This document invites comments on a proposed amendment to the Dairy Promotion and Research Order (Dairy Order). The proposal would modify the number of National Dairy Promotion and Research Board (Dairy Board) members in two of the 12 regions. The total number of domestic Dairy Board members would remain the same at 36. This modification was requested by the Dairy Board, which administers the Dairy Order, to better reflect the geographic distribution of milk production in the United States.

In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request a revision to and extension of approval of an information collection associated with the regulations for the interstate movement of regulated articles to prevent the spread of pale cyst nematode to noninfested areas of the United States.

In October 2018, the SCA established a Science Planning Task Force charged with documenting Federal science and technology opportunities and priorities for aquaculture by revising and updating the National Strategic Plan for Federal Aquaculture Research (2014- 2019). Similarly, in February 2019, the SCA established a Regulatory Efficiency Task Force charged with developing a new plan for interagency science and technology coordination to improve regulatory efficiency, research and technology development, and economic growth. The Task Forces are seeking public comment on Science and Regulatory Efficiency strategic plans to determine if their respective topics are adequately covered. In accordance with the Paperwork Reduction Act of 1995, this notice announces RBCS, RHS, and RUS', agencies of the USDA Rural Development (RD) mission area, intention to request an extension to a currently approved information collection for the Strategic Economic and Community Development Program.

This Notice announces that the United States Department of Agriculture's (USDA) Food and Nutrition Service (FNS) plans to add The Emergency Food Assistance Program (TEFAP) Reach and Resiliency Grants, as authorized by the American Rescue Plan Act, to its list of approved programs under the Uniform Grant Application for Non-Entitlement Discretionary Grants, as approved under OMB Control Number: 0584-0512 (Expiration Date: July 31, 2022); and that FNS intends to collect additional information for the TEFAP Reach and Resiliency Grants outside of what is currently in the uniform package. This Notice solicits public comments on the additional information to be collected for the TEFAP Reach and Resiliency Grants.

In accordance with the Paperwork Reduction Act of 1995, the Forest Service, U.S. Department of Agriculture, is seeking comments from all interested individuals and organizations on the renewal of a currently approved information collection, Appeal of Decisions Relating to Occupancy or Use of National Forest System Lands and Resources.

The Foreign Agricultural Service (FAS) published a notice in the Federal Register on September 2, 2021, pertaining to adjustment of appendices under the Dairy Tariff-Rate Quota Import Licensing Regulation. FAS has technical corrections to that document.

The Foreign Agricultural Service announces the establishment of the Fiscal Year (FY) 2022 (October 1, 2021-September 30, 2022) in- quota aggregate quantity of raw cane sugar at 1,117,195 metric tons raw value (MTRV), and the establishment of the FY 2022 in-quota aggregate quantity of certain sugars, syrups, and molasses (also referred to as refined sugar) at 222,000 MTRV.

The Forest Service, U.S. Department of Agriculture, is giving notice of its intent to issue a forest order closing areas in proximity to canyon roads on the eastern side of the Huachuca Mountains in the vicinity of the City of Sierra Vista, Fort Huachuca, and the communities of Hereford and Palominas, Arizona to recreational shooting in advance of the public comment period for the proposed closure. At the end of the period of advance notice, the Forest Service will solicit public comments, as specified in this notice, on the proposed forest order.

We are advising the public that we have prepared a pest risk analysis that evaluates the risks associated with the importation of fresh mango fruit from Grenada into the United States. Based on the analysis, we have determined that the application of one or more phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh mango fruit from Grenada. We are making the pest risk analysis available to the public for review and comment.

On October 29, 2020, the Food Safety and Inspection Service (FSIS) published the final rule, ``Egg Products Inspection Regulations,'' which, among other things, announced that FSIS would begin exercising jurisdiction over plants that produce egg substitutes and freeze-dried egg products on October 30, 2023. This notice provides information to foreign countries that already export these products to the United States, as well as countries interested in exporting these products to the United States, about submitting their equivalence documentation to FSIS so that the Agency can begin assessing their eligibility before October 30, 2023.

The Rural Business-Cooperative Service (Agency), an agency of the United States Department of Agriculture (USDA) invites applications for loans and grants under the Rural Economic Development Loan and Grant Programs (REDLG or Programs) for fiscal year (FY) 2022, subject to the availability of funding. This notice is being issued to allow applicants sufficient time to leverage financing, prepare and submit their applications, and give the Agency time to process applications within FY 2022. Successful applications will be selected by the Agency for funding and subsequently awarded to the extent that funding may ultimately be made available through appropriations. An announcement on the Agency website at https://www.rd.usda.gov/newsroom/notices- solicitation-applications-nosas will identify the amount received in the FY 22 appropriations.

The Food Safety and Inspection Service (FSIS) is publishing this advance notice of proposed rulemaking (ANPR) to request comments pertaining to the labeling of meat and poultry products comprised of or containing cultured cells derived from animals subject to the Federal Meat Inspection Act or the Poultry Products Inspection Act. Issues raised in the comments submitted in response to this ANPR will inform future rulemaking to establish labeling requirements for these products. This ANPR also discusses how FSIS will generally evaluate labels for these products if they are submitted before the Agency completes rulemaking.

The United States Department of Agriculture (USDA) Rural Utilities Service (RUS) administers rural utilities programs, including the Telecommunications Program. RUS announces the depreciation rates for telecommunications plant for the period ending December 31, 2020.

This notice announces a fee of $324 to be charged for the 2022 tariff-rate quota (TRQ) year for each license issued to a person or firm by the Department of Agriculture authorizing the importation of certain dairy articles, which are subject to tariff-rate quotas set forth in the Harmonized Tariff Schedule (HTS) of the United States.

The Forest Service is revising the Santa Fe National Forest's Land Management Plan (Forest Plan). The Forest Service has prepared a Final Environmental Impact Statement (FEIS) for its revised Forest Plan and a draft Record of Decision (ROD). This notice is to inform the public that the Santa Fe National Forest is initiating a 60-day period where individuals or entities with specific concerns about the Santa Fe National Forest's revised Forest Plan and the associated FEIS may file objections for Forest Service review prior to the approval of the revised Forest Plan. This is also an opportunity to object to the Regional Forester's list of species of conservation concern for the Santa Fe National Forest.

In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request an extension of approval of an information collection associated with the importation of live dogs for resale from regions where African swine fever exists or is reasonably believed to exist.

This document contains a correction to an interim final rule published in the Federal Register on Friday, August 13, 2021. The rule codifies statutory requirements enacted by the Agriculture Improvement Act of 2018. This document also extends the comment period for the interim final rule.

The Lynn Canal Icy Strait (LCIS) Resource Advisory Committee (RAC) will hold a virtual meeting via Microsoft Teams. The committee is authorized under the Secure Rural Schools and Community Self- Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. The committee also makes recommendations on recreation fee proposals for sites on the Tongass National Forest within boroughs associated with the LCIS RAC, consistent with the Federal Lands Recreation Enhancement Act. This notice lists the updated quantity-based trigger levels for products which may be subject to additional import duties under the safeguard provisions of the WTO Agreement on Agriculture. This notice also includes the relevant period applicable for the trigger levels on each of the listed products.

Pursuant to the provisions of the Privacy Act of 1974, and Office of Management and Budget (OMB) Circular No. A-108, notice is given that a component agency, the Food and Nutrition Service (FNS) of the U.S. Department of Agriculture (USDA) is proposing to modify the system of records, currently titled USDA/FNS-11, ``Information on Persons Identified as Responsible for Serious Deficiencies, Proposed for Disqualification, or Disqualified to Participate as Principals or Family Day Care Home Operators in the Child and Adult Care Food Program (CACFP),'' 69 FR 6933, published February 12, 2004, to include unaffiliated centers and responsible individuals of unaffiliated centers terminated or otherwise disqualified from participating in the Child and Adult Care Food Program, and service institutions and responsible individuals that have been terminated or otherwise disqualified from participation in the Summer Food Service Program (SFSP). The system of records will continue to include the records of institutions, day care home providers, and responsible individuals who have been terminated or otherwise disqualified from participation in the Child and Adult Care Food Program.
