Notice of Funding Availability (NOFA) for the Small, Socially-Disadvantaged Producer Grant Program in Fiscal Year 2009
The Rural Business-Cooperative Service announces the availability of approximately $1.463 million in competitive grant funds for fiscal year (FY) 2009 for cooperatives or associations of cooperatives to assist small, socially-disadvantaged agricultural producers. USDA Rural Development Cooperative Programs hereby requests proposals from eligible cooperatives and associations of cooperatives for a competitively awarded grant to fund technical assistance to small, socially-disadvantaged agricultural producers in rural areas. The maximum award per grant is $175,000.

Advisory Committee Meeting
Pursuant to the Federal Advisory Committee Act, this constitutes notice of the upcoming meeting of the Grain Inspection, Packers and Stockyards Administration (GIPSA) Grain Inspection Advisory Committee (Advisory Committee). The Advisory Committee meets twice annually to advise the GIPSA Administrator on the programs and services that GIPSA delivers under the U.S. Grain Standards Act. Recommendations by the Advisory Committee help GIPSA better meet the needs of its customers who operate in a dynamic and changing marketplace.
United States Standards for Rough Rice, Brown Rice for Processing, and Milled Rice
We are proposing to revise the U.S. Standards for Rough Rice, Brown Rice for Processing, and Milled Rice, to change the requirement that certain information currently provided on the grade line of official certificates for Mixed rice be moved to the Results section of the inspection certificate. These proposed changes enhance the use of the inspection certificate and, as a result, will help to facilitate the marketing of Mixed rice.
Basin Electric Power Cooperative, Inc.: Notice of Availability of an Environmental Assessment
Notice is hereby given that the Rural Utilities Service (RUS) is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by Basin Electric Power Cooperative, Inc. (Basin), of Bismarck, North Dakota. The proposal includes the construction and operation of a wind turbine generation facility referred to as the Prairie Winds-ND1 Project consisting of a 77-turbine, 115 megawatt (MW) facility at a site near Minot, North Dakota.
Notice of New Fee Site; Federal Lands Recreation Enhancement Act, (Title VIII, Pub. L. 108-447)
The Sequoia National Forest is proposing to charge a $175, $200, and $250 per night fee for the overnight rental of three cabins located on newly acquired National Forest System lands known as Upper Grouse Valley in the Giant Sequoia National Monument. These three cabins have not been available for public recreation use prior to this date. Rentals of other cabins on the Sequoia National Forest have shown that people appreciate and enjoy the availability of rental cabins. Funds from these rentals will be used for the continued operation and maintenance of the cabins and improvements. If there are excess funds, they will be used to improve the quality of the experience for visitors to the Giant Sequoia Monument. Improvements considered would include the development of interpretive opportunities, trails, and conservation programs focusing on bringing underrepresented youth to the Monument.
Grand Mesa, Uncompahgre and Gunnison National Forests Norwood Ranger District; Alta Town-site Road and Utilities Access, “Alta Access Project,” Hinsdale County, CO
A application for access to the town-site of Alta, Colorado under Alaska National Interest Lands Conservation Act (ANILCA) has been submitted for approval. The Forest Service (USFS) will prepare an Environmental Impact Statement (EIS) to assess and disclose the environmental effects of improved road and utilities access to the private inholdings at Alta, Colorado.

Designation in the Northeast Texas Region
Central Illinois Grain Inspection, Inc. (Central Illinois), d/ b/a Lone Star Grain Inspection in Texas, has requested that the Grain Inspection, Packers and Stockyards Administration (GIPSA) amend its designation to remove the northeast Texas region from its assigned geographic area. GIPSA is amending Central Illinois' designation and is designating Gulf Country Inspection Service, Inc. (Gulf Country) to provide official services in the northeast Texas area.
Forest Service
Pursuant to authorities in the Federal Advisory Committee Act (Law 92-463) and Public Law 110-343, enacted on October 3, 2008, reauthorizing and amending the Secure Rural Schools and Community Self Determination Act of 2000 (Pub. L. 106-393), the Black Hills National Forest Custer County Resource Advisory Committee will meet on Wednesday, June 24, 2009 in Custer, South Dakota. The meeting is open to the public.
United States Standards for Whole Dry Peas and Split Peas
The Department of Agriculture's (USDA) Grain Inspection, Packers and Stockyards Administration (GIPSA) is revising the US Standards for Whole Dry Peas and Split Peas to amend the general definitions, ``Whole Dry Peas'' and ``Split Peas,'' and the following specific definitions: ``Smooth Green Dry Peas,'' ``Smooth Yellow Dry Peas,'' ``Wrinkled Dry Peas,'' ``Green Split Peas'' and ``Yellow Split Peas.'' In addition, GIPSA is modifying the classification term and associated definitions, ``Winter Dry Peas'' and ``Winter Split Peas.'' These changes will help facilitate the marketing of new winter pea variety releases and help ensure the purity of class for ``Whole Dry Peas'' and ``Split Peas.''

Plan Revision for the Kooentai National Forest, Montana and the Idaho Panhandle National Forests, Idaho
The USDA, Forest Service is resuming preparation of the Kootenai and Idaho Panhandle National Forests revised land management plans as directed by the National Forest Management Act (NFMA). The Kootenai and Idaho Panhandle National Forests comprise the Kootenai and Idaho Panhandle Planning Zone (KIPZ). Preparation of the revised plan was halted when the 2005 Forest Service planning rule was enjoined. A new planning rule (36 CFR part 219) took effect on April 21, 2008, allowing the planning process to be resumed. This notice marks the resumption of the Kootenai and Idaho Panhandle National Forests plan revision process under the new planning rule.

Office of the Assistant Secretary for Civil Rights; Notice of Intent To Seek Approval of a New Information Collection; Correction
The Office of the Assistant Secretary for Civil Rights, U.S. Department of Agriculture published a document in the Federal Register of May 13, 2009, concerning request for comments on the notice of intent to seek approval of a new information collection. The published document requires clarification on what demographic information is being collected from the public and the method used to collect that data. The collection of information has been narrowed to focus only on race, ethnicity, and gender and will not include national origin, age, or disability. Further, the information collection process will not include a tear-off form as stated in the May 13, 2009, document.

Black Hills National Forest Advisory Board
The Department of Agriculture is proposing to renew the charter of the Black Hills National Forest Advisory Board (the Board) to obtain advice and recommendations on a broad range of forest issues such as forest plan revisions or amendments, travel management, forest monitoring and evaluation, recreation fees, and site-specific projects having forest-wide implications.
Almonds Grown in California; Revision of Outgoing Quality Control Requirements
This rule revises the outgoing quality control regulations issued under the California almond marketing order (order). The order regulates the handling of almonds grown in California and is administered locally by the Almond Board of California (Board). This rule revises the term ``validation'' under the Salmonella bacteria (Salmonella) treatment program by specifying that validation data must be both submitted to and accepted by the Board's Technical Expert Review Panel (TERP) for all treatment equipment prior to its use under this program. This will help ensure that all treatment equipment meets a 4-log reduction of Salmonella in almonds.
Nectarines and Peaches Grown in California; Decreased Assessment Rates
This rule decreases the assessment rates established for the Nectarine Administrative Committee and the Peach Commodity Committee (Committees) for the 2009-10 and subsequent fiscal periods. The Nectarine Administrative Committee (NAC) program decreased its assessment rate from $0.06 to $0.0175 per 25-pound container or container equivalent of nectarines handled. The Peach Commodity Committee (PCC) program decreased its assessment rate from $0.06 to $0.0025 per 25-pound container or container equivalent of peaches handled. The Committees locally administer the marketing orders which regulate the handling of nectarines and peaches grown in California. Assessments upon nectarine and peach handlers are used by the Committees to fund reasonable and necessary expenses of the programs. The fiscal periods run from March 1 through the last day of February. The assessment rates will remain in effect indefinitely unless modified, suspended, or terminated.

Notice of Lincoln County Resource Advisory Committee Meeting
Pursuant to the authorities in the Federal Advisory Committee Act (Pub. L. 92-463) and under the Secure Rural Schools and Community Self-Determination Act of 2000 (Pub. L. 106-393) the Kootenai National Forest's Lincoln County Resource Advisory Committee will meet on Wednesday, June 17, 2009 at 6 p.m. at the Forest Supervisor's Office in Libby, Montana for a business meeting. The meeting is open to the public.
Notice of New Fee Site; Federal Lands Recreation Enhancement Act (Title VIII, Pub. L. 108-447)
The Kaibab National Forest proposes to begin charging a new fee for the daily rental of Hull Cabin, located one mile south of the Grand Canyon on the Tusayan Ranger District. The new fee will consist of a summer rate of $110.00 per day without water/$140.00 per day with water, and a winter rate of $75.00 per day without water. Hull Cabin is listed on the National Register of Historic Places and is the oldest surviving historic cabin near the Grand Canyon's south rim. Initially the cabin will be available for overnight use with a maximum capacity of six people. Management of the cabin may expand to include use as a group site and/or development of equestrian facilities. Other cabin rentals within the Arizona National Forests have shown that the public appreciates and enjoys the availability of historic rental facilities. Funds from the rental will be used for the continued operation and maintenance of Hull Cabin and other properties in the Arizona Cabin Rental Program.
Proposed Amendment of Rogue River, Umpqua and Winema National Forest (NF) Land and Resource Management Plans for the Pacific Connector Gas Pipeline
The USDA Forest Service is proposing to amend the Land and Resource Management Plans (LRMP) of the Rogue River (administered as the Rogue River-Siskiyou NF), Umpqua, and Winema (administered as the Fremont-Winema NF) National Forests to make provision for the proposed Pacific Connector Gas Pipeline (PCGP). The Federal Energy Regulatory Commission (FERC) is the lead agency for the environmental analysis of the construction and operation of the proposed natural gas pipeline (FERC Docket No. CP07-441-000). The FERC has prepared an environmental impact statement (EIS) that discusses the environmental impacts that could result from the construction and operation of the PCGP. FERC issued the FEIS for the PCGP on May 1, 2009.

Notice of Availability of an Evaluation of the Highly Pathogenic Avian Influenza Subtype H5N1 Status of Hungary
We are advising the public that the Animal and Plant Health Inspection Service has prepared an evaluation of the animal health status of two counties (B[aacute]cs-Kiskun and Csongr[aacute]d) in Hungary relative to the H5N1 subtype of highly pathogenic avian influenza (HPAI). The evaluation presents our assessment of the HPAI H5N1 detection, control, and eradication measures in place in those two counties in Hungary during outbreaks of HPAI H5N1 in 2006 and 2007. If, after the close of the comment period, APHIS can identify no additional risk factors that would indicate that domestic poultry in these two counties continue to be affected with HPAI H5N1, we would conclude that the importation of live birds, poultry carcasses, parts of carcasses, and eggs (other than hatching eggs) of poultry, game birds, or other birds from B[aacute]cs-Kiskun and Csongr[aacute]d Counties in Hungary presents a low risk of introducing HPAI H5N1 into the United States.
Common Crop Insurance Regulations, Basic Provisions
The Federal Crop Insurance Corporation (FCIC) amends the Common Crop Insurance Regulations, Basic Provisions to revise enterprise unit provisions to protect the program from potential abuse as a result of the increased premium subsidies for enterprise and whole farm units provided by the Food, Conservation, and Energy Act of 2008 (2008 Farm Bill).
Notice of Request for a New Information Collection (Be Food Safe Campaign Pilot Surveys)
In accordance with the Paperwork Reduction Act of 1995 and the Office of Management and Budget (OMB) regulations, the Food Safety and Inspection Service (FSIS) is announcing its intention to request a new information collection concerning surveys of consumers to assess the effectiveness of the Be Food Safe campaign mass media advertising pilot.
Conservation Practice Technical Assistance
Section 1242(h) of the Food Security Act of 1985, as amended by the Food, Conservation, and Energy Act of 2008 (2008 Act), requires that the Natural Resources Conservation Service (NRCS): (1) Review conservation practice standards, including engineering design specifications, in effect on June 18, 2008; (2) ensure the completeness and relevance of the standards to local agricultural, forestry, and natural resource needs including specialty crops, native and managed pollinators, bioenergy crop production, forestry, and other such needs as determined by the Secretary; and (3) ensure, to the maximum extent practicable, that the standards provide for the optimal balance between meeting site-specific conservation needs and minimizing risks of design failure and associated costs of construction and installation. NRCS conducted an internal review of the conservation practice standards and met with various stakeholder groups, as required by section 1242(h)(2), to obtain their input about how to improve the completeness and relevance of the standards. NRCS is hereby notifying the public of the results of the preliminary review and requests comments from the public about how to improve the conservation practice standards to meet the goals and objectives of Section 1242(h) of the Food Security Act of 1985, as amended.

We are advising the public that the Animal and Plant Health Inspection Service has prepared an evaluation of the animal health status of Saxony, Germany, relative to the H5N1 subtype of highly pathogenic avian influenza (HPAI). The evaluation presents our assessment of the HPAI H5N1 detection, control, and eradication measures in place in Saxony, Germany, during an outbreak of HPAI in 2008, as well as our assessment of the present status of Saxony, Germany, with respect to HPAI subtype H5N1. Notice of Contract Proposal (NOCP) for Payments to Eligible Advanced Biofuel Producers
This Notice announces the intention of the U.S. Department of Agriculture to enter into Contracts to make payments to Eligible Advanced Biofuel Producers to support and ensure an expanding production of Advanced Biofuels. This program is authorized under Title IX, Section 9001, of the Food, Conservation, and Energy Act of 2008 (Pub. L. 110-234). In addition, this program is intended to support Federal policy calling for greater production and use of Advanced Biofuels. The Agency will authorize up to $30 million in funding for this program for fiscal year (FY) 2009.
Notice of Funding Availability (NOFA) for Repowering Assistance Payments to Eligible Biorefineries
This Notice announces the intention of the USDA (``the Agency'') to make payments to eligible biorefineries to encourage the use of renewable biomass as a replacement fuel source for fossil fuels used to provide process heat or power in the operation of these eligible biorefineries. This program is authorized under Title IX, Section 9001, of the Food, Conservation, and Energy Act of 2008 (Pub. L. 110-246).
