Both the Craig and Thorne Bay Ranger Districts encompass Prince of Wales Island (POW) and surrounding islands, which serves as the project area for the Prince of Wales Landscape Level Analysis (POW LLA) Project. Our intention is that this project will be a highly collaborative process involving the public at all stages throughout the development of this analysis.

The Rural Business-Cooperative Service (the Agency) published a notice in the Federal Register of October 18, 2016, announcing the acceptance of applications for funds available under the Rural Energy for America Program (REAP) for Fiscal Year (FY) 2017. The 2014 Farm Bill provides funding for the program for FY 2017. This notice provides corrections to: Section III. Eligibility Information, subsection D. Cost Sharing or Matching, paragraph (2) to indicate that applicants that have been previously been awarded energy audit or renewable energy development assistance grants and have not expended 50 percent of those funds are considered a ``risk'' pursuant to 2 CFR 200.205; Section V. Application Review Information, subsection (B) Review and Selection Process, paragraphs (1)(a) through (d), and paragraph (3) application window closing dates of May 1, 2017 are being modified to March 31, 2017; Section V. Application Review Information, subsection C. State Director and Administrator Points, paragraph (1)(b)is replacing ``will'' with ``may'' to indicate that the awarding of State Director and Administrator points is at the discretion of the State Director or Administrator and to remove the last sentence of subparagraph (b) because the Agency will use information provided in the application verses a certification; and Section VIII. Coconino and Tonto National Forests; Arizona; Fossil Creek Wild and Scenic River Comprehensive River Management Plan and Environmental Impact Statement

The Coconino and Tonto national forests are preparing a Comprehensive River Management Plan (CRMP) for the Fossil Creek Wild and Scenic River, designated by Congress in 2009. Fossil Creek is located within the administrative boundaries of the Coconino and Tonto National Forests. Fossil Creek is the only intact perennial system with continuous flow without any water diversions in Arizona and is the only uninterrupted river system between the Verde River and the Mogollon Rim, spanning and connecting a number of biotic communities from upper Sonoran desert scrub through ponderosa pine forests. In response to the approximately 17-mile river Wild and Scenic River corridor designation, the Forest Service must establish a CRMP, in accordance with the Wild and Scenic Rivers Act (WSRA), to provide detailed direction, implementation actions, and monitoring to protect or enhance outstandingly remarkable values (ORVs) of the Wild and Scenic River. Since full flows returned to Fossil Creek with the decommissioning of a historic hydropower dam in 2005, public use has dramatically increased. Impacts from recreational use have threatened the river's water quality, free-flowing condition and its ORVs, potentially compromising their benefit and enjoyment by present and future generations. Planning for Fossil Creek has been ongoing for several years, and the environmental analysis for the Fossil Creek CRMP is being elevated from an environmental assessment (EA) to a more detailed environmental impact statement (EIS) in order to more fully analyze potential effects. The Forest Service has developed a proposed action and alternatives for future management of Fossil Creek through the CRMP.

The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim rule that suspended the incoming size- grade authority under the California olive marketing order, which regulates the handling of olives in California. The rule, which was recommended by the California Olive Committee (Committee), also made conforming changes to the corresponding size-grade requirements in the order's rules and regulations and two Committee forms. The Committee locally administers the order and is comprised of producers and handlers of olives operating within the area of production. The interim rule suspended the incoming size-grade authority of the marketing order and revised the corresponding size-grade requirements in the order's rules and regulations. The change is expected to benefit handlers because the current size-grading requirements hinder handler operations and flexibility, increase costs, and diminish their competitiveness.

Irish Potatoes Grown in Colorado; Modification of the Handling Regulation for Area No. 2

This rule implements a recommendation from the Colorado Potato Administrative Committee, Area No. 2 (Committee) to revise the grade requirement currently prescribed for 1\1/2\-inch minimum to 2\1/4\-inch maximum diameter (Size B) potatoes under the Colorado potato marketing order (order). The Committee locally administers the order and is comprised of producers and handlers of potatoes operating within the area of production. This rule relaxes the current minimum grade requirement for Size B red potatoes from U.S. Commercial grade or better to U.S. No. 2 grade or better. Relaxing this grade requirement will allow area handlers to supply new markets with U.S. No. 2 grade Size B red potatoes and is expected to benefit producers, handlers, and consumers.
Tomatoes Grown in Florida; Increased Assessment Rate

This proposed rule would implement a recommendation from the Florida Tomato Committee (Committee) to increase the assessment rate established for the 2016-17 and subsequent fiscal periods from $0.03 to $0.035 per 25-pound carton of tomatoes handled under the marketing order (order). The Committee locally administers the order and is comprised of producers of tomatoes operating within the area of production. Assessments upon Florida tomato handlers are used by the Committee to fund reasonable and necessary expenses of the program. The fiscal period begins August 1 and ends July 31. The assessment rate would remain in effect indefinitely unless modified, suspended, or terminated.
United States Standards for Grades of Frozen Onions

The Agricultural Marketing Service (AMS) of the Department of Agriculture (USDA) is soliciting comments on its proposal to create new United States Standards for Grades of Frozen Onions. The American Frozen Food Institute (AFFI) petitioned AMS to develop new grade standards for frozen onions. AMS has received additional industry comments on several discussion drafts of the proposed standards. The grade standards would provide a common language for trade, a means of measuring value in the marketing of frozen onions, and guidance on the effective use of frozen onions.
Raisins Produced From Grapes Grown in California and Imported Raisins; Removal of Language

This rule removes language from the California raisin marketing order's minimum grade standards and the import regulations' grade and size requirements. The marketing order regulates the handling of raisins produced from grapes grown in California, and is administered locally by the Raisin Administrative Committee (committee). The change to the import regulations is required under section 8e of the Agricultural Marketing Agreement Act of 1937, as amended. Recently, the U.S. Standards for Grades of Processed Raisins (standards) were amended to remove the word ``midget.'' This rule makes the marketing order and the import regulations consistent with the amended standards.

Resource Agency Hearings and Alternatives Development Procedures in Hydropower Licenses

The Departments of Agriculture, the Interior, and Commerce are jointly issuing final rules for procedures for expedited trial-type hearings and the consideration of alternative conditions and fishway prescriptions required by the Energy Policy Act of 2005. The hearings are conducted to expeditiously resolve disputed issues of material fact with respect to conditions or prescriptions developed for inclusion in a hydropower license issued by the Federal Energy Regulatory Commission under the Federal Power Act. The final rules make no changes to existing regulations that have been in place since the revised interim rules were published on March 31, 2015, and took effect on April 30, 2015. At the time of publication of the revised interim rules, the Departments also requested public comments on additional ways the rules could be improved. The Departments now respond to the public comments received on the revised interim rules by providing analysis and clarifications in the preamble. The Departments have determined that no revisions to existing regulations are warranted at this time.

The removal provisions in 13 of the orders would be modified to allow the U.S. Department of Agriculture (USDA) to take action necessary to ensure the boards can continue to fulfill their intended purposes with minimal disruption. Removal provisions would be added to the six orders that do not currently provide for such action.

Dairyland Power Cooperative: Notice of Intent To Prepare an Environmental Impact Statement and Hold Additional Public Scoping Meetings

The Rural Utilities Service (RUS) intends to prepare an Environmental Impact Statement (EIS) and hold additional public scoping meetings in connection with possible impacts related to the Cardinal- Hickory Creek Transmission Line Project proposed by Dairyland Power Cooperative (DPC). Other utilities participating in the Project are American Transmission Company LLC, by its corporate manager ATC Management Inc. and ITC Midwest LLC. The proposal consists of the construction of a 345-kilovolt (kV) transmission line and associated infrastructure connecting the Hickory Creek Substation in Dubuque County, Iowa, with the Cardinal Substation in the Town of Middleton, Wisconsin (near Madison, Wisconsin). The Project also includes a new intermediate 345/138-kV substation near the Village of Montfort in either Grant County or Iowa County, Wisconsin. The total length of the 345-kV transmission lines associated with the proposed project will be approximately 125 miles. DPC and the other project participants have identified proposed and alternate segments and locations for transmission lines and associated facilities and for the intermediate substation. Dairyland Power Cooperative is requesting RUS to provide financing for its portion of the proposed project.

The administration of the Wool Duty Refund payment was transferred to the United States Department of Agriculture (USDA) beginning in calendar year (CY) 2016 and assigned to the Foreign Agricultural Service (FAS). The Food Safety and Inspection Service (FSIS) is announcing that while FSIS is in the process of rulemaking to update the Nutrition Facts label format for meat and poultry products, establishments may voluntarily choose to use the Nutrition Facts label format that the Food and Drug Administration (FDA) recently finalized (``Food Labeling: Revision of the Nutrition and Supplement facts labels'', May 27, 2016; 81 FR 33742; and ``Food Labeling: Serving Sizes of Foods That Can Reasonably be Consumed at One-Eating Occasion; Dual-Column Labeling; Updating, Modifying, and Establishing Certain Reference Amounts Customarily Consumed; Serving Size for Breath Mints; and Technical Amendments''; May 27, 2016; 81 FR 34000). As long as the information on the labels is still truthful and not misleading, FSIS will not find noncompliance if companies use the FDA format. When FSIS publishes a final rule to update the Nutrition Facts label format for meat and poultry products, companies would have to comply with that final rule by the effective date and will no longer be able to use the FDA format if it is different from the FSIS format.

While we reached a finding of no significant impact (FONSI) in connection with this action and posted that FONSI on our Web site, the public was not notified of the FONSI via publication of an associated notice in the Federal Register. We are therefore withdrawing the environmental assessment and FONSI.

Amendments to Quality Systems Verification Programs and Conforming Changes

The Agricultural Marketing Service (AMS) proposes to amend its regulations to better reflect the current needs of Quality Systems Verification Program (QSVP) activities and to implement changes created by the merger of the AMS Livestock and Seed Program and the AMS Poultry Programs. These proposed changes include amending the Livestock, Meat, and Other Agricultural Commodities QSVP to expand the commodities under the QSVP to include those authorized under the Agricultural Marketing Act of 1946 (hereafter referred to as ``the Act''), remove reference to ``Livestock, Meat, and Other Commodities'' in the title, more clearly identify and define the types of programs and services offered under QSVP, and make other technical and administrative changes. Simultaneously, AMS proposes to make conforming changes to the regulations pertaining to the Voluntary Grading of Shell Eggs and Voluntary Grading of Poultry Products and Rabbit Products to remove references to audit activities.
