The Payette National Forest will prepare an environmental impact statement (EIS) to document the potential effects of the Granite Meadows Project. The Granite Meadows Project is located north of New Meadows, Idaho and north and west of McCall, Idaho on the Boise Meridian, within Adams, Valley and Idaho Counties. The analysis will evaluate and disclose the effects of implementing treatments on the National Forest to meet the purpose and need for the project. Proposed treatments include timber harvest, thinning, prescribed fire, road treatments and road decommissioning, watershed improvement and restoration treatments, and recreation improvements. Coordination with existing permittees on grazing schedules would also be included to meet the purpose and need related to fuels reduction.

We are advising the public that the U.S. Department of Agriculture (USDA) and its sub-agency, the Animal and Plant Health Inspection Service (APHIS), are considering developing a conservation program pursuant to the Endangered Species Act for the southwestern willow flycatcher, a small, neotropical migrant bird found in Arizona, California, Colorado, Nevada, New Mexico, Texas, and Utah. We are also planning to prepare an environmental assessment to analyze the effects of the proposed conservation program. This notice identifies potential issues, alternatives, and conservation measures that USDA and APHIS propose to review, and requests public comments to determine the relevant scope of issues and range of alternatives to be addressed in the environmental process from individuals, organizations, Tribes, and government agencies on this topic.
Raisins Produced From Grapes Grown in California; Order Amending Marketing Order No. 989

This final rule amends Marketing Order No. 989 (Order), which regulates the handling of raisins produced from grapes grown in California. Five amendments were proposed by the Raisin Administrative Committee (RAC) and three were proposed by the Agricultural Marketing Service (AMS). Seven of the eight proposed amendments were favored by California raisin growers in a mail referendum, held December 4 through 15, 2017. This final rule also makes administrative revisions to subpart headings to bring the language into conformance with the Office of Federal Register requirements.

Soybean Promotion and Research: Amend the Order To Adjust Representation on the United Soybean Board

This final rule will adjust the number of members on the United Soybean Board (Board) to reflect changes in production levels that have occurred since the Board was last reapportioned in 2015. As required by the Soybean Promotion, Research, and Consumer Information Act (Act), membership on the Board is reviewed every 3 years and adjustments are made accordingly. This change will result in an increase in Board membership for five States, increasing the total number of Board members from 73 to 78. These changes will be reflected in the Soybean Promotion and Research Order (Order) and would be effective for the 2019 appointment process.

The Mid-Swan Landscape Restoration and Wildland Urban Interface Fuels Project (Mid-Swan) area encompasses approximately 246,000 acres within the larger 1.3 million acre Southwestern Crown of the Continent landscape. This project is part of a long-term effort between the USDA Forest Service and the Southwestern Crown Collaborative to restore the resilience and function of the ecosystem within this landscape. The Mid-Swan project is proposing treatments on approximately 70,000 acres to improve aquatic and terrestrial biodiversity by removing vegetation, planting drought tolerant species found there historically, and reducing fuel buildup in the wildland urban interface (WUI).

This proposed rule invites comments on a recommendation from the Citrus Administrative Committee (Committee) to relax the minimum grade requirements for oranges and tangerines, remove grade and size requirements for Ambersweet and Temple oranges, and simplify the tables outlining the grade and size requirements for interstate and export shipments currently prescribed under the marketing order for oranges, grapefruit, tangerines, and pummelos grown in Florida. A corresponding change would be made to the grapefruit import regulation as required by section 8e of the Agricultural Marketing Agreement Act of 1937.

This action informs the public that the Agricultural Marketing Service (AMS) is withdrawing a proposed rule published in the Federal Register on November 7, 2016, that proposed to amend Quality Systems Verification Program (QSVP) regulations. Upon further review, the agency has decided to clarify that all voluntary, user-fee services under this part are applicable to all commodities covered by the Agricultural Marketing Act of 1946 (Act), as amended. Accordingly, a proposed rule covering all audit-based services is forthcoming from the agency.

This final rule establishes regulations for seasons, harvest limits, and methods and means related to the taking of wildlife for subsistence uses in Alaska for the 2018-19 and 2019-20 regulatory years. The Federal Subsistence Board (Board) completes the biennial process of revising subsistence hunting and trapping regulations in even-numbered years and subsistence fishing and shellfish regulations in odd-numbered years; public proposal and review processes take place during the preceding year. The Board also addresses customary and traditional use determinations during the applicable biennial cycle. This rule also revises the general regulations on subsistence taking of fish and wildlife and customary and traditional use determinations for wildlife.

The U.S. Department of Agriculture, Forest Service has prepared the Draft Greater Sage-grouse Proposed Land Management Plan Amendments (LMPA) and Draft Environmental Impact Statement (EIS) for the Intermountain and Rocky Mountain Regions. This notice is announcing the opening of the comment period and the Forest Service is soliciting comments on the Draft LMPA and Draft EIS.
