Notice of Intent To Request an Early Revision and Merger of Two Currently Approved Information Collections
In accordance with the Paperwork Reduction Act of 1995 this notice announces the intention of the National Agricultural Statistics Service (NASS) to request revision to the currently approved information collection, the Bee and Honey survey docket (0535-0153). In addition NASS plans to merge this docket with the currently approved Colony Loss survey docket (0535-0255). Revision to burden hours will be needed due to a changes in the size of the target population, sample design, and the inclusion of the Colony Loss surveys.
Request for Extension of a Currently Approved Information Collection

Information Collection Request; Certified State Mediation Program
In accordance with the Paperwork Burden Act of 1995, the Farm Service Agency (FSA) is requesting comments from all interested individuals and organizations for a revision with an extension of a currently approved Information Collection Request that supports the Certified State Mediation Program. The information collection is necessary to ensure that the grant program is administered properly. The collection of information is used to determine whether participants meet the eligibility requirements to be a recipient of grant funds. Lack of adequate information to make the determination could result in the improper administration of Federal grant funds.
Deschutes National Forest; Deschutes and Klamath Counties, Oregon; Ringo Project Draft Environmental Impact Statement and Forest Plan Amendment
The Deschutes National Forest is issuing this notice to advise the public of a 45-day extension to the public comment period on the project-specific Forest Plan amendment proposed in the Ringo Project Draft Environmental Impact Statement (DEIS). Availability of an Environmental Assessment for Field Testing a Vaccine For Use Against Infectious Bursal Disease, Marek's Disease, and Newcastle Disease
We are advising the public that the Animal and Plant Health Inspection Service has prepared an environmental assessment concerning authorization to ship for the purpose of field testing, and then to field test, an unlicensed Bursal Disease-Marek's Disease-Newcastle Disease Vaccine, Serotype 3, Live Marek's Disease Vector. Based on the environmental assessment, risk analysis, and other relevant data, we have reached a preliminary determination that field testing this veterinary vaccine will not have a significant impact on the quality of the human environment. We are making the documents available to the public for review and comment.
Oral Rabies Vaccine Trial; Availability of a Supplemental Environmental Assessment
We are advising the public that the Animal and Plant Health Inspection Service has prepared a supplemental environmental assessment (EA) relative to an oral rabies vaccination field trial in New Hampshire, New York, Ohio, Vermont, and West Virginia. The supplemental EA analyzes expanding the field trial for an experimental oral rabies vaccine for wildlife to additional areas in New York, Ohio, and West Virginia. The proposed field trial is necessary to evaluate whether the wildlife rabies vaccine will produce sufficient levels of population immunity against raccoon rabies. We are making the supplemental EA available to the public for review and comment.
Identifying Regulatory Reform Initiatives
Pursuant to Executive Order 13777Enforcing the Regulatory Reform Agenda, the U.S. Department of Agriculture (USDA) is requesting ideas from the public on how we can provide better customer service and remove unintended barriers to participation in our programs in ways that least interfere with our customers and allow us to accomplish our mission. Availability of an Environmental Assessment for the Biological Control of Swallow-Worts
We are advising the public that the Animal and Plant Health Inspection Service has prepared a draft environmental assessment relative to the control of swallow-worts (Vincetoxicum nigrum and Vincetoxicum rossicum). The environmental assessment considers the effects of, and alternatives to, the field release of a leaf-feeding moth, Hypena opulenta, into the continental United States for use as a biological control agent to reduce the severity of swallow-wort infestations. We are making the environmental assessment available to the public for review and comment.
Availability of an Environmental Assessment for Release of Three Parasitoids for Biological Control of the Lily Leaf Beetle
We are advising the public that the Animal and Plant Health Inspection Service has prepared a draft environmental assessment relative to the release of three parasitoids, Diaparsis jucunda, Lemophagus errabundus, and Tetrastichus setifer for the biological control of the lily leaf beetle. The environmental assessment considers the effects of, and alternatives to, the field release of the parasitoids into the contiguous United States for use as a biological control agent to reduce the severity of infestations of lily leaf beetle. We are making the environmental assessment available to the public for review and comment.

This notice announces the availability of funds and solicits applications from community-based and non-profit organizations, institutions of higher education, and Tribal entities to compete for financial assistance through the Outreach and Assistance for Socially Disadvantaged Farmers and Ranchers and Veteran Farmers and Ranchers Program (hereinafter known as the ``2501 Program''). Individual applicants do not meet the eligibility criteria. Funding is being provided to eligible entities who, in partnership with the Office of Advocacy and Outreach (OAO), will conduct outreach initiatives and training to achieve the overall goal of the 2501 Programto assist socially disadvantaged and veteran farmers and ranchers in owning and operating farms and ranches while increasing their participation in agricultural programs and services provided by the U.S. Department of Agriculture (USDA).
Notice of Availability of the Mississippi Trustee Implementation Group 2016-2017 Restoration Plan/Environmental Assessment and Finding of No Significant Impact (FONSI)
In accordance with the Oil Pollution Act of 1990 (OPA) and the National Environmental Policy Act (NEPA), the Deepwater Horizon Federal and State natural resource trustee agencies for the Mississippi Trustee Implementation Group (MS TIG) have prepared a final Mississippi Trustee Implementation Group 2016-2017 Restoration Plan/Environmental Assessment (RP/EA). The RP/EA describes the restoration project alternatives considered by the MS TIG to restore and conserve habitat, replenish and protect living coastal and marine resources, and restore water quality. The MS TIG evaluated these alternatives under criteria set forth in the OPA natural resource damage assessment (NRDA) regulations, and also evaluated the environmental consequences of the restoration alternatives in accordance with NEPA. The Federal Trustees of the MS TIG have determined that implementation of the MS TIG 2016- 2017 RP/EA is not a major Federal Action significantly affecting the quality of the human environment within the context of NEPA and, therefore, an Environmental Impact Statement will not be prepared. The MS TIG has selected three restoration projects in the RP/EA for implementation in the Mississippi Restoration Area, which are consistent with the Trustees' programmatic alternatives in the Programmatic Damage Assessment and Restoration Plan and Final Programmatic Environmental Impact Statement (PDARP/PEIS).

Availability of a Final Environmental Assessment and Finding of No Significant Impact for the Field Release of Genetically Engineered Diamondback Moths
We are advising the public that the Animal and Plant Health Inspection Service (APHIS) has prepared a final environmental assessment and finding of no significant impact and will issue a permit for the field release of diamondback moths that have been genetically engineered for repressible female lethality, also known as female autocide. Based on its finding of no significant impact, APHIS has determined that an environmental impact statement need not be prepared.
United States Standards for Beans
This action is being taken under the authority of the Agricultural Marketing Act of 1946, as amended, (AMA). The Department of Agriculture's (USDA) Grain Inspection, Packers and Stockyards Administration (GIPSA) is revising the United States Standards for Beans to (1) establish a class and grade requirement chart for ``chickpea,'' also known as ``garbanzo bean,'' and (2) establish a new grade determining factor, definition, factor limits, and visual reference image for ``contrasting chickpeas.'' GIPSA believes these revisions will help facilitate the marketing of chickpeas and improve the application of the standards.
United States Standards for Lentils
This action is being taken under the authority of the Agricultural Marketing Act of 1946, as amended, (AMA). The Department of Agriculture's (USDA) Grain Inspection, Packers and Stockyards Administration (GIPSA) is revising the United States Standards for Lentils to establish an additional grading factor, definition, grade requirements, and visual reference images for ``wrinkled lentils,'' and establish a special grade, definition, special grade requirements, designation, and visual reference images for ``green lentils.'' GIPSA believes these revisions will improve the application of standards and facilitate the marketing of lentils.
Availability of FSIS Guidance for Importing Meat, Poultry, and Egg Products Into the United States
The Food Safety and Inspection Service (FSIS) is announcing the availability of and requesting comment on guidance for importing meat, poultry, and egg products into the United States. This guidance is intended to help U.S. importers, customs brokers, official import inspection establishments, egg products plants, and other interested parties understand and comply with FSIS import requirements.
Sweet Onions Grown in the Walla Walla Valley of Southeast Washington and Northeast Oregon; Decreased Assessment Rate
The Department of Agriculture is adopting, as a final rule, without change, an interim rule that implemented a recommendation from the Walla Walla Sweet Onion Marketing Committee (Committee) to decrease the assessment rate established for the 2017 and subsequent fiscal periods from $0.22 to $0.10 per 50-pound bag or equivalent of sweet onions handled. The Committee locally administers the marketing order and is comprised of producers and handlers of sweet onions operating within the area of production along with one public member. The interim rule was necessary to allow the Committee to reduce its financial reserve while still providing adequate funding to meet program expenses.
Craig and Thorne Bay Ranger Districts, Tongass National Forest, Alaska; Prince of Wales Landscape Level Analysis Project Environmental Impact Statement
The U.S. Department of Agriculture, Forest Service will prepare an Environmental Impact Statement (EIS) to propose a variety of projects for multiple resource benefits at a landscape level to implement over the course of 10 to 15 years. Both the Craig and Thorne Bay Ranger Districts encompass Prince of Wales Island (POW) and surrounding islands, which serves as the project area for the Prince of Wales Landscape Level Analysis (POW LLA) Project. Our intention is that this project will be a highly collaborative process involving the public at all stages throughout the development of this analysis. A Notice of Intent (NOI) for this project was first published in the Federal Register (81 FR 86320) on November 30, 2016. This Corrected NOI has been prepared to provide a more detailed description of the proposed action developed using comments from the public and stakeholders.

National Organic Program (NOP); Sunset 2017 Amendments to the National List
This final rule amends the National List of Allowed and Prohibited Substances (National List) within the U.S. Department of Agriculture's (USDA) organic regulations, to prohibit the use of 8 substances in organic production and handling after June 27, 2017: Lignin sulfonate (for use as a floating agent); furosemide; magnesium carbonate; and the nonorganic forms of chia, dillweed oil, frozen galangal, frozen lemongrass, and chipotle chile peppers. This action also renews 3 substances on the National List to continue to allow nonorganic forms of inulin-oligofructose enriched, Turkish bay leaves, and whey protein concentrate in organic products. This action addresses eleven recommendations submitted to the Secretary of Agriculture (Secretary) by the National Organic Standards Board (NOSB) following its October 2015 meeting. These recommendations pertain to the NOSB's 2017 sunset review of a portion of the substances on the National List.
