Imported Fire Ant; Additions to the List of Quarantined Areas

We are adopting as a final rule, without change, an interim rule that amended the imported fire ant regulations by designating as quarantined areas all or portions of 2 counties in Arkansas, 3 in North Carolina, and 3 in Tennessee, by expanding the quarantined area in 1 county in Arkansas and 15 in Tennessee, and by designating the entire State of South Carolina as a quarantined area. The interim rule was necessary to prevent the artificial spread of imported fire ant to noninfested areas of the United States. As a result of the interim rule, the interstate movement of regulated articles from those quarantined areas is restricted.

The Rural Business-Cooperative Service, an Agency within the Rural Development mission area, announces the availability of grants of up to $50,000 per application from the Rural Business Opportunity Grant (RBOG) program for fiscal year (FY) 2008, to be competitively awarded. For multi-state projects, grant funds of up to $150,000 will be available on a competitive basis. These limits do not apply to specific funding as discussed below.

This Notice announces the availability of approximately $33.077 million of loan funds under the Rural Economic Development Loan and Grant (REDLG) program for fiscal year (FY) 2008. This notice is being issued to allow applicants sufficient time to leverage financing, submit applications, and give the Agency time to process applications within the current fiscal year. The Agency will publish a subsequent notice identifying the amount of funding received for grants, if any, and the final maximum dollar amount for grant awards. The awards made as a result of this notice are effective for loans made during the fiscal year beginning October 1, 2007, and ending September 30, 2008. REDLG loans and grants are to assist in economically developing rural areas.

Giant Sequoia National Monument Management Plan EIS

The Department of Agriculture, Forest Service is preparing an environmental impact statement (EIS) to establish management direction for the land and resources within the Giant Sequoia National Monument (GSNM) created by Presidential Proclamation on april 15, 2000. The Forest Service, as the responsible agency, proposes to amend the Sequoia National Forest Land and Resource Management Plan (FLMP) to provide for the protection of the objects of interest identified in the Proclamation.
