Solicitation of Input From Stakeholders Regarding the Agriculture and Food Research Initiative (AFRI)

In Fiscal Year 2009, the National Institute of Food and Agriculture (NIFA), formerly known as the Cooperative State Research, Education, and Extension Service (CSREES), created a new research, education, and extension program called the Agriculture and Food Research Initiative (AFRI). The AFRI process has been iterative. Pursuant to the requirements of section 7406 of the Food, Conservation, and Energy Act of 2008, beginning in September of 2008 CSREES solicited public comment from persons who use or conduct research, extension, or education regarding the implementing regulation to be developed for this new program. In an effort to improve the quality of the AFRI program, NIFA is again holding a public meeting and soliciting public comments for consideration in the development of the Fiscal Year 2011 AFRI program solicitations. All comments must be received by close of business June 7, 2010, to be considered.

The Emmett Ranger District of the Boise National Forest will prepare an environmental impact statement (EIS) for the integrated restoration project in the Scriver Creek subwatershed. The 11,500-acre project is located approximately 6 miles north of Crouch, Idaho. The Scriver Creek Integrated Restoration Project proposes to undertake vegetation condition restoration, improve watershed conditions, and utilize wood products resulting from restoration activities to support local and regional communities through a variety of activities including commercial and noncommercial vegetation management and road system modifications and maintenance.

Applications will be accepted for biorefineries that produce transportation fuels that meet the Renewable Fuel Standard or are currently undergoing an appeal to the U.S. Environmental Protection Agency for inclusion in the Renewable Fuel Standard, or that produce non-transportation renewable energy that results in a reduction in greenhouse gases. There will only be one application window under this Notice.

Under this Notice, applications will be accepted for Biorefineries that produce transportation fuels that meet the Renewable Fuel Standard or are currently undergoing an appeal to the U.S. Environmental Protection Agency for inclusion in the Renewable Fuel Standard, or that produce non-transportation renewable energy that results in a reduction in greenhouse gases. The Agency will authorize up to $40 million in funding for this program for fiscal year (FY) 2010.

Cotton Research and Promotion Program: Designation of Cotton-Producing States

The Agricultural Marketing Service (AMS) is amending the Cotton Research and Promotion Order (Cotton Order) following a referendum held October 13 through November 10, 2009, in which Upland cotton producers and importers favored the adoption of two amendments to the Cotton Order. The amendments were proposed by AMS to amend the Cotton Order and implement section 14202 of the Food, Conservation, and Energy Act of 2008 (2008 Farm Bill) that amended the Cotton Research and Promotion Act (Cotton Act). The 2008 Farm Bill provided that Kansas, Virginia, and Florida be separate states in the definition of ``cotton-producing state'' effective beginning with the 2008 crop of cotton. In addition, AMS proposed to amend the definition of ``cotton- producing region'' for consistency with the changes to the definition of cotton-producing state.

The Foreign Agricultural Service (FAS) is withdrawing the proposed rule published at 70 FR 3150 on January 21, 2005, to implement Chapter 17 of the Harmonized Tariff Schedule of the United States (HTS), Additional U.S. Note 6, which authorizes entry of raw cane sugar under subheading 1701.11.20 of the HTS for the production of polyhydric alcohols, except polyhydric alcohols for use as a substitute for sugar in human food consumption, or to be refined and re-exported in refined form or in sugar-containing products, or to be substituted for domestically produced raw cane sugar that has been or will be exported. The proposed rule would have revised the current regulation at 7 CFR part 1530.

The final rule entitled, Food Stamp Program: Eligibility and Certification Provisions of the Farm Security and Rural Investment Act of 2002, was published on January 29, 2010. This final rule implemented 11 provisions of the Farm Security and Rural Investment Act of 2002 (FSRIA), which established new eligibility and certification requirements for the receipt of food stamps. Those provisions simplified program administration, allowed States greater flexibility, and provided enhanced access to eligible populations. The Food, Conservation, and Energy Act of 2008 changed the program name from Food Stamp Program to Supplemental Nutrition Assistance Program (SNAP). The Office of Management and Budget (OMB) cleared the associated information collection requirements on March 26, 2010. This document announces approval of the ICR.

We are adopting as a final rule, without change, an interim rule that amended the noxious weed regulations by adding Old World climbing fern (Lygodium microphyllum (Cavanilles) R. Brown) and maidenhair creeper (Lygodium flexuosum (Linnaeus) Swartz) to the list of terrestrial noxious weeds. This action is necessary to prevent the artificial spread of these noxious weeds within and into the United States.

The study is now available (see link below) and identifies high conservation value areas, the impacts of land use change on the natural resources, and conservation strategies in the Connecticut and Pennsylvania portions of the Connecticut, New York, New Jersey, and Pennsylvania Highlands Region. Public comment is being sought on the results of the update to better inform potential consumers of the study results.
