The Sand Lick Fork Watershed Restoration Project involves activities to improve water quality and reduce soil loss by plugging abandoned oil wells, removing abandoned flow lines, restoration of stream channels and associated floodplains, and managing/maintaining the many open roads in the Sand Lick Fork area. The project is located on National Forest System Lands in Powell County, Kentucky bounded on the east by Natural Bridge State Resort Park. Includes lands in Sand Lick Fork, Barker Branch, Pot Hollow, and Sand Cave Branch. Project Activities include: Plugging of up to 165 abandoned oil wells, removal of approximately 50 miles of abandoned flow lines used to service the oil wells, restoration of 2.5 miles of stream channel and associated floodplain, decommissioning of 1.1 mile of NFSR 212, conversion of 0.6 miles of Powell County Road 212 to Forest Service maintenance, conversion of 3.1 miles of system roads open to highway legal vehicles to administrative use only (includes sections of NFSRs 212, 212A, 2045, 2120 and the section of county road to be transferred to Forest Service maintenance), conversion of 0.9 miles of system road from administrative use only to closed (includes NFSR 2120B and 2120C), and obliteration of up to 22 miles of unauthorized roads when no longer needed for well-plugging or other proposed activities.

The Office of the Secretary of the Department of Agriculture announces the establishment of the Fiscal Year (FY) 2013 (October 1, 2012-September 30, 2013) in-quota aggregate quantity of the raw, as well as, refined and specialty sugar Tariff-Rate Quotas (TRQ). The FY 2013 raw cane sugar TRQ is established at 1,117,195 metric tons raw value (MTRV). In addition, the in-quota aggregate quantity of the refined and specialty sugar TRQ is established at 117,254 MTRV for certain sugars, syrups, and molasses (collectively referred to as refined sugar) that may be entered during FY 2013. The Office of the Secretary of the Department of Agriculture also announces the establishment of the FY 2013 Overall Allotment Quantity (OAQ) at 9,711,250 short tons, raw value (STRV). As required by the Agricultural Adjustment Act of 1938, as amended, the sugar beet sector was allotted 5,278,064 STRV (54.35 percent of the OAQ), and the cane sugar sector was allotted 4,433,186 STRV (45.65 percent of the OAQ). CCC will distribute the sector allotments among domestic sugar beet and sugarcane processors according to the regulations in 7 CFR part 1435 in a press release before September 30, 2012.

This Request for Proposal (RFP) announces an availability of funds and the timeframe to submit proposals for Farm Labor Housing Technical Assistance (FLH-TA) grants. Section 516(i) of the Housing Act of 1949, as amended (Act), authorizes the Rural Housing Service (RHS) to provide financial assistance (grants) to eligible private and public non-profit agencies to encourage the development of domestic and migrant farm labor housing projects. This RFP requests proposals from qualified private and public non-profit agencies to provide technical assistance to groups who qualify for FLH loans and grants. Work performed under these grants is expected to result in an increased submission of quality applications for FLH loans and grants under the section 514 and 516 programs and as a result an increase in the availability of decent, safe, and sanitary housing for farm laborers.
Guaranteed Rural Rental Housing Low Loan-to-Cost Ratio

The Rural Housing Service announces the low loan-to-cost ratio required for loans guaranteed under Option Three (Continuous Guarantee) of the Guaranteed Rural Rental Housing Program (GRRHP). The GRRHP is authorized by section 538 of the Housing Act of 1949, as amended (42 U.S.C. 1490p-2) and operates under 7 CFR part 3565. The low loan-to- cost ratio is defined at 50 percent in order for a loan to be eligible for a single continuous guarantee for construction and permanent loans pursuant to 7 CFR part 3565.52. The Rural Housing Service is not modifying the lease-up reserves and percent of guarantee previously established for this program.

The Forest Service will prepare an environmental impact statement (EIS) to evaluate and disclose the predicted effects of the East McCloud Plantations Thinning project, which would treat conifer plantations on approximately 9,266 acres to improve forest health and increase resiliency to natural events such as drought, insect and disease infestations and severe wildfire. Treatments would include commercial and non-commercial thinning and hazardous fuels reduction using mechanical and hand methods. Proposed connected actions include road maintenance and reconstruction of National Forest System, new road construction and addition of new roads and selected existing unauthorized routes to the Forest Transportation System to support future management activities. The project is located in Siskiyou and Shasta Counties, California, on the northeast corner of the Shasta- McCloud Management Unit of the Shasta-Trinity National Forest. The project's legal description is: Portions of Township (T.) 39 North (N.), Range (R.) 1-3 East (E.); T. 40 N., R. 2, 3 E.; T. 41 N., R. 2-4 E.; T. 42 N., R. 3, 4 E., MBM. The project area is approximately 18 miles northeast of the town of McCloud, California, and 70 miles northeast of Redding, California.
