within the meaning of the Poultry Products Inspection Act (PPIA). The proposed determination would establish final product standards based on these Salmonella levels and serotypes and would prevent raw chicken carcasses, chicken parts, comminuted chicken, and comminuted turkey products that contain Salmonella at the levels and serotypes that would render them adulterated from entering commerce. FSIS is also proposing to revise the regulations that require that all poultry slaughter establishments develop, implement, and maintain written procedures to prevent contamination by enteric pathogens throughout the entire slaughter and dressing operation to clarify that these procedures must include a microbial monitoring program (MMP) that incorporates statistical process control (SPC) monitoring methods, to require sampling at rehang instead of pre-chill, and to require that all establishments conduct paired sampling at rehang and post-chill.

The Forest Service has prepared a Final Environmental Impact Statement (FEIS) for its revised Plan and a draft Record of Decision (ROD). This notice is to inform the public that the Gila National Forest is initiating a 60-day period where individuals or entities with specific concerns about the Gila National Forest's revised Plan and the associated FEIS may file objections for Forest Service review prior to the approval of the revised Plan. This is also an opportunity to object to the Regional Forester's list of species of conservation concern for the Gila National Forest.

The Rural Housing Service (RHS or Agency), a Rural Development (RD) mission area of the United States Department of Agriculture (USDA), announces the availability of up to $38 million in grant funding through its Community Facilities Program (CF) to repair essential community facilities damaged by Presidentially Declared Disasters in Calendar Year (CY) 2022 or to repair or replace essential community facilities damaged by Presidentially Declared Disasters in CY 2023 and Other Disasters in CY 2023, to remain available until expended. RHS may at its discretion, increase the total level of funding available from any available source provided the awards meet the requirements of the statute which made the funding available to the Agency. This Notice supersedes the prior Disaster Grant Notice published in the Federal Register on July 20, 2023.
