The National Urban and Community Forestry Advisory Council will meet on June 4, 5, and 6, 2013. The meeting will be held in Denver, CO. at the Webb Municipal and the Denver City/County Buildings. The purpose of this meeting is to introduce new members, develop the 2014 work plan, develop the 2015 grant categories, listen to local constituents urban forestry concerns, prepare for the 10-year action plan revisions, receive Forest Service budget and program updates, and initiate the 2013 accomplishment/recommendations report.

In accordance with the Paperwork Reduction Act of 1995, this notice announces the Animal and Plant Health Inspection Service's intention to request an extension of approval of an information collection associated with Federal recognition of a State's plant pest containment, eradication, or exclusion program as a Federally Recognized State Managed Phytosanitary Program.

This proposed rule would revise regulations governing the WIC Program, incorporating the provisions set forth in the Healthy, Hunger- Free Kids Act of 2010 (HHFKA) related to Electronic Benefit Transfer (EBT) for the WIC Program. The comment period is being extended to provide additional time for interested parties to review the proposed rule, to June 29, 2013.

In accordance with the Paperwork Reduction Act of 1995 and Office of Management and Budget (OMB) regulations, the Food Safety and Inspection Service (FSIS) is announcing its intention to request extension of an information collection for data on meat, poultry, exotic animal, and rabbit slaughter for the Public Health Information SystemAnimal Disposition Reporting because the information collection approval is scheduled to expire on June 30, 2013.

In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), this document announces Agricultural Marketing Service (AMS) intention to revise three previously approved collections by merging them into a single information collection. AMS recently merged its Livestock and Grain Market News Division with the Poultry Market News Division, creating the Livestock, Poultry and Grain Market News Division (LPGMN). Due to this organizational merger, AMS intends to combine the following collections, 0581-0033 ``Poultry Market News Reports'', 0581-0005 ``Grain Market News'', and 0581-0154 ``Livestock and Meat Market News.'' These collections will be combined into a single collection re-titled 0581-0033 ``Livestock, Poultry, Meat, and Grain Market News Reports.'' Finally, this document announces AMS intention to request approval for an extension to the re-titled collection 0581-0033 ``Livestock, Poultry, Meat, and Grain Market News Reports.'' LPGMN provides a timely exchange of accurate and unbiased information on current marketing conditions affecting trade in livestock, poultry, eggs, meats, grain, and wool.

This rule revises the reporting requirements prescribed under the Federal marketing order for oranges, grapefruit, tangerines, and tangelos grown in Florida (order). The Citrus Administrative Committee (Committee) is responsible for local administration of the order. This rule requires all fresh citrus handlers to provide the Committee with a list of all growers whose fruit they handled each season. This information will enable the Committee to more efficiently administer the order and better communicate fresh market issues to fresh market citrus growers.

The Agricultural Marketing Service (AMS) will maintain user fees for cotton producers for 2013 crop cotton classification services at $2.20 per balethe same level as in 2012. Revenues resulting from this cotton classing fee and existing reserves are sufficient to cover the costs of providing classification services for the 2013 crop, including costs for administration and supervision.

This final rule amends the Country of Origin Labeling (COOL) regulations to change the labeling provisions for muscle cut covered commodities to provide consumers with more specific information and amends the definition for ``retailer'' to include any person subject to be licensed as a retailer under the Perishable Agricultural Commodities Act (PACA). The COOL regulations are issued pursuant to the Agricultural Marketing Act of 1946. The Agency is issuing this rule to make changes to the labeling provisions for muscle cut covered commodities to provide consumers with more specific information and other modifications to enhance the overall operation of the program.

This is a request for proposals for guaranteed loans under the Section 538 Guaranteed Rural Rental Housing Program (GRRHP) pursuant to 7 CFR 3565.4 for Fiscal Year (FY) 2013. The Consolidated and Further Continuing Appropriations Act, 2013, Public Law 113-6 (March 26, 2013) appropriated $150 million in FY 2013. The commitment of program dollars will be made first to approved and complete applications from prior years notices, then to applicants of selected responses in the order they are ranked under this notice that have fulfilled the necessary requirements for obligation. Successful applications will be selected by the Agency for funding and subsequently awarded to the extent that funding may ultimately be made available to the Agency through appropriations. Expenses incurred in developing applications will be at the applicant's risk. The following paragraphs outline the timeframes, eligibility requirements, lender responsibilities, and the overall response and application processes. Eligible lenders are invited to submit responses for new construction and acquisition with rehabilitation of affordable rural rental housing. The Agency will review responses submitted by eligible lenders, on the lender's letterhead, and signed by both the prospective borrower and lender. Although a complete application is not required in response to this notice, eligible lenders may submit a complete application concurrently with the response. Submitting a complete application will not have any effect on the respondent's response score.

The White Pine-Nye Resource Advisory Committee will meet in Eureka, Nevada. The Committee is authorized under the Secure Rural Schools and Community Self-Determination Act of 2000 (the Act) (Pub. L. 110-343) and operates in compliance with the Federal Advisory Committee Act (FACA) (Pub. L. 92-463). The purpose of the Committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. The meetings are open to the public. The purpose of the meetings is to review approved projects and determine the extent of funding.

As required by the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on the proposed information collection for the Supplemental Nutrition Assistance Program's Regulations, Part 275Quality Control. Specifically, the burden associated with the collection of information for the sampling plan, arbitration process and the good cause process. This is a revision of a currently approved collection, OMB No. 0584- 0303.

This proposed rule invites comments on an increase to the minimum grade requirements currently prescribed under the Florida avocado marketing order (order). The order regulates the handling of avocados grown in South Florida, and is administered locally by the Avocado Administrative Committee (Committee). This action would increase the current minimum grade requirement from a U.S. No. 2 to a U.S. Combination grade for avocados shipped to destinations outside the production area. Increasing the minimum grade requirement would align marketing order regulations with current industry practices to the benefit of growers, handlers, and consumers.

The U.S. Department of Agriculture (USDA) is proposing to implement regulations under the Omnibus Public Land Management Act of 2009 paleontological resources preservation subtitle (the Act). This proposed rule would provide for the preservation, management, and protection of paleontological resources on Federal lands, and insure that these resources are available for current and future generations to enjoy as part of America's national heritage. The rule would address the management, collection, and curation of paleontological resources from Federal lands including management using scientific principles and expertise, collecting of resources with and without a permit, curation in an approved repository, maintaining confidentiality of specific locality data, and authorizing penalties for illegal collecting, sale, damaging, or otherwise altering or defacing paleontological resources.

The Humboldt Resource Advisory Committee (RAC) will meet in Eureka, California. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub.L. 112-141) (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with the title II of the Act. The meetings are open to the public. The purpose of the meetings are to review prior year project's progress. Should the Secure Rural Schools Act be reauthorized, the purpose of the meetings will also be to review and recommend project proposals.

On October 22, 2012, and March 18, 2013, respectively, the Acting Principal Deputy Assistant Secretary of Navy, Energy, Installations & Environment and the Secretary of Agriculture signed a joint interchange order authorizing the transfer of administrative jurisdiction from the Department of Agriculture to the Department of the Navy for 346.49 acres, more or less located in Mono County, California and generally described as: Portions of Sections 13, 23, and 24, Township 6 North, Range 22 East, Mount Diablo Meridian, lying within the Marine Corps Mountain Warfare Training Center and the Humboldt-Toiyabe National Forest and more particularly described according to the map and legal description on file in the Forest Service office noted below. Furthermore, the order transfers jurisdiction from the Department of the Navy to the Department of Agriculture for inclusion in the Humboldt-Toiyabe National Forest, being 240 acres, more or less located in Mono County, California and generally described as: Portions of Section 14 and 15, Township 7 North, Range 22 East, Mount Diablo Meridian, within the proclamation boundaries of the Humboldt-Toiyabe National Forest, and more particularly described according to the map and legal description on file in the Forest Service office noted below.

The Animal and Plant Health Inspection Service is one of the agencies that administers the provisions of the Endangered Species Act of 1973, as amended (ESA), and the Lacey Act Amendments of 1981, as amended, that pertain to plants. We are proposing to update our regulations that set forth our forfeiture procedures with regard to plants or plant products seized under the authority of the ESA and the Lacey Act. The proposed changes would make our regulations conform to the requirements of the Civil Asset Forfeiture Reform Act of 2000, increase the monetary threshold of those cases proceeding through judicial forfeiture, provide for the assessment of storage costs of seized property, and make the regulations easier to understand.

The Colorado Recreation Resource Advisory Committee will tentatively meet in Glenwood Springs, CO. The purpose of the meeting is to review proposals for a standard amenity fee area change and new fee projects. These fee proposals will include new rentals for Fitton and Off Cow Camp cabins located on the Rio Grande National Forest and an area change at East Maroon Wilderness Portal, West Maroon Wilderness Portal and Maroon Lake on the White River National Forest. In accordance with the Federal Advisory Committee Act, as amended, (5 U.S.C. App.), the Agricultural Marketing Service (AMS) is announcing an upcoming meeting of the Advisory Committee on Universal Cotton Standards (Committee). The Committee is being convened to recommend to the Secretary of Agriculture any changes considered necessary to the Universal Cotton Standards and to review freshly prepared sets of Universal Cotton Standards for conformity with existing standards.

The Hiawatha East Resource Advisory Committee (Committee) will meet in Kincheloe, Michigan. The Committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act of 2000 (the Act) (Pub. L. 112-141) and in compliance with the Federal Advisory Committee Act (FACA) (Pub. L. 92-463). The purpose of the Committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act. The meetings are open to the public. The purpose of the meetings is to review and recommend projects authorized under Title II of the Act.

The Ravalli County Resource Advisory Committee will meet in Hamilton, MT. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110-343) (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with the title II of the Act. The meeting is open to the public. The purpose of the meeting is to provide information regarding the monitoring of RAC projects.
