Notice of Intent To Request Revision and Extension of a Currently Approved Information Collection
In accordance with the Paperwork Reduction Act of 1995, this notice announces the intention of the National Agricultural Statistics Service (NASS) to request revision and extension of a currently approved information collection, the Cold Storage Survey. Revisions to burden hours will be needed due to changes in the size of the target population, updated data collection plan, and the estimated average burden minutes to compete each questionnaire. The questionnaires have had some minor modifications to accommodate changes in the products stored by the industry, and to make the questionnaires easier to complete. The target population of cold storage operators (both mandatory and voluntary samples) will be contacted for this data on a monthly basis. The capacity survey is conducted once every other year of all operations with refrigerated storage capacity. Most of these surveys are voluntary; the one exception is for operations that store certain manufactured dairy products that are required by Public Law 106-532 and 107-171 to respond.

Fresno and Madera Resource Advisory Committee

Walnuts Grown in California; Increased Assessment Rate
This final rule implements a recommendation from the California Walnut Board (Board) to increase the assessment rate established for the 2024-2025 and subsequent marketing years from $0.011 to $0.0125 per inshell pound of California walnuts. The assessment rate will remain in effect indefinitely unless modified, suspended, or terminated.

Newspapers Used for Publication of Legal Notices in the Southwestern Region, Which Includes Arizona, New Mexico, and Parts of Oklahoma and Texas
This notice lists the newspapers that will be used by all Ranger Districts, Grasslands, Forests, and the Regional Office of the Southwestern Region to publish legal notices. The intended effect of this action is to inform interested members of the public which newspapers the Forest Service will use to publish notices of proposed actions, notices of decision, and notices of opportunity to file an objection. This will provide the public with constructive notice of Forest Service proposals and decisions, provide information on the procedures to comment or object, and establish the date that the Forest Service will use to determine if comments or objections were timely.
Deregulation of Light Brown Apple Moth for the Importation of Fruit From New Zealand Into the United States
We are advising the public that we have prepared a commodity import evaluation document (CIED) relative to deregulating light brown apple moth (LBAM) requirements for fruit imported from New Zealand into the United States. Currently, fruit imported from New Zealand into the United States must be accompanied by a phytosanitary certificate with an additional declaration stating that the fruit is free of LBAM. Based on the findings of the CIED, we are proposing to remove the requirement for the additional declaration. Accordingly, we propose to revise the U.S. Department of Agriculture's Animal and Plant Health Inspection Service Agricultural Commodity Import Requirements database regarding LBAM requirements for fruit imported from New Zealand into the United States. These proposed changes would harmonize our domestic and import requirements. We are making the CIED available to the public for review and comment.
Price Discovery and Competition in Markets for Fed Cattle; Extension of Comment Period
The Agricultural Marketing Service (AMS) is extending the public comment period on its advance notice of proposed rulemaking (ANPR) by an additional 30 days. The ANPR requests advance comments on proposals to amend the regulations under the Packers and Stockyards Act to address concerns regarding price discovery and fairness in fed cattle markets.
Law Enforcement; Criminal Prohibitions
The U.S. Department of Agriculture (Department) is revising the Forest Service (Forest Service or Agency)'s criminal prohibitions to enhance consistency of the Forest Service's law enforcement practices with those of State and other Federal land management agencies. The Department is also streamlining enforcement of the Forest Service's criminal prohibitions related to fire and use of vehicles on National Forest System roads and National Forest System trails by eliminating the requirement to issue an order for enforcement.
Privacy Act of 1974; System of Records
The U.S. Department of Agriculture (USDA) is issuing a public notice of its intent to rescind an Animal and Plant Health Inspection Service (APHIS) Privacy Act system of records notice, Animal Damage Control Non-Federal Personnel Records, USDA/APHIS-7. This system of records notice is rescinded because it has been superseded by another system of records notice published by the Department.
Salmonella Framework for Raw Poultry Products
FSIS is hosting two virtual public meetings to give stakeholders an opportunity to present their views on and discuss the Salmonella Framework for Raw Poultry Products proposed rule and proposed determination. The first meeting will focus on the proposed final product standards under Component Three of the proposed Framework. The second meeting will focus on Component Two's proposed regulatory amendments to enhance establishment process control monitoring and will also address additional aspects of the proposed Salmonella Framework raised by stakeholders. FSIS is holding these public meetings to solicit stakeholder views on the proposed Salmonella Framework and to facilitate dialogue among stakeholders and the Agency.
Notice of Intent To Prepare an Environmental Impact Statement for the North Cache Valley Watershed Plan Project in Franklin County, Idaho and Cache County, Utah
The Natural Resources Conservation Service (NRCS) Idaho State Office announces its intent to prepare an EIS for the North Cache Valley Project Watershed Plan (Watershed Plan), located within the North Cache Valley Watershed in Lewiston, Utah. The proposed Watershed Plan will examine alternative solutions to provide improved agricultural water management and to enhance recreational facilities. The project is being planned for areas within the watershed located in Franklin County, Idaho and Cache County, Utah. The project area is comprised of the irrigation service area within the watershed which fits into the watershed plan's primary purpose of Agricultural Water Management. The Project Area includes developed and undeveloped agricultural land and small farm communities. The primary purpose for this Watershed Plan is to provide more reliable management of agricultural water in the Project Area and to enhance existing recreational opportunities in the watershed. This Watershed Plan is needed to improve impaired drainage infrastructure; provide an efficient and reliable irrigation water supply; improve water management and measurement; reduce seepage loss in existing conveyance systems; and to expand the limited recreational opportunities in the watershed. NRCS is requesting comments to identify significant issues, potential alternatives, information, and analyses relevant to the proposed action from all interested individuals, Federal and State agencies, and Tribes.
Pears Grown in Oregon and Washington; Marketing Order Approval Requirement
This rulemaking amends Marketing Order No. 927, which regulates the handling of pears grown in Oregon and Washington. The amendment revises the Fresh Pear Committee's (Committee) approval requirement for recommending modifications to the marketing order's fresh pear handling regulations from 80 to 75 percent.
Veterinary Services User Fees; Correction
The Animal and Plant Health Inspection Service is correcting a notice that published in the Federal Register on November 8, 2024. The notice announced proposed adjusted user fee rates for the costs of providing certain goods and services, including veterinary diagnostic goods and services and veterinary services for imports and exports of live animals and animal products. The notice erroneously omitted a proposed adjusted fee in one of the tables provided. This document updates that table.
Amended Notice of Solicitation of Applications for the Rural Economic Development Loan and Grant Programs for Fiscal Year 2025
The Rural Business-Cooperative Service (RBCS or Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), invited applications for loans and grants under the Rural Economic Development Loan and Grant Programs (REDLG or Programs) for fiscal year (FY) 2025, subject to the availability of funding on August 23, 2024. The Rural Business-Cooperative Service (RBCS or Agency) now announces that the maximum loan amount awarded for applications competing in the Second, Third, and Fourth Quarter funding cycles of fiscal year (FY) 2025 will be lowered to $1 million.

Implementation of HAVANA Act of 2021
This rule implements the HAVANA Act of 2021 (the Act) for the U.S. Department of Agriculture (USDA). The Act provides the authority for the Secretary of Agriculture and other agency heads to provide payments to certain individuals who have incurred qualifying injuries to the brain. The rule covers current and former USDA employees and dependents of current or former employees.

Agency Information Collection Activities, Proposed Collection: Request for Comments on Guidance for Supplemental Nutrition Assistance Program (SNAP) Certification and Quality Control Interviews Study
In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection. This is a new information collection for the contract of the study titled Guidance for SNAP Certification and Quality Control Interviews. The purpose of this collection is to help FNS develop new guidance for SNAP eligibility and Quality Control interviews based on principles of human-centered design and cultural competency.
Information Collection Request; 2017 Wildfires and Hurricanes Indemnity Program (WHIP) and Quality Loss Adjustment (QLA) Program
In accordance with the Paperwork Reduction Act requirement, the Farm Service Agency (FSA) is requesting comments from all interested individuals and organizations on an extension of a currently approved information collection to continue WHIP and the QLA Program. FSA provides payments to eligible producers who suffered eligible crop, tree, bush, and vine losses resulting from a qualifying disaster event. FSA also administers the QLA Program to provide financial assistance to eligible producers who experienced a crop quality loss due to a qualifying disaster event in calendar years 2018 or 2019. The application periods for WHIP and the QLA Program have ended; however, the collection is continuing for additional information that may be needed to verify compliance with program eligibility requirements.
Soybean Promotion and Research: Adjustments to Representation on the United Soybean Board
This final rule adjusts the number of members on the United Soybean Board (Board) to reflect changes in production levels that have occurred since the Board was last reapportioned in 2021. As required by the Soybean Promotion, Research, and Consumer Information Act (Act), membership on the Board is reviewed every 3-years and adjustments are made accordingly. These adjustments decrease Board membership for the State of North Dakota from four members to three members and increase Board membership for the State of New York from one member to two members, thus the total number of Board members will remain at 77. These changes will be reflected in the Soybean Promotion and Research Order (Order) and become effective with the Secretary of Agriculture's (Secretary) appointments for terms in 2025.
Supplemental Nutrition Assistance Program (SNAP): Employment and Training Program Monitoring, Oversight and Reporting Measures
The final rule implements the employment and training (E&T) provisions of the Agricultural Act of 2014. This section provided the Department additional oversight authority of State agencies' administration of the Supplemental Nutrition Assistance Program (SNAP) E&T program; required the Department to develop reporting measures and required State agencies to report outcome data to the Department. It also required the Department to monitor and assess State agencies' effectiveness of E&T programs and provided the Department with the authority to require State agencies to make improvements to their programs as necessary. Finally, State agencies are required to submit reports on the impact of certain E&T components, and in certain States, the E&T services provided to able-bodied adults without dependents (ABAWDs). The final rule will strengthen the E&T program through the collection of information to determine the overall effectiveness of the E&T program in reaching the goal of assisting participants in obtaining the skills necessary to obtain and retain employment.
Supplemental Nutrition Assistance Program: Standardization of State Heating and Cooling Standard Utility Allowances
This rule finalizes changes proposed October 3, 2019, by the Department to revise Supplemental Nutrition Assistance Program (SNAP) regulations for calculating standard utility allowances (SUAs) and expand allowable shelter expenses to include basic internet costs. It requires State agencies to submit for FNS approval their SUA methodologies at least every five years, and methodology submissions must incorporate any revisions necessary to demonstrate that the baseline expenditure data and underlying methodology reflect recent trends and changes. This rule also provides State agencies with the flexibility necessary to ensure that they meet households' needs while also aligning SUAs with data on low-income household utility costs in a more consistent manner. This rule also finalizes updates proposed April 20, 2016, regarding the treatment of Low Income Home Energy Assistance Program or other similar energy assistance program payments, in accordance with amendments made to the Food and Nutrition Act of 2008 by the Agricultural Act of 2014. The intent of this final rule is to ensure consistency and integrity of SUAs across the country, which the Department believes is good governance.
Hood-Willamette Resource Advisory Committee
The Hood-Willamette Resource Advisory Committee (RAC) will hold a public meeting according to the details shown below. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act. Updates to the Off-Farm Labor Housing (Off-FLH), Loan and Grant Rates and Terms; Clarification of Grant Agreement Terms; Announcement of Enforcement Date
On October 25, 2024, Rural Development's Multifamily Housing (MFH or Agency), an Agency of the United States Department of Agriculture (USDA), published a final rule. The final rule amended the current regulation for the Off-Farm Labor Housing (Off-FLH) program to clarify the grant agreement term and adopted the period of performance as required by Federal award information requirements. The changes clarified for applicants and grantees their obligations and requirements as Federal award recipients. The effective date set out in the preamble of the final rule was October 25, 2024 (the date the final rule published in the Federal Register). The effective date should have been November 25, 2024 (30 days after the final rule published in the Federal Register). This document sets November 25, 2024, as the enforcement date for the amendments in the October 25, 2024, final rule.
West Fork Kickapoo Watershed; Programmatic Environmental Impact Statement
This notice of availability presents the Record of Decision (ROD) on a Watershed Project PlanProgrammatic Environmental Impact Statement (Plan-PEIS) for the West Fork Kickapoo (WFK) Watershed prepared in partnership with Monroe and Vernon Counties, Wisconsin (Sponsors). This notice announces the plan to proceed with the implementation of Alternative 7Proposed ActionDecommission All Dams and Replace Jersey Valley County Park Dam (WFK-1) with a high hazard, multi-purpose dam, identified in the Plan-PEIS. Alternative 7 proposes to decommission dams by excavating a notch to pass the 100-year flood without impounding water. It also proposes to replace WFK-1 with a high hazard, multi-purpose dam approximately 1,000 feet downstream of the existing dam. This action will avoid environmental impacts to the extent possible and mitigate impacts that are unavoidable.
Modernizing Grant Program Regulation
The Rural Business-Cooperative Service (RBCS or the Agency), an agency of the Rural Development (RD) mission area within the U.S. Department of Agriculture (USDA), published a final rule with comment in the Federal Register on September 16, 2024, to implement the provisions of the Agriculture Improvement Act of 2018 related to the Value-Added Producer Grant (VAPG) Program and the Agriculture Innovation Center (AIC) Program and to modernize the Rural Cooperative Development Grant Program (RCDG). These changes will also help simplify and streamline RD program delivery. Through this action, RBCS is confirming the final rule as it was published and providing responses to the public comments that were received.

Movement of Organisms Modified or Produced Through Genetic Engineering; Notice of Additional Modifications Exempt Plants Can Contain
We are adding modifications a plant may contain and qualify for exemption from regulations governing movement of organisms modified or produced using genetic engineering because the modifications are achievable through conventional breeding. An earlier notice proposed five types of modifications. Based on a review of public comments, we have been able to streamline and simplify our description of these modifications and are now finalizing two additional modifications a plant can contain and qualify for exemption. This action updates and clarifies the types of modifications that can be made to plants that qualify for exemption to reflect advances in science and technology, and what is achievable through conventional breeding methods to facilitate the application of biotechnology for the development of new crops.
Subsistence Management Regulations for Public Lands in Alaska-Subpart B, Federal Subsistence Board Membership; Correction
The Departments of the Interior and Agriculture are correcting an amendatory instruction in the final rule that published in the Federal Register on October 17, 2024. That rule revises the regulations concerning the composition of the Federal Subsistence Board, which has authority to administer the subsistence taking and uses of fish and wildlife on public lands in Alaska.
Request for Public Input About Implementation of the Conservation Practices To Support Climate Change Mitigation and Adaptation
The Natural Resources Conservation Service (NRCS) requests public input for the improvement of the Conservation Practice Standards (CPS) to maximize climate mitigation and adaptation benefits, as supported by peer-reviewed scientific literature. Conservation practices providing climate benefits are delivered through existing conservation programs popular with producers, including the Environmental Quality Incentives Program (EQIP); Conservation Stewardship Program (CSP); Agricultural Conservation Easement Program (ACEP); Regional Conservation Partnership Program (RCPP); and Conservation Technical Assistance. These programs are funded through both the Inflation Reduction Act (IRA) and the Farm Bill.
Cimarron and Comanche National Grasslands; Baca, Las Animas, and Otero Counties, Colorado; Morton and Stevens Counties, Kansas; Land Management Plan Revision
The Forest Service, U.S. Department of Agriculture, is initiating the land management plan (plan) revision process, pursuant to the 2012 Planning Rule and as directed by the National Forest Management Act, for the Cimarron and Comanche National Grasslands located in Southeast Colorado and Southwest Kansas. Currently, the Cimarron and Comanche National Grasslands receive management direction from the 1984 Pike and San Isabel National Forests and Comanche and Cimarron National Grasslands Land and Resource Management Plan. Ultimately, this process will result in a new, separate plan for the Cimarron and Comanche National Grasslands and will guide all resource management activities on the grasslands for approximately fifteen years, while the remaining portion of the existing 1984 plan for the Pike and San Isabel National Forests will remain unchanged. This notice announces the initiation of the assessment phase, which is the preliminary stage of the plan revision process. The assessment will identify and consider relevant and readily accessible material about ecological, social, and economic conditions and trends in the planning area, including best available scientific information. Findings will be documented in an assessment report. Trends and conditions identified in the assessment will help describe the need to change the plan and inform revision of the plan.

Adoption of Categorical Exclusions Under Section 109 of the National Environmental Policy Act

Decision To Authorize the Importation of Fresh Hass Avocado From Guatemala Into the United States
We are advising the public of our decision to authorize the importation of fresh Hass avocado (Persea americana var. Hass) fruit from Guatemala into the United States. Based on the findings of a pest risk analysis, which we made available to the public for review and comment, we have determined that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh Hass avocado fruit from Guatemala.

The Agriculture and Food Act directs the Secretary to appoint the FRAC, which advises on how to efficiently accomplish the purposes of the McIntire-Stennis Act of 1962. The FRAC focuses on developing and utilizing the Nation's forest resources, forestry schools, and forest industries. FRAC recommendations support states in carrying out a program of forestry research through land-grant colleges or agricultural experiment stations and other state-supported colleges and universities that offer graduate training in forestry. The FRAC also provides advice related to the Forest Service research program, which is authorized by the Forest and Rangeland Renewable Resources Research Act of 1978.
