Urban Agriculture and Innovative Production Advisory Committee
The Department of Agriculture's (USDA) Office of Urban Agriculture and Innovative Production (OUAIP) notice published in the Federal Register on May 1, 2024, concerning nominations for four new members to serve on the Urban Agriculture and Innovative Production Advisory Committee (UAIPAC). We are republishing the entire contents of the May 1, 2024, notice to correct the list of the four vacancies for which OUAIP is seeking nominations for individuals to serve on UAIPAC. The UAIPAC advises the Secretary of Agriculture on the development of policies and outreach relating to urban, indoor, and other emerging agricultural production practices. The 12 members appointed by the Secretary of Agriculture are expected to serve a 3-year term. The 2024 nomination period includes four vacancies, including one individual who is an agriculture producer or farmer using innovative technology; one individual from an institution of higher education or extension program; one individual with supply chain experience, which may include a food aggregator, wholesale food distributor, food hub, or an individual who has direct-to-consumer market experience; and one individual with related experience in urban, indoor, and other emerging agriculture production practices.
User Fees for Agricultural Quarantine and Inspection Services
We are amending the user fee regulations associated with the agricultural quarantine and inspection (AQI) program. Specifically, we are adjusting the fees for certain AQI services that are provided in connection with certain commercial vessels, commercial trucks, commercial railroad cars, commercial aircraft, and international passengers arriving at ports in the customs territory of the United States or precleared or preinspected at a site outside the customs territory of the United States; adjusting the caps on prepaid fees associated with commercial trucks and commercial railroad cars; and removing certain fee exemptions that are no longer justifiable based upon pathway analyses of risk. We are also revising requirements pertaining to remittances and statements. Specifically, we will require monthly rather than quarterly remittances for the commercial aircraft fee, international air passenger fee, and international cruise passenger fee, clarify our requirements, and provide for electronic payments and statements. We are also including in the regulations information on agents responsible for ensuring compliance with paying the user fees and the requirement for entities to notify the Animal and Plant Health Inspection Service in the event they have a change in personnel responsible for fee payments. These changes are necessary to recover the costs of the current level of AQI activity, to account for actual and projected increases in the cost of doing business, to increase fee payer accountability, and to more accurately align fees with the costs associated with each fee service.
Almonds Grown in California; Amendments to the Marketing Order
This rulemaking amends Marketing Order No. 981, which regulates the handling of almonds grown in California. This final rule modifies the definition of almonds and shelled almonds, establishes a definition for "almond biomass," and changes dates when the Almond Board of California (Board) conducts elections to coincide with assessment collections and when the Board submits volume regulation recommendations to USDA. The amendments modify certain marketing order provisions to facilitate orderly administration of the program. Additionally, the amendments modernize, simplify, or align language with current industry practices and definitions.
White River National Forest; Colorado; Sweetwater Lake Recreation Management and Development Project
The Forest Service, U.S. Department of Agriculture, is preparing an environmental impact statement to evaluate the potential environmental impacts associated with the Sweetwater Lake Recreation Management and Development Project. This project encompasses 832 acres, including 488 acres acquired by the Forest Service in 2021, located on the White River National Forest on lands surrounding Sweetwater Lake in northeastern Garfield County, Colorado. The Forest Service proposes to improve recreation access and facilities and authorize a long-term special use permit to the Colorado Parks and Wildlife to manage the area. This project may require an amendment to the White River National Forest Land and Resource Management Plan (forest plan).
Planning
The United States Department of Agriculture (Department), Forest Service is making technical revisions to clarify regulations governing National Forest System Land Management Planning (planning). These purely technical changes to the names and definitions of terms used to describe information accrued by Tribes and Indigenous people align with guidance from the Executive Office of the President and are more consistent with language used in regulations of other Federal agencies.
Proposed Revisions to Section 1 of the Field Office Technical Guides for Louisiana and Wisconsin
NRCS is giving notice that it is proposing revisions to Section 1General Resource References of the Field Office Technical Guides in Louisiana and Wisconsin to include revised State Offsite Methods for Food Security Act Wetland Identification (SOSM). The proposed changes will replace the existing SOSMs in Louisianna and Wisconsin, which have been in use since June 2015 and October 2016. The revisions are needed to clarify procedures and improve consistency in application. SOSM are used in completing wetland determinations for USDA program eligibility purposes.
2024/2025 Rates Charged for AMS Services
The Agricultural Marketing Service (AMS) is announcing the 2024/2025 rates it will charge for voluntary grading, inspection, certification, auditing, and laboratory services for a variety of agricultural commodities including meat and poultry, fruits and vegetables, eggs, dairy products, rice, and cotton and tobacco. The 2024/2025 regular, overtime, holiday, and laboratory services rates will be applied at the beginning of the crop year, fiscal year or as required by law depending on the commodity. Other starting dates are added to this notice based on cotton industry practices. This action establishes the rates for user-funded programs based on costs incurred by AMS. This year, cost-based analyses indicated the need to increase user fee rates when current rates are insufficient to cover the costs of providing the service. While cost-saving measures have and will continue to be implemented, user fee rate increases are necessary to offset rising operational costs. In cases where current rates are sufficient to cover the costs of providing the service, user fee rates remain unchanged.
Agency Information Collection Activities: School Meals Operations Study: Evaluation of the School-Based Child Nutrition Programs
In accordance with the Paperwork Reduction Act of 1995, this notice announces FNS' plans to submit an Information Collection Request (ICR) to the Office of Management and Budget (OMB) and invites the general public and other public agencies to comment on the proposed ICR before FNS submits it to OMB. The proposed information collection is a revision of an approved information collection. The approved information collection (OMB Control Number 0584-0607) permitted the School Meals Operations (SMO) study to collect survey and administrative data about school year (SY) 2019-2020 through SY 2022- 2023 from a census of State agencies, and survey data about SY 2020- 2021 and SY 2022-2023 from a nationally representative sample of school food authorities. With the revision, FNS will seek approval for the SMO study to collect survey and administrative data about SY 2023-2024 from a census of State agencies. The SMO study will not collect survey data about SY 2023-2024 from school food authorities.
Tribal Advisory Committee
Notice is hereby given, pursuant to the provisions of the rules and regulations of the US Department of Agriculture (USDA) and the Federal Advisory Committee Act (FACA), the Office of Tribal Relations is announcing a meeting of the Tribal Advisory Committee. The committee is authorized under the Agriculture Improvement Act of 2018 (the 2018 Farm Bill) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to provide advice and guidance to USDA on matters related to Tribal and Indian affairs.
Salmonella Not Ready-To-Eat Breaded Stuffed Chicken Products
FSIS is announcing its final determination that not ready-to- eat (NRTE) breaded stuffed chicken products that contain Salmonella at levels of 1 Colony Forming Unit per gram (hereinafter, "1 CFU/g") or higher are adulterated within the meaning of the Poultry Products Inspection Act (PPIA). FSIS is also announcing that it intends to carry out verification procedures, including sampling and testing of the raw incoming chicken components used to produce NRTE breaded stuffed chicken products prior to stuffing and breading.

Notice of Solicitation of Applications (NOSA) for the Strategic Economic and Community Development Program for Fiscal Year (FY) 2024; Correction
The Rural Business-Cooperative Service, Rural Housing Service, and Rural Utilities Service, agencies that comprise the Rural Development Mission Area within the United States Department of Agriculture, published a notice of solicitation of applications in the Federal Register on February 13, 2024, entitled "Notice of Solicitation of Applications (NOSA) for the Strategic Economic and Community Development Program for Fiscal Year (FY) 2024." The NOSA provides requirements to applicants submitting applications for Strategic Economic and Community Development (SECD) points through Secretary of Agriculture designated covered programs. Based on funding availability guidance published in the NOSA, this Correction Notice is issued to clarify that Community Facilities Grant Program funds will not be reserved for SECD in FY 2024. This Correction Notice also clarifies that approved USDA Rural Partners Network (RPN) networks are considered multi-jurisdictional entities for purposes of SECD and that community and economic development plans created in association with an RPN network will be accepted as plans under SECD.
Rural Development Regulations With the Unique Entity Identifier (UEI) for Federal Awards
The Rural Business-Cooperative Service (RBCS), Rural Housing Service (RHS), and Rural Utilities Services (RUS), agencies in the United States Department of Agriculture (USDA) Rural Development (RD) Mission area, are issuing a final rule to update RD program regulations by removing references to the Data Universal Numbering System (DUNS) numbers and replacing them with the new Unique Entity Identifier (UEI) as the primary means of identifying entities registered for Federal awards government-wide in the System for Award Management (SAM).
Update to Methodology and Formulas for Allocation of Loan and Grant Program Funds
The Rural Business-Cooperative Service, Rural Housing Service, and Rural Utilities Service (RBCS, RHS, RUS, or collectively referred to as the Agency), of the Rural Development (RD) mission area within the U.S. Department of Agriculture (USDA), is issuing this final rule to update the data it uses to determine a State's percentage of national nonmetropolitan unemployment income. The Agency is amending two regulations to correct the source for the data and provide transparency on its process of determining state funding allocations for various Agency programs.
