Notice of a Request for Extension of a Currently Approved Information Collection
In accordance with the Paperwork Reduction Act, this notice announces the Department's intention to request an extension for a currently approved information collection in support of the Export Sales Reporting program.
Notice of New Fee Site; Federal Lands Recreation Enhancement Act, (Title VIII, Pub. L. 108-447)
The Monongahela National Forest is proposing to charge $5.00 for the use of a recently installed RV wastewater dump station at Cranberry Campground on the Gauley Ranger District. The Forest recently finished a major renovation at Cranberry Campground which included all new accessible picnic tables and fire rings at each campsite, removing the toilet facilities and replacing them with accessible precast toilet buildings, a new fee station, drainage improvements, gate installation, planting vegetation to improve screening between campsites, road resurfacing, and expansion of the day-use parking area. One new facility was added during the renovation, a RV wastewater dump station. This is now the only wastewater dump station facility within an hour drive of the campground. This dump station will serve campers in Cranberry Campground, as well as numerous campers from other Forest campsites nearby. Fees for use of the wastewater dump station will be used to offset the costs of pumping the vault at the RV wastewater dump station and hauling the contents off the site.
Single Family Housing Direct Loan Program
Through this action, the Rural Housing Service (RHS) is proposing to amend its regulations for the section 502 direct single family housing loan program to create a certified loan application packaging process for eligible loan application packagers. Loan application packagers, who are separate and independent from the Agency, provide an optional service to parties seeking mortgage loans by helping them navigate the loan application process. Currently, packagers assisting parties applying for section 502 direct loans do so under an informal arrangement, which is free from Agency oversight or minimum competency standards. This proposed rule will impose experience, training, proficiency, and structure requirements on eligible service providers. This proposed rule also regulates the packaging fee that will be allowed under this process. By establishing a vast network of competent, experienced, and committed Agency-certified packagers, this action is intended to benefit low- and very low-income people who wish to achieve homeownership in rural areas by increasing their awareness of the Agency's housing program, increasing specialized support available to them to complete the application for assistance, and improving the quality of loan application packages submitted on their behalf.
Potato Research and Promotion Plan; Amend the Administrative Committee Structure and Delete the Board's Mailing Address
This rule amends the structure of the Administrative Committee (Committee) of the U.S. Potato Board (Board) and deletes the Board's mailing address from the Potato Research and Promotion Plan. The Plan is administered by the Board with oversight by the U.S. Department of Agriculture (USDA). Under the Plan, there are seven Committee Vice- Chairperson positions. The Board has recommended that these positions be increased to nine. This change is intended to facilitate increased involvement in the Board's leadership opportunities. Further, the Board's office has been relocated and the address must be changed in the regulations. The deletion of the Board's mailing address from the regulations will require no further amendment to the regulations if the Board's office is relocated again.
Notice of Funds Availability: Agricultural Management Assistance Organic Certification Cost-Share Program
This Notice invites the following 16 eligible States: Connecticut, Delaware, Hawaii, Maine, Maryland, Massachusetts, Nevada, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Utah, Vermont, West Virginia, and Wyoming, to submit a Grant Application (Application for Federal Assistance Standard Form 424) to the Agricultural Marketing Service (AMS) for organic certification cost- share funds. A total of $1,352,850 is available to the 16 designated States for this program in Fiscal Year 2013. Funds will provide cost- share assistance to organic crop and livestock producers certified under the USDA Organic Standards (7 CFR 205). Eligible States interested in obtaining cost-share funds for their organic producers must submit a grant application via https://www.grants.gov.
Onions Other Than Bermuda-Granex-Grano/Creole; Bermuda-Granex-Grano
This proposed rule would revise the United States Standards for Grades of Onions (Other Than Bermuda-Granex-Grano and Creole Type) and the United States Standards for Grades of Bermuda-Granex-Grano Type Onions which were issued under the Agricultural Marketing Act of 1946. The Agricultural Marketing Service (AMS) is proposing to amend the ``similar varietal characteristic'' and ``one type'' requirements to allow mixed colors of onions when designated as a mixed or specialty pack. The purpose of this revision is to update and revise the standards to more accurately represent today's marketing practices and to provide the industry with greater flexibility.
United States Standards for Grades of Creole Onions
This Notice would revise the United States Standards for Grades of Creole Onions, which were issued under the Agricultural Marketing Act of 1946. The Agricultural Marketing Service (AMS) is proposing to amend the similar varietal characteristic requirement to allow mixed colors of onions when designated as a mixed or specialty pack. In addition, AMS would correct language and remove the ``Unclassified'' category from the standards. This revision would update the standards to more accurately represent today's marketing practices and to provide the industry with greater flexibility.
Oranges, Grapefruit, Tangerines, and Tangelos Grown in Florida; Relaxing Size and Grade Requirements on Valencia and Other Late Type Oranges
The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim rule that changed the size and grade requirements prescribed under the marketing order for oranges, grapefruit, tangerines, and tangelos grown in Florida (order). The interim rule reduced the minimum size for Valencia and other late type oranges shipped to interstate markets from 2\8/16\ inches to 2\4/16\ inches from May 15 through August 31 each season. The interim rule also lowered the minimum grade for Valencia and other late type oranges shipped to interstate markets from a U.S. No. 1 to a U.S. No. 1 Golden from May 15, 2013, to June 14, 2013, and to a U.S. No. 2 external/U.S. No. 1 internal from June 15, 2013, to August 31, 2013. This rule provides additional Valencia and other late type oranges for late season markets, helping to maximize fresh shipments.
National Organic Program; Proposed Amendments to the National List of Allowed and Prohibited Substances (Crops and Processing)
This proposed rule would amend the U.S. Department of Agriculture's (USDA's) National List of Allowed and Prohibited Substances (National List) to reflect recommendations submitted to the Secretary of Agriculture (Secretary) by the National Organic Standards Board (NOSB) on May 25, 2012 and October 18, 2012. The recommendations addressed in this proposed rule pertain to establishing exemptions (uses) for one substance in organic crop production and two substances in organic processing. Consistent with the recommendations from the NOSB, this proposed rule would add the following substances, along with any restrictive annotations, to the National List: biodegradable biobased mulch film; Citrus hystrix, leaves and fruit; and curry leaves (Murraya koenigii). This action also proposes a new definition for biodegradable biobased mulch film. This proposed rule would also remove two listings for nonorganic agricultural products on the National List, hops (Humulus lupulus) and unmodified rice starch, as their use exemptions expired on January 1, 2013, and June 21, 2009, respectively.
Proposed Fee Schedule for Commercial Filming and Still Photography Permits
The Department of the Interior and the Department of Agriculture propose to adopt a fee schedule for commercial filming and still photography conducted on public lands under their jurisdiction. The proposed fee schedule would establish land-use fees for commercial filming and still photography that are consistent for the National Park Service, the U.S. Fish and Wildlife Service, the Bureau of Land Management and U.S. Forest Service. The fees would be based on sound business management principles and would provide a fair return to the United States, as required in the law.

Bayer CropScience LP; Determination of Nonregulated Status of Soybean Genetically Engineered for Herbicide Resistance
We are advising the public of our determination that a soybean line developed by Bayer CropScience LP (Bayer), designated as event FG72, which has been genetically engineered for resistance to the herbicides glyphosate and isoxaflutole, is no longer considered a regulated article under our regulations governing the introduction of certain genetically engineered organisms. Our determination is based on our evaluation of data submitted by Bayer in its petition for a determination of nonregulated status, our analysis of available scientific data, and comments received from the public in response to our previous notice announcing the availability of the petition for nonregulated status and its associated environmental assessment and plant pest risk assessment. This notice also announces the availability of our written determination and finding of no significant impact.
Shasta County Resource Advisory Committee
The Shasta County Resource Advisory Committee (RAC) will meet in Redding, CA. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110-343) (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with the title II of the Act. The meeting is open to the public. The purpose of the meeting is to discuss the monitoring of past projects, and to discuss and vote on recommendations for the use of funds from the Secure Rural Schools second one-year extension to the 2008-2011 RAC authorization.
Weighing, Feed, and Swine Contractors
The Department of Agriculture's (USDA) Grain Inspection, Packers and Stockyards Administration (GIPSA) is amending the regulations issued under the Packers and Stockyards Act, 1921, as amended and supplemented (P&S Act), to ensure that payments by live poultry dealers and swine contractors to poultry and swine production contract growers are based on accurate weighing of both inputs and outputs. Specifically, we are amending a regulation about scale tickets to reduce redundant wording and to clarify weighing procedures. In addition, we are amending a regulation about reweighing to add swine contractors to the list of firms that must comply, and adding feed to the list of items for which reweighing may be requested. We are also amending two other regulations about weighing livestock and poultry to add weighing processes for feed, to add a specific time limit for weighing poultry, and to add swine contractors to the list of firms that must comply with care and promptness requirements.
Supplemental Nutrition Assistance Program: Trafficking Controls and Fraud Investigations
The Food and Nutrition Service (FNS) is issuing a final rule to amend Supplemental Nutrition Assistance Program (SNAP or Program) regulations to allow State agencies to deny a request for a replacement card until contact is made by the household with the State agency, if the requests for replacement cards are determined to be excessive. State agencies which elect to exercise this authority will be required to protect vulnerable persons, such as individuals with disabilities, homeless individuals or the elderly, who may repeatedly lose their Electronic Benefit Transfer (EBT) cards but are not committing fraud. FNS is also changing the EBT card replacement timeframes in the same section to require State agencies to make replacement cards available for pick up or to place the card in the mail within two business days following notice by the household to the State agency that the card has been lost or stolen. FNS is further amending its regulations to define the term ``trafficking'' to include the attempt to buy or sell SNAP benefits in cases where an individual makes the offer to sell SNAP benefits and/or EBT card online or in person. Finally, FNS is issuing an interim final rule (with a request for additional comment) that requires State agencies to monitor EBT card replacement requests and send notices to those clients who have requested four cards within a 12-month period. The State agency shall be exempt from sending this Excessive Replacement Card Notice if it adopts the card withholding option in accordance with this final rule and sends the requisite Withhold Replacement Card Warning Notice on the 4th replacement card request.
Apricots Grown in Designated Counties in Washington; Increased Assessment Rate
This proposed rule would increase the assessment rate established for the Washington Apricot Marketing Committee (Committee) for the 2013-2014 and subsequent fiscal periods from $0.50 to $1.50 per ton of Washington apricots handled. The Committee locally administers the marketing order, which regulates the handling of apricots grown in designated counties in Washington. Assessments upon apricot handlers are used by the Committee to fund reasonable and necessary expenses of the marketing order. The fiscal period begins April 1 and ends March 31. The higher rate is deemed necessary to fund an increase in the Committee's proposed budget and replenish its reserve. The proposed assessment rate would remain in effect indefinitely unless modified or suspended, or if the marketing order were terminated.
Cranberries Grown in States of Massachusetts, Rhode Island, Connecticut, New Jersey, Wisconsin, Michigan, Minnesota, Oregon, Washington, and Long Island in the State of New York; Revising Determination of Sales History
This rule revises the determination of sales history provisions currently prescribed under the cranberry marketing order (order). The order regulates the handling of cranberries grown in Massachusetts, Rhode Island, Connecticut, New Jersey, Wisconsin, Michigan, Minnesota, Oregon, Washington, and Long Island in the State of New York, and is administered locally by the Cranberry Marketing Committee (Committee). This rule modifies sales history calculations so that they are applicable for future seasons and adjusts the number of years that can be considered when determining the highest four years of past sales.
Importation of Cape Gooseberry From Colombia Into the United States
We are proposing to amend the fruits and vegetables regulations to allow the importation of cape gooseberry from Colombia into the United States. As a condition of entry, cape gooseberry from Colombia would be subject to a systems approach that would include requirements for establishment of pest-free places of production and the labeling of boxes prior to shipping. The cape gooseberry would also have to be imported in commercial consignments and accompanied by a phytosanitary certificate issued by the national plant protection organization of Colombia certifying that the fruit has been produced in accordance with the systems approach. This action would allow for the importation of cape gooseberry from Colombia into the United States while continuing to provide protection against the introduction of plant pests.
Importation of Fresh Oranges and Tangerines From Egypt Into the United States
We are advising the public of our decision to allow the importation of oranges and tangerines from Egypt. Based on the findings of a pest list and commodity import evaluation document, which we made available to the public for review and comment through a previous notice, we have concluded that the application of one or more designated phytosanitary measures will be sufficient to mitigate the pest risk associated with the importation of oranges and tangerines from Egypt. In addition, based on the findings of a treatment evaluation document, we are advising the public that we are adding a new treatment schedule in the Plant Protection and Quarantine Treatment Manual that can be used to neutralize peach fruit fly (Bactrocera zonata) and Mediterranean fruit fly (Ceratitis capitata) in oranges and tangerines.
Environmental Impact Statement; Asian Longhorned Beetle Eradication Program
We are advising the public that the Animal and Plant Health Inspection Service plans to prepare an environmental impact statement to analyze the effects of a program to eradicate the Asian longhorned beetle from wherever it might occur in the United States. This notice identifies potential issues and alternatives that will be studied in the environmental impact statement and requests public comments to further delineate the scope of the alternatives and environmental impacts and issues.
Basin Electric Power Cooperative, Inc.: Notice of Intent To Prepare a Supplemental Draft Environmental Impact Statement
The Rural Utilities Service (RUS), an agency within the U.S. Department of Agriculture (USDA), intends to prepare a supplemental draft environmental impact statement (SDEIS) for Basin Electric Power Cooperative's (Basin Electric) proposed Antelope Valley Station (AVS) to Neset 345-kV Transmission Project (Project) in North Dakota. RUS is issuing this Notice of Intent (NOI) to inform the public and interested parties about a change in the proposed Project and invite the public to comment on the scope, proposed action, and other issues to be addressed in the SDEIS. RUS made the decision to prepare an SDEIS for the AVS Project to evaluate significant project changes. These changes are due to an increase in the electric load forecast for western North Dakota which is changing the scope of the project. To accommodate this change, the SDEIS will evaluate a new alternative for the transmission line. The SDEIS will address the construction, operation, and maintenance of Basin Electric's proposed Project. The Project includes construction, operation and maintenance of approximately 275 miles of new 345-kV single pole transmission line (approximately 85 miles more than the project identified in the Draft Environmental Impact Statement (EIS)), 230-kV single pole transmission line and double circuit 345/115-kV transmission lines, 5 new substations, modifications to 4 existing substations, maintenance access roads, temporary construction roads, river crossings, temporary construction staging sites, and other facilities to be described in the SDEIS. Basin Electric's proposed Project would be located in portions of Dunn, McKenzie, Mercer, Mountrail, and Williams counties in western North Dakota. Portions of Basin Electric's proposed Project may affect floodplains and wetlands. This NOI also serves as a notice of proposed floodplain or wetland action. RUS will hold public hearing meetings to share information and receive comments on the SDEIS.
Energy Efficiency and Conservation Loan Program Finding of No Significant Impact
Notice is hereby given that the U.S. Department of Agriculture, Rural Utilities Service (RUS) has made a finding of no significant impact (FONSI) for implementing its new Energy Efficiency and Conservation Loan Program. The FONSI decision document is based on impact analysis documented in a programmatic environmental assessment of the new program that was issued for 30-day public comment beginning February 26, 2013.

Tongass National Forest Wrangell Ranger District; Alaska; Wrangell Island Project Environmental Impact Statement; Correction
A Notice of Intent (NOI) was first published for this proposal in the Federal Register on December 27, 2010 (75 FR 81210). A corrected NOI was published in the Federal Register on March 13, 2012 (77 FR 14727). This corrected NOI is being published because the project will now fall under the new 36 CFR 218 pre-decisional administrative review process, it has an updated timeline, and the purpose and need and the proposed action have been modified.
Notice To Reopen Comment Period for Federal Crop Insurance Program Delivery Cost Survey and Interviews
The Risk Management Agency (RMA) is issuing this notice to advise the public that we are reopening the comment period to request comments on the script for interviews of Approved Insurance Providers (AIPs), and on the survey instruments for insurance agents and insured producers, for a new information collection ``Federal Crop Insurance Program Delivery Cost Survey and Interviews'' that is currently under review by the Office of Management and Budget (OMB). The survey instruments will also serve as the scripts for the interviews of insurance agents and insured producers, respectively. In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), RMA has previously sought public comment on an information collection request related to a study of Federal crop insurance program delivery costs. As part of the study RMA plans to conduct interviews with AIPs, insurance agents, and insured producers, and conduct surveys of insurance agents and insured producers. RMA will use the information collected from the interviews, surveys, and other information to construct estimates of the reasonable cost of delivery for the Federal crop insurance program. Humboldt-Toiyabe National Forests; Ely Ranger District; Ely Westside Rangeland Project
The Ely Ranger District of the Humboldt-Toiyabe National Forest will prepare a Supplemental Environmental Impact Statement (SETS) on a proposal to authorize continued livestock grazing on National Forest System (NFS) lands within the boundaries administered by the Ely Ranger District. The Project Area is located in White Pine, Lincoln, and Nye counties, Nevada. A Final Environmental Impact Statement and Record of Decision were distributed in September 2011. While considering an appeal on the Record of Decision, it became apparent that clarification of some elements in the selected alternative, Alternative 1 (Proposed Action), was warranted. On January 6, 2012, the Record of Decision was withdrawn. This SETS is being prepared to clarify several elements of Alternative 1 (Proposed Action) and to provide additional information on the development of stocking rates on the allotments in the project area.
Oral Rabies Vaccine Trial; Availability of a Supplement to an Environmental Assessment and Finding of No Significant Impact
We are advising the public that the Animal and Plant Health Inspection Service has prepared a supplement to an environmental assessment and finding of no significant impact relative to an oral rabies vaccination field trial in New Hampshire, New York, Ohio, Vermont, and West Virginia. Based on its finding of no significant impact, the Animal and Plant Health Inspection Service has determined that an environmental impact statement need not be prepared.
Wildlife Services Policy on Wildlife Damage Management in Urban Areas
We are advising the public that the Animal and Plant Health Inspection Service's Wildlife Services (APHIS-WS) program is making a policy decision on how to define ``urban rodent control,'' as referred to in the Act of December 22, 1987. This action is necessary to make it clearer when APHIS-WS may or may not conduct activities and enter into agreements in order to control nuisance rodent species or those rodent species that are reservoirs for zoonotic diseases.

Notice of Funds Availability (NOFA) Inviting Applications for the Rural Community Development Initiative (RCDI) for Fiscal Year 2013
This Notice announces the availability of $5,676,077 for competitive grant funds for the Rural Community Development Initiative (RCDI) program through the Rural Housing Service (RHS), an agency within the USDA Rural Development mission area herein referred to as the Agency. Applicants must provide matching funds in an amount at least equal to the Federal grant. These grants will be made to qualified intermediary organizations that will provide financial and technical assistance to recipients to develop their capacity and ability to undertake projects related to housing, community facilities, or community and economic development. This Notice lists the information needed to submit an application for these funds.
Rural Development Voucher Program
The Rural Housing Service, an agency within the Rural Development mission area, is adding new regulations to implement its Rural Development Voucher Program (RDVP). Section 542 of the Housing Act of 1949, as amended, authorizes RDVP. Since 2006, RD has conducted a demonstration voucher program which was funded and authorized by Congress to protect eligible multi-family housing (MFH) tenants in properties financed through Rural Development's Section 515 Rural Rental Housing program who may be subject to economic hardship through prepayment or foreclosure of the Rural Development mortgage. This demonstration program has been operating by utilizing a Notice of Funding Availability (NOFA) published annually in the Federal Register. Rural Development now proposes to establish a permanent regulation for this program.

Lyon-Mineral County Resource Advisory Committee
The Lyon-Mineral County Resource Advisory Committee (RAC) will meet in Yerrington, Nevada. The RAC is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110- 343) and in compliance with the Federal Advisory Committee Act. The RAC's purpose is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consisent with Title II of the Act. The meeting is open to the public. The purpose of the meeting is to discuss the reduced funding and possible distribution for the 5th year Title II projects.
Council for Native American Farming and Ranching
This notice announces a forthcoming meeting of The Council for Native American Farming and Ranching (CNAFR) a public advisory committee of the Office of Tribal Relations (OTR). Notice of the meetings are provided in accordance with section 10(a)(2) of the Federal Advisory Committee Act, as amended, (5 U.S.C. Appendix 2). Notice of Decision To Authorize the Importation of Fresh Pitayas and Pomegranates From Mexico Into the Continental United States
We are advising the public of our decision to authorize the importation into the continental United States of fresh pitayas and pomegranates from Mexico. Based on the findings of pest risk analyses, which we made available to the public for review and comment through a previous notice, we believe that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds via the importation of fresh pitayas and pomegranates from Mexico.
Pacific Southwest Recreation Resource Advisory Committee
The Pacific Southwest Recreation Resource Advisory Committe will meet in Sacramento, California. The Committee is authorized under the Federal Lands Recreation Enhancement Act (REA) (Pub. L. 108-447) and operates in compliance with the Federal Advisory Committee Act (FACA) (5 U.S.C. App. II). The purpose of the Committee is to provide advice and recommendations to the Secretary regarding recreation fees on lands and waters managed by the Forest Service and Bureau of Land Management (BLM) in California. The meeting is open to the public. The purpose of the meeting is review and make recommendations on fee proposals from the Forest Service and BLM.

The Delta-Bienville Resource Advisory Committee will meet in Forest, Mississippi. The committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110- 343) and in compliance with the Federal Advisory Committee Act. The purpose of the meeting is to present proposed projects for discussion and approval.
Descriptive Designation for Needle- or Blade-Tenderized (Mechanically Tenderized) Beef Products
The Food Safety and Inspection Service (FSIS) is extending the comment period for the Federal Register proposed rule, ``Descriptive Designation for Needle- or blade-tenderized (Mechanically Tenderized) Beef Products'' until October 8, 2013. The Agency is taking this action in response to two requests made by trade associations.
Importation of Papayas From Peru
We are proposing to allow, under certain conditions, the importation of commercial consignments of fresh papayas from Peru into the continental United States. The conditions for the importation of papayas from Peru would include requirements for approved production locations; field sanitation; hot water treatment; procedures for packing and shipping the papayas; and fruit fly trapping in papaya production areas. This action would allow for the importation of papayas from Peru while continuing to provide protection against the introduction of quarantine pests into the continental United States.
Notice of Request for Extension of Approval of an Information Collection; Plum Pox Compensation
In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request an extension of approval of an information collection associated with the regulations that provide for the payment of compensation to owners of commercial stone fruit orchards and fruit tree nurseries whose trees or nursery stock were destroyed to eradicate plum pox virus.
