Importation of Hass Avocados From Colombia

We are amending the regulations to allow the importation of fresh Hass avocado fruit from Colombia into the continental United States. As a condition of entry, fresh Hass avocado fruit from Colombia will have to be produced in accordance with a systems approach that includes orchard and packinghouse requirements and port of entry inspection. The fruit will also be required to be imported in commercial consignments and accompanied by a phytosanitary certificate issued by the national plant protection organization of Colombia with an additional declaration stating that the fruit has been produced in accordance with the requirements. This action will allow for the importation of fresh Hass avocado fruit from Colombia while continuing to provide protection against the introduction of plant pests into the continental United States.

The Agricultural Marketing Service (AMS) is making corrections to the Code of Federal Regulations (CFR) by revising the authority citation for its regulation, Cotton Research and Promotion. In a final rule published in the Federal Register on June 24, 2015, changes were inadvertently made to remove a legal citation from the authority citation and to erroneously include an unnecessary authority citation after a section in AMS regulations. This document corrects those errors.

Notice of Proposed New Fee Sites

The Chequamegon-Nicolet National Forest is proposing new recreation fee sites. The Chequamegon-Nicolet's proposal includes: A $75 nightly fee for the Franklin Lake Caretaker Cabin, and adding nine day-use sites to the Forest's day-use fee program. Sites proposed are: Ada Lake Beach, Bear Lake Beach, Bear Lake Boat Landing, Beck Road Trailhead, Block House Boat Landing, Gordon Lake Beach, Mondeaux Pines Picnic Site, Smith Rapids Picnic Area and Wanoka Trailhead. Fees are assessed based on the level of amenities and services provided, cost of operations and maintenance and market assessment. These fees are proposed and will be determined upon further analysis and public comment. Funds from fees would be used for the continued operation and maintenance and improvements to the facilities within the recreation areas. An analysis of nearby recreation facilities with similar amenities shows that the proposed fees are reasonable and typical of similar sites in the area.

Educational Meeting on the Mandatory Inspection of Fish of the Order Siluriformes and Products Derived From Such Fish Final Rule Implementation

The Food Safety and Inspection Service (FSIS) is announcing an educational meeting to discuss the enforcement and implementation of the Final Rule, ``Mandatory Inspection of Fish of the Order Siluriformes and Products Derived from Such Fish.'' Fish of the order Siluriformes include fish of several families, including catfish (fish of the family Ictaluridae), basa, tra, and swai (fish of the family Pangasiidae), and clarias (fish of the Clariidae family). FSIS will present information on the upcoming full implementation of the regulatory requirements at official domestic establishments that process Siluriformes fish and fish products, as well as information on entry procedures and reinspection at official import inspection establishments. FSIS is particularly interested in soliciting participation from representatives from domestic wild-caught operations that process Siluriformes fish and fish products. The primary objectives of the meeting are to provide updated information to stakeholders and to encourage dialogue between FSIS and the Siluriformes fish industry. Affected industry and interested individuals, organizations, and other stakeholders are invited to participate in the meetings.

We are adding the Republic of Malta to the lists of regions considered to be free of swine vesicular disease (SVD), African swine fever (ASF), foot-and-mouth disease (FMD), and rinderpest, and to the list of regions considered free or low risk for classical swine fever (CSF), subject to conditions in the regulations governing the importation of certain animals and animal products into the United States. Based on our evaluation of the animal health status of Malta, which we made available to the public for review and comment through a previous notice, the Administrator has determined that Malta is free of SVD, ASF, FMD, and rinderpest, and is low risk for CSF. This action establishes the disease status of Malta with regard to SVD, ASF, FMD, rinderpest, and CSF while continuing to protect the United States from introduction of those diseases.

Notice is hereby given that a referendum to amend Marketing Order and Agreement No. 929 (order), which regulates the handling of cranberries grown in the states of Massachusetts, Rhode Island, Connecticut, New Jersey, Wisconsin, Michigan, Minnesota, Oregon, Washington, and Long Island in the State of New York, did not meet the minimum voting requirements for approval. The Agricultural Marketing Agreement Act of 1937, as amended, hereinafter referred to as the ``Act'' requires, in part, that a proposed amendment to the cranberries order must be approved by two-thirds of producers voting, or by those voting in the referendum representing at least two-thirds of the volume of cranberries, as well as by processors who have frozen or canned more than 50 percent of the volume of cranberries within the production area. Processors representing only 18 percent of the volume of cranberries within the production area voted in the referendum. Because a minimum of 50 percent of the volume of cranberries processed within the production area is required in order to pass, the referendum did not pass and the proposed amendment will not be implemented. The amendment, which was proposed by the Cranberry Marketing Committee (Committee), would have authorized the Committee to receive and expend voluntary contributions from domestic sources.

The National Institute of Food and Agriculture (NIFA) is announcing the I-FAST prize competition (the ``I-FAST Competition'' or the ``Competition'') to develop and implement the Innovations in Food and Agricultural Science and Technology (I-FAST) Program. USDA NIFA will partner with the National Science Foundation (NSF) Innovation Corps (I-Corps) to provide entrepreneurship training to USDA NIFA grantees under this I-FAST pilot program. The goals are to identify valuable product opportunities that can emerge from NIFA supported academic research. Selected USDA NIFA I-FAST project teams will have the opportunity to concurrently participate in the educational programs with NSF I-Corps awardees. Over a period of six months the USDA NIFA supported teams in the I-FAST program will learn what it will take to achieve an economic impact with their particular innovation. The final goal of the I-FAST Competition is to facilitate technology transfer of innovations that can make an impact in the marketplace and the global economy.

The Hiawatha National Forest is proposing new camping fees for the Grand Island National Recreation Area. The following sites are included in the new fee proposal: Channel Marker, Loon Call, Bermuda, Little Dune 1, Little Dune 2, Little Duck, and Driftwood campsites would be $10.00 per night. Gamefence, Hardwood, Hemlock, and Duck Lake campsites would be $8.00 per night. The proposed fee for Murray Bay and Juniper Flats Group Sites would be $30.00 per night. Fees are being proposed based on the level of amenities and services provided, cost of operations and maintenance, and market assessment of each site. Fees are necessary to ensure continued operation, maintenance, and improvements of these facilities. Final fee adjustments will be determined based upon further analysis and public comment.

Calf and Copeland Creek are major tributaries to the North Umpqua River and lie in the very center of the Umpqua National Forest. The 51,650 acre planning area is within a mixed-severity fire regime landscape in which the steep slopes and canyons historically tended to burn hot while the benches and ridges tended towards high-frequency, low-severity fire. As a consequence, the benches and ridges developed open stands of mixed-age Douglas-fir, sugar pine, ponderosa pine and incense-cedar. Fire suppression and past timber harvest have converted these areas to overstocked stands of predominately young Douglas-fir and white fir that are rapidly choking out the pine and leaving the entire landscape at risk to uncharacteristic wildfire. The Umpqua National Forest has witnessed a sharp increase in wildfire over the last couple of decades. During this period, tens of thousands of acres have burned within the planning area and the immediately adjacent watersheds, about 20,000 acres of which were stand replacement fire within habitat for the northern spotted owl. This project proposes a combination of timber harvest, non- commercial thinning, and prescribed fire to reduce stem densities and improve the fuel profiles in plantations as well as in older stands with sugar or ponderosa pine. The project also proposes to create strategically placed shaded fuel breaks along roads to help manage wildfire to reduce the risk of stand replacement fire in the remaining late-successional and old-growth stands. Finally, the project would provide log placement in lower Calf Creek to improve stream conditions, restore two wetlands and possibly decommission or close roads to improve watershed conditions.
