RUS published the Draft EIS to inform interested parties and the general public about the project proposal and to invite the public to comment on the proposed action addressed in the Draft EIS. Following the publication of the Notice of Availability, the Agency found that a correction due to an error, is necessary. This correction changes the date public comments are due to RUS.

The United States Department of Agriculture's (USDA) Agricultural Marketing Service (AMS) is withdrawing a proposed rule published in the Federal Register on December 20, 2016. The proposed rule would have identified criteria that the Secretary of Agriculture (Secretary) could consider when determining whether a live poultry dealer's use of a system for ranking poultry growers for settlement purposes is unfair, unjustly discriminatory, or deceptive or gives an undue or unreasonable preference, advantage, prejudice, or disadvantage. Proposed amendments would also have clarified that, absent demonstration of a legitimate business justification, failing to use a poultry grower ranking system in a fair manner after applying the identified criteria is unfair, unjustly discriminatory, or deceptive and a violation of the Packers and Stockyards Act, regardless of whether it harms or is likely to harm competition. The Secretary has determined to withdraw the 2016 proposed rule and develop revised proposals pertaining to poultry grower ranking systems.

We are advising the public that we have prepared a commodity import evaluation document (CIED) relative to the importation into the United States of plums from Chile. Chile plums are currently subject to irradiation, either in Chile or in the United States, as a mitigation for European grapevine moth (EGVM). Based on the findings of the CIED, in addition to the option of irradiation, we are also proposing to authorize the importation of plums from Chile under a systems approach for EGVM, as well as an option for fumigation with methyl bromide. We are making the CIED available to the public for review and comment.

In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on this proposed information collection associated with SNAP benefit storage and expungement provisions of the 2008 and 2018 Farm Bills. This collection involves both a new collection and an existing collection in use without an Office of Management and Budget (OMB) control number. The new collection is for providing SNAP households advance or concurrent notice prior to the State agency expunging unused SNAP benefits from the household's Electronic Benefit Transfer (EBT) account due to nine months of account inactivity. The existing collection is for providing SNAP households advance or concurrent notice of State agency action to store unused SNAP benefits offline due to three or more months of account inactivity and for those households to seek reinstatement of benefits prior to permanent expungement. A 60- Day Federal Register Notice for this proposed information collection was previously published on February 11, 2020 (85 FR 7716). The Department was unable to submit an Information Collection Request (ICR) to OMB within a reasonable timeframe following the publication of the 2020 notice. In an effort to be fully transparent, the Department is publishing the notice again for public comment and plans to submit an ICR to OMB following an analysis of comments.

This process will result in a revised Land Management Plan which will guide all resource management activities on the Black Hills National Forest for approximately fifteen years. This notice announces the initiation of the assessment phase, the preliminary stage of the plan revision process. Assessments will identify and consider relevant and readily accessible material about ecological, social, and economic conditions and trends in the planning area, including best available scientific information. Findings will be documented in assessment reports. In Fiscal Year (FY) 2022, the Agency will implement SECD by reserving loan and or grant funds from the appropriations of the programs covered by this funding priority. This final rule adjusts the number of member seats apportioned to each district represented on the Florida Tomato Committee (Committee). The Department of Agriculture (USDA) is taking this action due to a 2020 amendment to the marketing order for tomatoes grown in Florida, which reduced the size of the Committee from 12 members to 10, but did not also reduce the number of member seats per district. This action changes the number of members in each of the two districts from six members and their alternates to five members and their alternates, to resolve the regulatory conflict.
