The proposed action would use a combination of timber harvest, precommercial thinning, prescribed fire and reforestation to achieve the desired range of age-classes, size classes, vegetative species distributions, habitat complexity and landscape patterns across the forested portions of the project area. Road decommissioning, culvert replacements, improvement of trail crossings and road improvements are proposed to improve watershed health. The DEIS will include two Forest Plan amendments. The first amendment would adopt the Regional soils standards for the Hungry Ridge project, while the second amendment would allow mechanical treatment within Forest Plan Old Growth (Management Area 20) and reallocate some existing MA20 to stands better suited to Old Forest attributes. The EIS will analyze the effects of the proposed action and alternatives. The Nez Perce-Clearwater NF's, invites comments and suggestions on the issues to be addressed. The agency gives notice of the National Environmental Policy Act (NEPA) analysis and decision making process on the proposal, so interested and affected members of the public may participate and contribute to the final decision.

The proposed rule includes conforming changes to reflect the use of the new contract, administrative updates, and addresses the discontinuance of the requirement for RUS borrowers to use the Informational Publication (I.P.) 344-2, ``List of Material Acceptable for Use on Telecommunications Systems of RUS Borrowers.'' The intended effect is to streamline the contractual process for RUS borrowers and expedite the approval process of equipment during the development of RUS funded construction projects.

The Greater Red Lodge Project is proposed to (1) reduce hazardous fuels; (2) maintain and/or improve resiliency of forest vegetation and grasslands; (3) enhance aspen habitat; and (4) improve water quality. The EIS will consider a no action alternative and three action alternatives that propose treatment on 1000-2000 acres depending upon the alternative. The project area encompasses approximately 21,871 acres north and west of the community of Red Lodge, Carbon County, MT in the vicinity of Red Lodge Creek (10,275 acres) and Nichols/Willow Creek (11,596 acres). The project area is designated Wildland Urban Interface (WUI) in the Carbon County Wildfire Protection Plan, and may be considered a transition zone between developed areas and Inventoried Roadless and the Absaroka-Beartooth Wilderness. The Nichols Creek portion of the project area is part of the West Fork Municipal Watershed for the community of Red Lodge. Proposed treatment consists of a variety of thinning (including post and pole/teepee pole collection), clearcuts ranging from one half acre to 40 acres in size, hand cutting and mechanical treatment of small diameter vegetation, and broadcast and pile burning to meet the purpose and need. The action alternatives also include reconstruction of Nichols Creek Road to reduce sedimentation into Nichol Creek, road reconstruction and maintenance of existing roads, approximately 4 miles of road decommissioning, and 5 to 7.4 miles of temporary road construction depending upon alternative. A site specific Forest Plan amendment may be needed to address effects to Management Indicator Species (MIS) habitat.

White River National Forest; Summit County, CO; Breckenridge Ski Resort Multi-Season Recreation Projects EIS

Breckenridge Ski Resort (BSR) has submitted a proposal to the White River National Forest (WRNF) to pursue approval of proposed projects included in its 2013 Master Development Plan (MDP) Addendum. The WRNF has accepted this proposal, and is preparing an Environmental Impact Statement (EIS) to analyze and disclose the potential environmental effects of implementing the projects. The Proposed Action is a range of projects designed to improve year-round recreation opportunities and better meet the changing needs and expectations of visitors to Breckenridge and the WRNF. The proposal hopes to better support a year-round economy in Breckenridge and Summit County by providing a diversity of attractions and outdoor activities that would attract visitors to the area. By providing a greater variety of activities and a longer season to visit BSR, the proposed educational and recreational opportunities would connect a more diverse group of visitors to our National Forest and the outdoors.

In a final rule published in the Federal Register on March 29, 2013, and effective on April 15, 2013, we amended the regulations governing the importation of animals and animal products by recognizing 25 Member States of the European Union (EU) as the Animal and Plant Health Inspection Service (APHIS)-defined EU Poultry Trade Region. In that rule, we established requirements for the importation of live birds and poultry, and poultry meat and products, from the APHIS- defined EU Poultry Trade Region. In the final rule, it was not our intent to prohibit the importation of birds, poultry, and poultry meat and products from Member States of the APHIS-defined EU Poultry Trade Region that conduct trade in poultry and poultry products with other regions that APHIS recognizes as being free of Newcastle disease and highly pathogenic avian influenza. It was also not our intent that the import requirements for cooked poultry meat and products from the APHIS- defined EU Poultry Trade Region not be equivalent with the requirements we apply to other regions whenever an outbreak of Newcastle disease or highly pathogenic avian influenza occurs in those regions. This document amends the regulations to reflect our original intentions.
Response to Petitions for the Reclassification of Light Brown Apple Moth as a Non-Quarantine Pest

We are notifying the public of our decision to maintain our classification of the light brown apple moth (LBAM, Epiphyas postvittana [Walker]) as a quarantine pest. In making this decision, the Animal and Plant Health Inspection Service (APHIS) evaluated the possibility of and impact from reclassifying LBAM from an actionable, quarantine-significant pest to a non-actionable, non-quarantine pest. By maintaining a regulatory program for LBAM, APHIS is seeking to minimize the further spread of the moth in the United States and maintain foreign trade markets for our producers. This decision is based on our evaluation of data submitted by the two petitioners seeking the reclassification of LBAM, our analysis of other scientific data, and comments received from the public in response to our previous notice announcing the availability of our revised draft response to those petitions.

The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim rule that decreased the assessment rate established for the Kiwifruit Administrative Committee (Committee) for the 2013-14 and subsequent fiscal periods from $0.035 to $0.025 per 9-kilo volume-fill container or equivalent of kiwifruit. The Committee locally administers the marketing order, which regulates the handling of kiwifruit grown in California. The interim rule was necessary to allow the Committee to reduce its financial reserve while still providing adequate funding to meet program expenses.

National School Lunch Program: Independent Review of Applications Required by the Healthy, Hunger-Free Kids Act of 2010

This final rule requires certain local educational agencies participating in the National School Lunch Program to conduct an independent review of initial eligibility determinations for free and reduced price school meals. Additionally, this final rule requires each affected local educational agency to submit to the relevant State agency the results of the reviews including the number and percentage of reviewed applications for which the eligibility determinations changed and the type of change made. State agencies are required to submit to the Food and Nutrition Service, a report describing the results of the second reviews in their State. These changes respond to amendments made to the Richard B. Russell National School Lunch Act by section 304 of the Healthy, Hunger-Free Kids Act of 2010 which requires that local educational agencies demonstrating high levels of, or a high risk for, administrative error associated with certification, verification, and other administrative processes, have an individual or entity independently review the initial eligibility determinations for free and reduced price school meals for accuracy prior to sending out household notifications of eligibility or ineligibility. This final rule is expected to reduce administrative errors in eligibility determinations for free and reduced price school meals.
Conservation Innovation Grants Fiscal Year (FY) 2014 Announcement for Program Funding

The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is announcing availability of Conservation Innovation Grants (CIG) to stimulate the development and adoption of innovative conservation approaches and technologies. Applications will be accepted from all 50 States, District of Columbia, Caribbean Area (Puerto Rico and U.S. Virgin Islands), and the Pacific Islands Area (Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands). NRCS anticipates that the amount available for support of this program in FY 2014 will be up to $15 million. Applications are requested from eligible governmental or non-governmental organizations or individuals for competitive consideration of grant awards for projects between 1 and 3 years in duration. Funds will be awarded through a two-phase nationwide competitive grants process that will include: (1) A pre-proposal process, and (2) a full proposal process. The full proposal process will only be open to applicants whose pre-proposal applications are selected by NRCS. Both phases are described in the full announcement found at Grants.gov. Professional Standards for State and Local School Nutrition Programs Personnel as Required by the Healthy, Hunger-Free Kids Act of 2010

This proposed rule would establish minimum professional standards for school nutrition personnel who manage and operate the National School Lunch and School Breakfast Programs. The proposed rule would also institute hiring standards for the selection of State and local school nutrition program directors; and require all personnel in these programs to complete annual continuing education/training. These proposed changes respond to amendments made by section 306 of the Healthy, Hunger-Free Kids Act of 2010 (HHFKA), which require USDA to establish professional standards for school nutrition personnel. The HHFKA also requires each State to provide at least annual training to local educational agency and school nutrition personnel. This proposed rule is expected to provide consistent, national standards for school nutrition professionals and staff. The principal benefit of this proposed rule is to ensure that key school nutrition personnel are meeting minimum professional standards in order to adequately perform the duties and responsibilities of their positions.

We are advising the public that the Animal and Plant Health Inspection Service has prepared an environmental assessment concerning authorization to ship for the purpose of field testing, and then to field test, an unlicensed Porcine Reproductive and Respiratory Syndrome Vaccine, Respiratory Form, Modified Live Virus. The environmental assessment, which is based on a risk analysis prepared to assess the risks associated with the field testing of this vaccine, examines the potential effects that field testing this veterinary vaccine could have on the quality of the human environment. Based on the risk analysis and other relevant data, we have reached a preliminary determination that field testing this veterinary vaccine will not have a significant impact on the quality of the human environment, and that an environmental impact statement need not be prepared. We intend to authorize shipment of this vaccine for field testing following the close of the comment period for this notice unless new substantial issues bearing on the effects of this action are brought to our attention. We also intend to issue a U.S. Veterinary Biological Product license for this vaccine, provided the field test data support the conclusions of the environmental assessment and the issuance of a finding of no significant impact and the product meets all other requirements for licensing.

Rural Development, a mission area within the U.S. Department of Agriculture comprised of the Rural Housing Service (RHS), Rural Business-Cooperative Service (RBS) and Rural Utilities Service (RUS), hereafter referred to as the Agency, is proposing to unify and update environmental policies and procedures covering all Agency programs by consolidating two existing Agency regulations that implement the National Environmental Policy Act (NEPA) and other applicable environmental requirements. These rules supplement the regulations of the Council on Environmental Quality (CEQ), the regulations of the Advisory Council on Historic Preservation (ACHP), associated environmental statutes, Executive orders and Departmental Regulations. The majority of the proposed changes relate to the categorical exclusion provisions in the Agency's procedures for implementing NEPA. These proposed changes are intended to better align the Agency's regulations, particularly for those actions listed as categorical exclusions, to the Agency's current activities and recent experiences and to the CEQ's Memorandum for Heads of Federal Departments and Agencies entitled ``Establishing, Applying, and Revising Categorical Exclusions under the National Environmental Policy Act'' issued on November 23, 2010, and to consolidate the provisions of the Agency's two current NEPA rules at 7 CFR parts 1794 and 1940, subpart G.
