In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), this notice announces the Agricultural Marketing Service's (AMS) intention to request an extension for and revision to a currently approved generic information collection for vegetables and specialty crop marketing order programs.

We are advising the public that the Animal and Plant Health Inspection Service has prepared a draft environmental impact statement (DEIS) to analyze the effects that may result from installing game fencing as a barrier to keep animals that carry cattle fever ticks and southern cattle ticks out of areas which are free of them and which are beyond the permanent tick quarantine zone in South Texas. We are seeking public comment on the DEIS and our evaluation of the alternatives we have identified as they relate to potential effects on the human environment.

The Forest Service is correcting a notice of interim directive that appeared in the Federal Register of June 6, 2013, (78 FR 34031). This correction adds the Web site that was inadvertently omitted from the interim directive which is necessary to allow the public more detailed information and time to review the Burned Area Emergency Response revisions. This correction lists the Web site for the interim directive and the current Forest Service Manual in the Supplementary Information section of this notice and extends the comment period by 30 days.

The notice announced the USDA's request for membership on the National Agricultural Research, Extension, Education, and Economics Advisory Board. The notice was published in the Federal Register on May 2, 2013.

The Regulatory Flexibility Act requires that agencies publish semiannual regulatory agendas in the Federal Register describing regulatory actions they are developing that may have a significant economic impact on a substantial number of small entities (5 U.S.C. 602). Executive Order 12866 ``Regulatory Planning and Review,'' signed September 30, 1993 (58 FR 51735), and Office of Management and Budget memoranda implementing section 4 of that Order establish minimum standards for agencies' agendas, including specific types of information for each entry. The Unified Agenda of Federal Regulatory and Deregulatory Actions (Unified Agenda) helps agencies fulfill these requirements. All Federal regulatory agencies have chosen to publish their regulatory agendas as part of the Unified Agenda. Editions of the Unified Agenda prior to fall 2007 were printed in their entirety in the Federal Register. Beginning with the fall 2007 edition, the Internet is the basic means for conveying regulatory agenda information to the maximum extent legally permissible. The complete Unified Agenda for spring 2013, which contains the regulatory agendas for 58 Federal agencies, is available to the public at https:// reginfo.gov. The spring 2013 Unified Agenda publication appearing in the Federal Register consists of agency regulatory flexibility agendas, in accordance with the publication requirements of the Regulatory Flexibility Act. Agency regulatory flexibility agendas contain only those Agenda entries for rules that are likely to have a significant economic impact on a substantial number of small entities and entries that have been selected for periodic review under section 610 of the Regulatory Flexibility Act.

This rule relaxes the minimum grade requirement under the marketing order for kiwifruit grown in California (order), and for kiwifruit imported into the United States that are shipped to the fresh market, by increasing the tolerance of kiwifruit which is ``badly misshapen'' from 7 percent to 16 percent. The order is administered locally by the Kiwifruit Administrative Committee (Committee). This change is intended to facilitate the packing of fruit to meet the minimum grade requirement of ``KAC No. 1'', and reduce costs associated with re-sorting and repacking this grade of fruit. The change in the import regulation is required under section 8e of the Agricultural Marketing Agreement Act of 1937.

The designations of the official agencies listed below will end on March 31, 2014. We are asking persons or governmental agencies interested in providing official services in the areas presently served by these agencies to submit an application for designation. In addition, we are asking for comments on the quality of services provided by the following designated agencies: J.W. Barton Grain Inspection Service, Inc. (Barton); Central Illinois Grain Inspection, Inc. (Central Illinois); Central Iowa Grain Inspection Corporation (Central Iowa); Farwell Commodity and Grain Services, Inc. (Farwell SW); North Dakota Grain Inspection Service, Inc. (North Dakota); Northern Plains Grain Inspection Service, Inc. (Northern Plains); and Plainview Grain Inspection and Weighing Service, Inc. (Plainview).

GIPSA is announcing the designation of Champaign-Danville Grain Inspection Department, Inc.'s (Champaign) to provide official services under the United States Grain Standards Act (USGSA), as amended. In addition, this Notice corrects the Federal Register Notices published on September 13, 2012 and December 28, 2012 concerning the opportunity for designation in the Champaign area, which incorrectly omitted grain elevators located outside of Champaign's geographical area assigned to Champaign and grain elevators inside of Champaign's geographical area assigned to another official agency.

The U.S. Department of Agriculture, Grain Inspection, Packers and Stockyards Administration (GIPSA), published Notices in the Federal Register on February 9, 2012; May 30, 2012; and September 13, 2012 announcing the opportunity for designation for the Omaha, NE; Marshall, MI; Frankfort, IN; Topeka, KS; and Minot, ND Areas. The Notices incorrectly omitted grain elevators assigned inside and/or outside of the geographical areas. GIPSA also published a Notice in the Federal Register on February 26, 2013, which contained an incorrect telephone number for Keokuk Grain Inspection Service (Keokuk).

In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the United States Department of Agriculture (USDA) has prepared a Draft Environmental Assessment (EA) for the proposed transfer of approximately 10 acres of land and facilities at the Cotton Quality Research Station (CQRS) from the USDA Agricultural Research Service (ARS) in Clemson, South Carolina, to Clemson University Research Farm Services. This notice is announcing the opening of a 30-day public comment period.

The Virginia Resource Advisory Committee (RAC) will meet in Roanoke, Virginia on the dates listed below. The Committee is authorized under the Secure Rural Schools and Community Self- Determination Act of 2000 (the Act) (Pub. L. 112-141) and operates in compliance with the Federal Advisory Committee Act (FACA) (Pub. L. 92- 463). The RAC's purposes are to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. The meeting is open to the public. The purpose of the meeting is to prioritize and recommend projects for funding.

L. 110-343) (the Act), and the Federal Advisory Committee Act, (FACA) (5 U.S.C., App. 2), the Southern Montana Resource Advisory Committee (RAC) announces the solicitation of nominees to fill vacancies. The purpose of the RAC is to improve collaborative relationships, to advise, and provide recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act.

The National Urban and Community Forestry Advisory Council, (NUCFAC) will be filling five positions that will expire December 31, 2013. The Coronado National Forest is proposing to add the Portal CCC House and Portal Bunkhouse into the recreation rental program. The proposal is to charge $125.00 per night at the Portal CCC House and $100.00 per night at the Portal Bunkhouse. The Portal CCC House has two bedrooms (one with a futon couch, the second with a set of bunk beds), a single bathroom (with a shower), a small dining/living room combination, and a fully-equipped kitchen. It can accommodate up to five people. The Portal Bunkhouse has one bedroom (with a set of bunk beds and a small rollaway bed), a single bathroom (with a shower), and a small kitchen/dining room combination. It can accommodate up to four people. Both facilities have electric lights, heat, and running water. Other cabin rentals on National Forests in Arizona have shown the public appreciates the enhanced recreational opportunity afforded by these rehabilitated historic structures. Revenues from the rentals will be used for the continued operation and maintenance of this facility and other properties in the Arizona ``Rooms with a View'' Cabin Rental Program.

We are reopening the comment period for a notice that made available to the public data sheets detailing the scientific evidence we evaluated in making the determination that certain taxa of plants for planting are quarantine pests or hosts of quarantine pests and, therefore, should be added to our lists of plants for planting whose importation is not authorized pending pest risk analysis. This action will allow interested persons additional time to prepare and submit comments.

The Department of Agriculture (USDA), Forest Service, Northern Region, Nez Perce-Clearwater National Forests have initiated revision of their forest plan pursuant to the 2012 Forest Planning Rule. This process will ultimately result in a Forest Land Management Plan which describes the strategic direction for management of forest resources for the next ten to fifteen years on these National Forests (NFs). The first two phases of the processpreparing an assessment and developing a proposed action for plan revisionhave begun. The 2012 Planning Rule requires the Forest Service to notify interested parties of development of a proposed plan or plan revision (36 CFR 219.16(a)(1). This notice meets that requirement. The public may comment on the draft assessment and draft proposed action (draft plan components) through the plan revision Web site at www.fs.usda.gov/main/nezperceclearwater/ landmanagement/planning.

In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request an extension of approval of an information collection associated with the regulations for the interstate movement of fruit from Hawaii.

The Department of Agriculture (USDA), Forest Service, State and Private Forestry (S&PF), is providing leadership and funding on behalf of a USDA, multi-agency, Wood To Energy Initiative by offering a Request For Proposals (RFP) that supports collaborative, statewide wood energy teams that advance the installation of commercially viable wood energy systems. Public-private statewide teams are invited to seek funding to support the development of geographic or business sector- based clusters of wood energy projects. Activities may include, but are not limited to, workshops and assistance that provide technical, financial and environmental information; preliminary engineering assessments; and community outreach needed to support development of wood energy projects in both the public and private sectors.

The Secretary of Agriculture is authorized to delegate functions, powers, and duties as the Secretary deems appropriate. This document amends the existing delegations of authority by removing, adding, and modifying certain delegations, as explained in the Supplementary Information section below. This document also amends our regulations to reflect the current order of succession for the Secretary of Agriculture.
