We are proposing to amend the veterinary biological product regulations by defining the terms used for reporting the results of tests performed on veterinary biological products. Licensees and permittees of veterinary biological products must conduct these tests and report the results to the Animal and Plant Health Inspection Service so that the Agency can determine if the products are eligible for release. Defining these terms would clarify the circumstances under which the results of a prescribed test can be reported as satisfactory, unsatisfactory, inconclusive, or a No Test. We are also proposing to remove several obsolete testing standard requirements from part 113. These changes would update our regulations and improve communication between regulators and product licensees and permittees with respect to reporting test results.

Revision of the Land Management Plans for the Helena and Lewis and Clark National Forests

The Helena and Lewis and Clark National Forests, located in Montana, are initiating the forest planning process pursuant to the 2012 Forest Planning Rule. One assessment and one plan will be developed for both Forests. This process results in a Forest Land Management Plan which describes the strategic direction for management of forest resources for the next ten to fifteen years on the Helena and Lewis and Clark National Forests. The first phase of the process, the assessment phase, is beginning and interested parties will be invited to contribute in the development of the assessment (36 CFR 219.6). The Forests will host open houses, exact dates and times will be posted on the listed below. The assessment is expected to be completed in December 2014. The trends and conditions identified in the assessment will help inform the need for change. With this notice, the Forests invite other governments, non-governmental parties, and the public to help us identify new information on exisiting forest conditions for consideration in the assessement.

The FEIS addresses the construction, operation, and maintenance of approximately 278 miles of new 345-kV single pole transmission line, a 230-kV single pole transmission line, and a double circuit 345/115-kV transmission line, 4 new substations and a switchyard, modifications to 4 existing substations, maintenance access roads, temporary construction roads, river crossings, temporary construction staging sites, and other facilities described previously in the Draft Environmental Impact Statement (DEIS) and Supplemental Draft Environmental Impact Statement (SDEIS). The Rural Utilities Service (RUS), an agency within the U.S. Department of Agriculture (USDA), has issued a draft environmental impact statement (DEIS) for Central Electric Power Cooperative's (Central Electric) proposed McClellanville 115-kV Transmission Project (Project) in South Carolina. RUS is issuing the DEIS to inform the public and interested parties about the proposed Project and to invite the public to comment on the scope, proposed action, and other issues addressed in the DEIS. The DEIS addresses the construction, operation, and maintenance of Central Electric's proposed Project. The Project includes construction, operation, and maintenance of approximately 15-20 miles of new 115-kV transmission line, 1 new substation, temporary construction roads, river crossings, temporary construction staging sites, and other facilities described in the DEIS. The overall project area encompasses parts of Georgetown and Charleston counties in coastal South Carolina. Portions of Central Electric's proposed routes may affect floodplains, wetlands, cultural, historical and paleontological resources. Once a final right-of-way (ROW) is selected within the preferred route, coordination with the federal and state agencies and other interested parties would occur to identify, evaluate and if needed mitigate any adverse effects. RUS will hold a public hearing meeting to share information and receive comments on the DEIS.

The intended effect of this action is to convert the Forage Seed pilot crop insurance program to a permanent insurance program for the 2015 and succeeding crop years.

This final rule amends Marketing Order No. 920 (order), which regulates the handling of kiwifruit grown in California. The amendments were proposed by the Kiwifruit Administrative Committee (Committee or KAC), which is responsible for the local administration of the order. The five amendments will provide authority to recommend and conduct production and postharvest research, to recommend and conduct market research and development projects, to receive and expend voluntary contributions, to specify that recommendations for production research and market development be approved by eight members of the Committee, and to update provisions regarding alternate members' service on the Committee. These amendments are intended to improve administration of and compliance with the order, as well as reflect current industry practices.

The Farm Security and Rural Investment Act of 2002 (2002 Farm Bill) requires the Secretary of Agriculture to establish a Peanut Standards Board (Board) for the purpose of advising the Secretary on quality and handling standards for domestically produced and imported peanuts. The initial Board was appointed by the Secretary and announced on December 5, 2002. USDA seeks nominations for individuals to be considered for selection as Board members for a term of office ending June 30, 2017. Selected nominees would replace three producers and three industry representatives who currently serve on the Board and who have terms of office that end on June 30, 2014. The Board consists of 18 members representing producers and the industry. In an effort to obtain diversity among candidates, USDA encourages the nomination of men and women of all racial and ethnic groups and persons with a disability.

Oranges, Grapefruit, Tangerines, and Tangelos Grown in Florida; Relaxing Grade Requirements on Valencia and Other Late Type Oranges

This rule changes the minimum grade requirements currently prescribed under the marketing order for oranges, grapefruit, tangerines, and tangelos grown in Florida (order). The order is administered locally by the Citrus Administrative Committee (Committee). This rule reduces the minimum grade requirement for Valencia and other late type oranges shipped to interstate markets from a U.S. No. 1 to a U.S. No. 1 Golden from May 15 through June 14 each season and to a U.S. No. 2 external/U.S. No. 1 internal from June 15 through August 31 each season. This rule will provide additional Valencia and other late type oranges for late season markets, helping to maximize fresh shipments.

Section 7101 of the Agricultural Act of 2014 requires the National Institute of Food and Agriculture (NIFA) to establish a process through which institutions may apply for designation as a NLGCA. Designation as a NLGCA is one way an institution may qualify to receive an exemption from the new matching fund requirement described in Section 7128 of the Agricultural Act of 2014. NLGCA designation also satisfies the eligibility requirement for the Capacity Building Grants for Non-Land Grant Colleges of Agriculture program, which is authorized under 7 U.S.C. 3319i. This notice outlines the criteria to qualify for NLGCA designation and the steps to obtain such designation. The Pike and San Isabel National Forests Cimarron and Comanche National Grasslands (PSICC) propose to conduct forest restoration activities on 25,000 acres within the 67,000 acre Upper Monument Creek (UMC) analysis area. Treatment activities include mechanical thinning, mastication, hand thinning, and prescribed fire. The treatments will be used singularly or in combination to transition forested plant communities across the landscape towards desired future conditions that are more characteristic of a resilient forest. Resilient forests are better able to respond to large high intensity wildfires, insects and disease outbreaks, and extreme water flows that are known to occur in the project's location along Colorado's Front Range. By protecting against the aforementioned extreme events, resilient forests are better equipped to protect the following identified values at risk; adjoining private property, water quality and quantity, water conveyance facilities, transportation systems, wildlife habitats, heritage sites, municipal watersheds and timber resources, Resilient forests also help attenuate the impacts of increased noxious weeds, sedimentation, and other hydrologic disturbances In order to successfully complete the amount and types of treatments necessary for the maximum amount of resilience, the PSICC might need to amend the PSICC Land and Resource Management Plan to adjust plan standards and guidelines. Plan standards and guideline amendments might include but are not limited to the following; forest regeneration, big game winter range, wildlife habitat, and allowable levels and types of fire and fuels treatments. Proposed Land and Resource Management Plan amendments will help the PSICC achieve resiliency, and protect the values at risk within in each Land and Resource Management Plan Management Area in the Upper Monument Creek Project Area.

The Office of Procurement and Property Management (OPPM) of the Department of Agriculture (USDA) amends the Agriculture Acquisition Regulation (the ``AGAR'') by adding a new clause entitled ``Fire Suppression and Liability.'' Section 8205 of the Agricultural Act of 2014 (2014 Act) provided the USDA Forest Service with permanent authority for stewardship end results contracting by adding a new section 604 to the Healthy Forests Restoration Act of 2003. Section 8205 contains a requirement that the agency use a fire liability provision in all stewardship contracts and agreements that is in substantially the same form as the fire liability provisions contained in the integrated resource timber contract in Forest Service contract numbered 2400-13, part H, section H.4. This interim rule establishes a new clause in the AGAR, the USDA supplement to the Federal Acquisition Regulation (FAR), for use in Integrated Resource Service Contracts (IRSC) subject to the FAR. This new AGAR clause addresses fire liability on stewardship contracts as requred in the 2014 Agricultural Act.

The Mendocino National Forest, Upper Lake Ranger District, proposes to conduct fuels reduction and habitat enhancement treatments on approximately 7,830 acres southwest of Lake Pillsbury in the Pine Mountain vicinity. The Planning Area is 10,200 acres in size and comprises both Late Successional Reserve (LSR) and Matrix land designations. Of the approximately 7,830 acres to be treated, ~5690 acres are within the Pine Mountain LSR and ~2,140 acres are in Matrix lands. The project emphasizes fuel reduction activities and habitat management for the protection and enhancement of late-successional species. The project area was chosen for treatment based on past fire history and the existing conditions that pose a threat to late- successional habitat. The Pine Mountain LSR is one of the smaller LSRs within the Forest and provides a link between the Blue Slides LSR seven miles to the southeast and the Sanhedrin LSR, 1.25 miles to the north. This LSR also provides a critical link to State and other Federal lands to the south and west. This area is currently part of Northern Spotted Owl Critical Habitat (Unit 11, Subunit ICC 5), a designated land allocation by U.S. Fish and Wildlife Service, and also includes 1.6 miles of critical habitat for anadromous fish. These habitats are located within both the LSR and matrix lands. The Project Area is located approximately 15 miles north of the town of Upper Lake, primarily in T18N, R10W, and portions of T18N, R11W; T17N, R10W; and T17N, R11W, Mount Diablo Base Meridian.

This Notice announces $18.9 million in program funding available for Fiscal Year 2014 for the Intermediary Relending Program (IRP). The IRP provides direct loans to intermediaries that establish programs for the purpose of providing loans to ultimate recipients for business facilities and community developments in a rural area. In the event all program funds are not obligated in a quarter, the remaining unobligated funds will be carried over to the subsequent quarter. This Notice is being issued in accordance with the new requirements set forth by the Agricultural Act of 2014 (Farm Bill). The 2014 Farm Bill consolidates IRP's authority under the Consolidated Farm and Rural Development Act (Con Act).
