In accordance with the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110-343) (the Act), and the Federal Advisory Committee Act, (FACA) (5 U.S.C., App. 2), the Southern Montana Resource Advisory Committee (RAC) announces the solicitation of nominees to fill vacancies. The purpose of the RAC is to improve collaborative relationships, to advise, and provide recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act.

The Manti-La Sal National Forest is proposing to add the Orange Olsen Administrative Site facilities into the recreation rental program. The facilities proposed for the recreation rental program include: (1) Orange Olsen Dwelling and (2) Orange Olsen Bunkhouse with four trailer pads. The proposal is to charge $60.00 per night at the Dwelling and $40.00 per night at the Bunkhouse. The fee for the Bunkhouse would also include four trailer pads with water and sewer hookups. Visitors will have the option of reserving the Dwelling or the Bunkhouse separately, or the entire site. Fees are assessed based on the level of amenities and services provided, cost of operation and maintenance, and market comparison. Funds from fees would be retained locally and used for the operations and maintenance, and future improvements including historical information on the cabins. The Orange Olsen Dwelling has a front room, two bedrooms (sleeping up to six people), kitchen, and bathroom with shower. An accessible ramp provides entrance to the back door of the facility. The Orange Olsen Bunkhouse has a combination kitchen/bedroom (sleeping up to four people), bathroom with shower, and four trailer pads with water and sewer hookups. Both of the buildings have photovoltaic (solar) lighting, propane fueled appliances, water, and sewer.

The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces its Public Television Station Digital Transition Grant Program application window for fiscal year (FY) 2013. The FY 2013 funding for the Public Television Station Digital Transition Grant Program is $2,775,327.

We are reopening the comment period for our proposed rule that would restructure the regulations governing the importation of plants for planting. This action will allow interested persons additional time to prepare and submit comments. We are also giving notice of a conference call and Web presentation in which we will provide participants with an overview of the proposed rule.

This rulemaking proposes to amend the Summer Food Service Program (SFSP) regulations to incorporate changes mandated by Section 738 of the Consolidated Appropriations Act, 2008. The changes extend simplified cost accounting and reporting procedures to SFSP sponsors in all States, and eliminate the cost comparison requirements for determining payments to sponsors. This rulemaking would amend SFSP regulations to address these statutory changes. In addition, this rulemaking proposes several discretionary changes to improve administrative efficiency and reduce paperwork in the management of the SFSP. The intended effect of this rulemaking is to simplify and streamline administration while ensuring the integrity of the Program. Finally, this rulemaking proposes a change to the National School Lunch Program regulations to create consistency among the Child Nutrition Programs with regard to notice procedures.

The Salmon-Challis National Forest is proposing to begin charging fees at three recreation sites. All sites have recently been reconstructed or amenities have been added to improve services and experiences. Fees are assessed based on the level of amenities and services provided, cost of operation and maintenance, market assessment, and public comment. Funds from fees would be used for the continued operation and maintenance of these recreation sites. Two campgrounds on the Challis-Yankee Fork Ranger District, Custer 1 and Flat Rock Extension Campground received extensive rehabilitation in 2007 and are conveniently located near the Historic Custer Townsite and the Yankee Fork of the Salmon River. The funds collected will be used for the continued operation and maintenance of these popular campgrounds. The proposed fee would be $5.00 per night. Twin Creek Picnic Area is currently a fee free site, however improvements made in 2008 and 2009 included new toilet facilities and a rehabilitated drinking water system and addressed sanitation and safety concerns, an overall improvement to the recreation experience. The proposed fee to help maintain this site would be $20.00 per day to reserve and use the large group picnic site which features the historic CCC-era picnic shelter, parking, drinking water, group fire place and horseshoe pits.

The Ontonagon Resource Advisory Committee will meet in Kenton, Michigan on the dates listed below. The Committee is authorized under the Secure Rural Schools and Community Self-Determination Act of 2000, (the Act) (Pub. L.112-141) and operates in compliance with the Federal Advisory Committee Act (FACA) (Pub. L. 92-463). The RAC's purposes are to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with the Title II of the Act. The meeting is open to the public. The purpose of the meeting is to review progress made on previously approved projects and prioritize future work.

We are amending the fruits and vegetables regulations to allow the importation of several varieties of fresh citrus fruit, as well as Citrus hybrids and the Citrus-related genus Fortunella, from Uruguay into the continental United States. As a condition of entry, the fruit will have to be produced in accordance with a systems approach that includes requirements for importation in commercial consignments, pest monitoring and pest control practices, grove sanitation and packinghouse procedures designed to exclude the quarantine pests, and treatment. The fruit also will have to be accompanied by a phytosanitary certificate issued by the national plant protection organization of Uruguay with an additional declaration confirming that the fruit is free from all pests of quarantine concern and has been produced in accordance with the systems approach. These actions will allow for the importation of fresh citrus fruit, including Citrus hybrids and the Citrus-related genus Fortunella, from Uruguay while continuing to protect the United States against the introduction of plant pests.

In response to recent amendments to the Lacey Act, we are establishing definitions for the terms ``common cultivar'' and ``common food crop'' and several related terms. The amendments to the Act expanded its protections to a broader range of plant species, extended its reach to encompass products, including timber, that derive from illegally harvested plants, and require that importers submit a declaration at the time of importation for certain plants and plant products. Common cultivars and common food crops are among the categorical exclusions to the provisions of the Act. The Act does not define the terms ``common cultivar'' and ``common food crop'' but instead gives authority to the U.S. Department of Agriculture and the U.S. Department of the Interior to define these terms by regulation. Our definitions specify which plants and plant products will be excluded from the provisions of the Act, including the declaration requirement.

The Food and Nutrition Service published a final rule entitled ``Nutrition Standards in the National School Lunch and School Breakfast Programs'' on January 26, 2012. The Office of Management and Budget (OMB) cleared the associated information collection requirements (ICR) on February 1, 2013. This document announces approval of the ICR.

The Food and Nutrition Service published a final rule entitled ``National School Lunch Program: Direct Certification Continuous Improvement Plans Required by the Healthy, Hunger-Free Kids Act of 2010'' on February 22, 2013. The Office of Management and Budget (OMB) cleared the associated information collection requirements (ICR) on April 10, 2013. This document announces approval of the ICR.

The Rural Business-Cooperative Service (RBS), an Agency within the U.S. Department of Agriculture (USDA) Rural Development mission area, announces the availability of three individual grants: two single grants not to exceed $929,111 together from the rural transportation funds appropriated for the Rural Business Enterprise Grant (RBEG) program and another single $232,278 grant for Federally Recognized Native American Tribes' (FRNATs) (collectively ``Programs'') from funds appropriated for the RBEG program. RBS will administer these awards under the RBEG program and 7 U.S.C. 1932(c)(2) for fiscal year (FY) 2013. Each grant is to be competitively awarded to an eligible applicant which is a qualified national non-profit organization. Two grants are for the provision of technical assistance to rural transportation (RT) projects and the other grant will be for the provision of technical assistance to RT projects operated by FRNAT's only. All applicants are responsible for any expenses incurred in developing their applications.

In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35, as amended), the Rural Utilities Service (RUS) invites comments on this information collection for which approval from the Office of Management and Budget (OMB) will be requested.

The Agricultural Marketing Service (AMS) is amending the Cotton Board Rules and Regulations, decreasing the value assigned to imported cotton for the purposes of calculating supplemental assessments collected for use by the Cotton Research and Promotion Program. This amendment is required each year to assure that assessments collected on imported cotton and the cotton content of imported products will be the same as those paid on domestically produced cotton. In addition, AMS is changing two Harmonized Tariff Schedule (HTS) statistical reporting numbers that were amended since the last assessment adjustment in 2012.

The final rule entitled Food Distribution Program on Indian Reservations: Amendments Related to the Food, Conservation, and Energy Act of 2008 was published on April 6, 2011. The Office of Management and Budget (OMB) cleared the associated information collection requirements (ICR) on December 20, 2011. This document announces approval of the ICR.

This rule increases the assessment rate established for the California Desert Grape Administrative Committee (Committee) for the 2013 and subsequent fiscal periods from $0.0150 to $0.0165 per 18-pound lug of grapes handled. The Committee locally administers the marketing order that regulates the handling of grapes grown in a designated area of southeastern California. Assessments upon grape handlers are used by the Committee to fund reasonable and necessary expenses of the program. The fiscal period begins January 1 and ends December 31. The assessment rate will remain in effect indefinitely unless modified, suspended or terminated.

The 21st Century Conservation Service Corps (21CSC) National Council is requesting letters of interest from all conservation and youth corps programs that would like to be identified as a 21CSC member organization. We are initiating this outreach in order to catalyze the establishment of a 21st Century Conservation Service Corps (21CSC) to engage young Americans and returning veterans in public lands and water restoration. This notice seeks to establish the 21CSC by building upon and leveraging the experience and expertise of existing Federal, State, tribal, local and non-profit conservation and youth corps, and veterans programs. This will facilitate conservation and restoration service work on public lands to include all governmental entities of cities, counties, States, and the Federal Government, and encourage a new generation of natural resource managers and environmental stewards. All principals of interested organizations are invited to submit a letter of interest that outlines the organization's and/or program's criteria. Letters should include the name of your organization; an address and point of contact, including email address; and a description of your organization or program. Organizations that respond to this request may be contacted to provide additional information to support their statements. The 21CSC National Council will oversee the review of all submissions to determine the respondent's alignment with the 21CSC principles. Organizations that are not recognized as 21CSC member organizations in the initial review process may submit new letters of interest. This notice is being published by the USDA Forest Service on behalf of the National Council; 21CSC member organizations recognized through this process will be acknowledged by all signatories to the National Council MOU.
