Commercial consignments of Hass avocado fruit are currently authorized entry into the continental United States, Hawaii, and Puerto Rico from the Mexican State of Michoac[aacute]n under a systems approach to mitigate against quarantine pests of concern. We are amending the regulations to allow the importation of fresh Hass avocado fruit into the continental United States, Hawaii, and Puerto Rico from all of Mexico, provided individual Mexican States meet the requirements set out in the regulations and the operational workplan. Initially, this action would only apply to the Mexican State of Jalisco. With the exception of a clarification of the language concerning when sealed, insect-proof containers would be required to be used in shipping and the removal of mandatory fruit cutting at land and maritime borders, the current systems approach will not change. The current systems approach, which includes requirements for orchard certification, traceback labeling, pre-harvest orchard surveys, orchard sanitation, post-harvest safeguards, fruit cutting and inspection at the packinghouse, port-of-arrival inspection, and clearance activities, will be required for importation of fresh Hass avocado fruit from all approved areas of Mexico. The fruit will also be required to be imported in commercial consignments and accompanied by a phytosanitary certificate issued by the national plant protection organization of Mexico with an additional declaration stating that the consignment was produced in accordance with the systems approach described in the operational workplan. This final rule will allow for the importation of fresh Hass avocado fruit from Mexico while continuing to provide protection against the introduction of plant pests into the continental United States, Hawaii, and Puerto Rico.

The Forest Service intends to prepare an environmental impact statement to analyze and disclose the environmental effects of implementing travel management activities that include designating the class of vehicles, seasons of use, additions, and subtractions to the roads, trails, and areas open for recreational motorized use during summer and winter. The Forest is proposing changes to its Motor Vehicle Use Map (MVUM) and publication of the initial Over Snow Vehicle Use Map (OSVUM) per the requirements of 36 CFR parts 212 Travel Management, Designated Routes and Areas for Motor Vehicle Use, Final Rule (Federal Register 2005: 70 FR 68264).

The Tonto National Forest (TNF) is extending the public scoping period for the Resolution Copper Project and Land Exchange environmental impact statement (EIS). The TNF previously published a notice of intent to prepare an EIS as well as a notice of public scoping in the Federal Register on March 18, 2016 [81 FR 14829]. The previous notice provided for public scoping through May 17, 2016.

Section 4016 of the Agricultural Act of 2014 amended Section 11 of the Food and Nutrition Act of 2008 to require FNS to designate data exchange standards to govern both (1) necessary categories of information that SNAP State agencies operating related programs are required under applicable law to electronically exchange with another State agency, and (2) federal reporting and data exchange requirements under applicable law. The Act also directs FNS to consult with an interagency workgroup established by the Office of Management and Budget, which no longer exists, and to consider State government perspectives. As a result, FNS is issuing this Request for Information in order to obtain State government and other stakeholder perspectives as it considers how to best to proceed with establishing data exchange standards.

The Rural Housing Service (RHS), an agency within the USDA Rural Development mission area herein referred to as the Agency announces the availability of funding under the Rural Community Development Initiative (RCDI) program. Applicants must provide matching funds in an amount at least equal to the Federal grant. These grants will be made to qualified intermediary organizations that will provide financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development that will support the community. As part of the National Institute of Food and Agriculture's (NIFA) strategy to implement section 7404 of Public Law 113-79, the Agricultural Act of 2014, NIFA is soliciting topics from eligible commodity board entities (Federal and State-level commodity boards, as defined below) which they are willing to equally co-fund with NIFA. Such topics must relate to the established priority areas of the Agriculture and Food Research Initiative Competitive Grants Program (AFRI) to be considered for inclusion in future AFRI Requests for Applications (RFAs). Commodity boards are those entities established under a commodity promotion law (as such term is defined under section 501(a) of the Federal Agriculture Improvement and Reform Act of 1996 (7 U.S.C. 7401(a)) or a State commodity board (or other equivalent State entity). See the ``Supplementary Information'' section of this Notice under the heading ``Eligibility for Submitting Topics'' for further information. If proposed topics are accepted for inclusion in an AFRI RFA after evaluation by NIFA, they will be incorporated into AFRI competitive grants program RFAs. As a condition of funding grants in a topic, NIFA will require an agreement with the commodity board to provide funds that are equal to the amount NIFA is contributing under the agreed upon topic.
