The Manti-La Sal National Forest Resource Advisory Committee will meet in Price, Utah. The committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110-343) and in compliance with the Federal Advisory Committee Act. The purpose of the meeting is to hold the first meeting of the newly formed committee.

The Agency published a document in the Federal Register of March 12, 2010 at 75 FR 11836 for the distribution of the remaining available Fiscal Year 2009 program funds under the Advanced Biofuel Payment Program. The March 12, 2010 Notice of Contract Proposal (NOCP) requested advanced biofuels producers determined eligible under the June 12, 2009, NOCP (74 FR 27998) to submit requests for additional payments in order to award the remaining available Fiscal Year 2009 program funds. This Notice opens an application window for certain applicants who were previously ineligible and adjusts the manner in which the Agency will allocate the remaining available Fiscal Year 2009 program funds to recipients.

In accordance with the Privacy Act of 1974, the Department of Agriculture is republishing the Notice of Revision of the Privacy Act Systems of Records published in Federal Register Volume 75, Number 117 (Friday, June 18, 2010), FR Doc No. 2010-14714 to provide the amended Privacy Act Systems of Records document. The document was not published in its entirety. The Colville Resource Advisory Committee will meet in Colville, Washington, for the purpose of evaluating and recommending resource management projects for funding in FY 2011, under the provisions of Title II of the Secure Rural Schools and Community Self- Determination Act of 2008 (Pub. L. 110-343).

In accordance with the Paperwork Reduction Act of 1995, this notice announces the intention of the National Agricultural Statistics Service (NASS) to request revision and extension of a currently approved information collection, the Agricultural Surveys Program. Revision to burden hours may be needed due to changes in the size of the target population, sampling design, and/or questionnaire length.

L. 106-393) the Kootenai National Forest's Lincoln County Resource Advisory Committee will meet on Tuesday, August 17, 2010 at 6 p.m. at the Forest Supervisor's Office in Libby, Montana for a business meeting. The meeting is open to the public.

Pursuant to the provisions of section 10(a)(2) of the Federal Advisory Committee Act (Pub. L. 92-463), notice is hereby given that a meeting of the Advisory Committee on Emerging Markets will be held on September 14, 2010, in Washington, DC. The role of the committee is to provide information and advice, based upon knowledge and expertise of the members, useful to the U.S. Department of Agriculture (USDA) in implementing the Emerging Markets Program. The committee also advises USDA on the involvement of the U.S. private sector in cooperative work with emerging markets in food and rural business systems, and reviews proposals submitted to the Program.

In accordance with the Paperwork Reduction Act of 1995 and Office of Management and Budget (OMB) regulations, this notice announces the Food Safety and Inspection Service's (FSIS) intention to request a revision of a currently approved information collection regarding the procedures for notifying the Agency about new technology because the OMB approval will expire on November 30, 2010, and because FSIS has revised its total annual burden estimate in light of the latest available data.

The Eagle River-Florence Ranger District intends to prepare an environmental impact statement (EIS) to disclose the environmental consequences of proposed land management activities. The Phelps Vegetation and Transportation Management Project area is approximately 53,055 acres in size; about 24,500 acres of this is National Forest System land, 19,100 acres are other ownerships, and 9,020 acres are water. The project area is located in Vilas County, directly south of the Wisconsin-Michigan border, east of State Highway 45, and north of County Highway A, Wisconsin. This provides notice of the Federal Subsistence Board's (Board) in-season management actions for the 2009-10 regulations for taking wildlife. These actions provide exceptions to the regulations currently in effect for Subsistence Management of Public Lands in Alaska. Those regulations established seasons, harvest limits, and methods and means for taking of wildlife for subsistence uses during the 2008-09 and 2009-10 regulatory years.

The Natural Resources Conservation Service (NRCS) published a final rule in the Federal Register of February 12, 2010, amending its regulations for technical service provider (TSP) provisions under the Food Security Act of 1985. This document correctly amends those provisions by expanding the definition Technical Service Provider Assistance, which contained an error in the omission of ``Indian Tribe'' in the definition of Technical Service Provider.

The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces the availability of $15.5 million in Fiscal Year 2010 for competitive grants to assist communities with extremely high energy costs. This grant program is authorized under section 19 of the Rural Electrification Act of 1936 (RE Act) (7 U.S.C. 918a) and program regulations at 7 CFR Part 1709. The grant funds may be used to acquire, construct, extend, upgrade, or otherwise improve energy generation, transmission, or distribution facilities serving communities in which the average residential expenditure for home energy exceeds 275 percent of the national average. Eligible applicants include persons, States, political subdivisions of States, and other entities organized under State law. Federally-recognized Indian Tribes and Tribal entities are eligible applicants. The Eleven Point Resource Advisory Committee will meet in Winona, Missouri. The committee is meeting as authorized under the Secure Rural Schools and Community Self-Determination Act (Pub. L. 110- 343) and in compliance with the Federal Advisory Committee Act. The purpose of the meeting is to initiate review of proposed forest management projects so that recommendations may be made to the Forest Service on which should be funded through Title II of the Secure Rural Schools and Community Self Determination Act of 2000, as amended in 2008.

The purpose of this notice is to notify all interested parties that the Agricultural Marketing Service (AMS) will hold a Fruit and Vegetable Industry Advisory Committee (Committee) meeting that is open to the public. The U.S. Department of Agriculture (USDA) established the Committee to examine the full spectrum of issues faced by the fruit and vegetable industry and to provide suggestions and ideas to the Secretary of Agriculture on how USDA can tailor its programs to meet the fruit and vegetable industry's needs.
