The Agricultural Marketing Service (AMS) is amending the regulation that specifies which states compose bona fide cotton spot markets in order to assure consistency with the revised Cotton Research and Promotion Act. Updated bona fide spot market definitions allow for published spot quotes to consider spot prices of cotton marketed in Kansas and Virginia. AMS is also amending references to the ``New York Cotton Exchange'' to read the ``Intercontinental Exchange.''

The Department of Agriculture (USDA) is adopting as a final rule, without change, an interim rule that decreased the assessment rate established for the California Date Administrative Committee (Committee) for the 2012-13 and subsequent crop years from $1.00 to $0.90 per hundredweight of dates handled. The Committee locally administers the marketing order which regulates the handling of dates grown or packed in Riverside County, California. Assessments upon date handlers are used by the Committee to fund reasonable and necessary expenses of the program. The crop year begins October 1 and ends September 30. The interim rule was necessary because the 2012-13 crop is expected to be larger than last year's crop and the current assessment rate would generate excess assessment revenues.

Notice of a Determination Regarding the Swine Vesicular Disease Status of Certain Regions in Italy

We are advising the public that we have determined that the Italian Regions of Lombardia, Emilia-Romagna, Veneto, and Piemonte and the autonomous provinces of Trento and Bolzano are free of swine vesicular disease. Based on an assessment of the animal health status of these areas, which we made available to the public for review and comment through a previous notice of availability, the Administrator has determined that the importation of pork or pork products from these areas presents a low risk of introducing swine vesicular disease into the United States. This determination is based on our review of the documentation submitted by the Government of Italy in support of its request and the findings of our own animal health risk evaluation.

Gypsy Moth Generally Infested Areas; Additions in Wisconsin

We are amending the gypsy moth regulations by adding areas in Wisconsin to the list of generally infested areas based on the detection of infestations of gypsy moth in those areas. As a result of this action, the interstate movement of regulated articles from those areas is restricted. This action is necessary to prevent the artificial spread of the gypsy moth to noninfested areas of the United States.

We are also updating the addresses provided for the USDA plant inspection stations in Florida, Guam, and Hawaii. This final rule is necessary for the regulations to reflect the most current information regarding USDA plant inspection stations.

The USDA, Forest Service, will prepare an environmental impact statement (EIS) for a project called Marsh, in the southwestern portion of the Crescent Ranger District just south of Crescent Lake. The Forest Service is approaching this project by looking at the environmental benefits that the project area provides, from recreation experiences to wildlife habitat, and from water quality to scenic views. The goal of the project is to increase the net benefits that people receive from the project area currently, and allow the area to continue to provide this diverse range of benefits into the future. We are using the term ``ecosystem services'' to represent all these benefits that areas such as the Marsh project area provide to people. The focal point of the planning area is Big Marsh, one of the largest high elevation wetland/marsh complexes in the continental United States. In the upland portions of the planning area, the vegetation is primarily comprised of lodgepole pine with some ponderosa pine to the north and mixed conifer on the valley flanks. The area is also of high value for its biological resources (including the largest Oregon Spotted Frog population in the state), dispersed recreation opportunities, matsutake mushroom habitat (a commercially harvested and culturally significant species), big game and fish habitat, and cultural resources, as well as provision of water quality and quantity flowing into the Little Deschutes River and beyond. The project area is an approximately 30,000 acre watershed, located in T. 24, 25, 25.5, & 26 S, R. 5.5, 6, 6.5, & 7 E., Willamette Meridian. The alternatives will include the proposed action, no action, and additional alternatives that respond to issues generated through the scoping process. The agency will give notice of the full environmental analysis and decision making process so interested and affected people may participate and contribute to the final decision.
Nez Perce-Clearwater National Forests; Idaho; Lolo Insect & Disease Project

The Forest Service gives notice of its intent to prepare an Environmental Impact Statement for the Lolo Insect & Disease project to analyze and disclose the effects of proposed forest management and watershed improvement activities within the Lolo Creek watershed, located approximately 16 miles northeast of Kamiah, Idaho. The proposed action would use a combination of timber harvest, pre-commercial thinning, and reforestation to achieve the desired range of age classes, size classes, vegetative species distributions, habitat complexity (diversity) and landscape patterns across the forested portions of the project area. Road decommissioning, culvert replacements, road improvements, and soils rehabilitation are also proposed to improve watershed health. The EIS will analyze the effects of the proposed action and alternatives. The Nez Perce-Clearwater Forest invites comments and suggestions on the issues to be addressed. The agency gives notice of the National Environmental Policy Act (NEPA) analysis and decision making process on the proposal so interested and affected members of the public may participate and contribute to the final decision.

The interim rule changed the dates covered by the third reporting period and the date by which the Handler Inventory Report (Form HIR) is due to the Committee. These changes help ensure the Committee has current and complete information available for its discussions during its annual August meeting, while providing handlers sufficient time to submit their reports.

Restructuring of Regulations on the Importation of Plants for Planting

We are proposing to restructure our regulations governing the importation of plants for planting. In the proposed structure, restrictions on the importation of specific types of plants for planting would no longer be found in the regulations, but instead would be found in the Plants for Planting Manual. We would change those restrictions after taking public comment through notices published in the Federal Register. As part of this restructuring, we would group together restrictions in the plants for planting regulations that apply to the importation of most or all plants for planting, and we would add general requirements for the development of integrated pest risk management measures that we would use to mitigate the risk associated with the importation of a specific type of plants for planting. We would also amend our foreign quarantine regulations to remove various provisions regarding the importation of specific types of plants for planting that are not currently subject to the general plants for planting regulations; these provisions would also be found in the Plants for Planting Manual. This action would not make any major changes to the restrictions that currently apply to the importation of plants for planting. These changes would make restrictions on the importation of specific types of plants for planting easier for readers to find and less cumbersome for us to change.

In accordance with FSIS's regulations, for calendar year 2013, the dollar limitation for meat and meat food products is being increased from $67,300 to $69,600 and for poultry products from $51,700 to $54,500. FSIS is changing the dollar limitations from calendar year 2012 based on price changes for these products evidenced by the Consumer Price Index.

The Food Safety and Inspection Service (FSIS) and the Food and Drug Administration/Center for Food Safety and Applied Nutrition (FDA/ CFSAN) are holding a public meeting on May 22, 2013, to present the background, approach, scope, and findings of the draft ``Interagency Risk AssessmentL. monocytogenes in Retail Delicatessens.'' The purpose of this draft quantitative risk assessment (QRA) is to evaluate the public health impact of changes in retail delicatessen (deli) practices and potential interventions to reduce or prevent L. monocytogenes contamination in ready-to-eat (RTE) foods that are sliced, prepared, or packaged in retail facilities. FSIS and FDA invite interested individuals, organizations, and other stakeholders to participate in the meeting and to provide comments on the draft QRA.

The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim rule that modified the grade requirements for potatoes handled under the Colorado potato marketing order, Area No. 2. The interim rule relaxed the minimum grade requirement for size B and 1-inch to 1\3/4\-inch diameter round, red- skinned potatoes handled under the marketing order from U.S. No. 1 to U.S. Commercial. This change is expected to facilitate the handling and marketing of the Area No. 2 potato crop, provide producers and handlers with increased returns, and supply consumers with increased potato purchasing options.

The TASC program is administered by personnel of the Foreign Agricultural Service (FAS). The funding authority for TASC expires at the end of fiscal year 2013. This notice is being published at this time to allow awards to be made early in fiscal year 2014, provided that program funding is reauthorized prior to that time.
