The establishment of the Committee was recommended by a 1985 report of the National Academy of Sciences Committee on Food Protection, Subcommittee on Microbiological Criteria, ``An Evaluation of the Role of Microbiological Criteria for Foods.'' Subsistence Management Regulations for Public Lands in Alaska; Federal Subsistence Regional Advisory Council Membership

This notice solicits written comments and suggestions on the membership qualifications for Federal Subsistence Regional Advisory Councils established under Subsistence Management Regulations. The Federal Advisory Committee Act (FACA) requires that advisory councils be constituted with a balanced membership. The current Federal regulations set a goal of 70 percent subsistence users to 30 percent sport and commercial users on the Federal Subsistence Regional Advisory Councils. This notice is the first step in an administrative action with respect to that regulation, made necessary because of an order entered by the U.S. District Court for Alaska. Because the U.S. District Court has enjoined application of the current 70/30 percent goal after 2006, it is necessary to give further reconsideration to alternative methods for assuring balance in membership for Regional Advisory Councils in time to make any decision applicable to the 2007 appointments. Therefore, no extension of the review deadline will be granted.
Asian Longhorned Beetle; Additions to Quarantined Areas

We are proposing to remove vapor heat treatment as an approved treatment for bell pepper, eggplant, Italian squash, and tomato moved interstate from Hawaii. This action is necessary because these four commodities can serve as hosts for the solanum fruit fly, which has been detected in Hawaii. Vapor heat treatment is not an approved treatment for that pest. We are also proposing to provide for the use of irradiation as an approved treatment for all Capsicum spp. (peppers) and Curcurbita spp. (squash) moved interstate from Hawaii. This action would relieve unnecessary restrictions on the interstate movement of peppers and squash and allow a greater variety of Capsicum spp. and Curcurbita spp. to be moved interstate from Hawaii.

The Chugach National Forest will begin charging fees for a group campsite, cabins, individual campsites, and a backcountry permit for the Whistle Stop project area. Fees for other group campsites, cabins, and individual campsites on the Chugach National Forest have shown that the public values the availability of these facilities. In addition, market research conducted for the Whistle Stop project shows that people understand the need for backcountry permits given the remote nature of the area. Fees will be commensurate with the benefits and services provided. Funds received from the fees will be used for the continued operation and maintenance of the facilities and enhanced services of the area.

The U.S. Department of Agriculture (USDA) is proposing to amend the guidelines for designating biobased products for Federal procurement, to add 10 sections to designate the following 10 items within which biobased products would be afforded Federal procurement preference, as provided for under section 9002 of the Farm Security and Rural Investment Act of 2002: Bath and tile cleaners; clothing products; concrete and asphalt release fluids; cutting, drilling, and tapping oils; de-icers; durable films; firearm lubricants; floor strippers; laundry products; and wood and concrete sealers. USDA also is proposing minimum biobased content for each of these items. Once USDA designates an item, procuring agencies are required generally to purchase biobased products within these designated items where the purchase price of the procurement item exceeds $10,000 or where the quantity of such items or the functionally equivalent items purchased over the preceding fiscal year equaled $10,000 or more.

The Agricultural Marketing Service's Continuance Referendum shows that cultivated blueberry producers and importers favor the continuation of the Blueberry Promotion, Research, and Information Order (Order). The Continuance Referendum was held from August 1, 2006, through August 22, 2006. The Department of Agriculture (Department) will continue the Order if it is favored by a majority of producers and importers voting, who also represent a majority of the volume of blueberries represented in the referendum. The results of the continuance referendum shows 86.9% (293) of producers and importers, who also represent 93.9% (100,685,843 pounds) of the volume of blueberries represented in the referendum, favor the continuance of the Order.

The Food Safety and Inspection Service (FSIS) is publishing this notice to inform federally-inspected meat and poultry establishments that the Agency has determined that, under certain circumstances, the installation of a satellite dish on establishment premises by the Agency is essential to the efficient conduct of inspection. FSIS is also advising these establishments that, where these circumstances exist, FSIS expects that the establishments will provide space on their premises for FSIS to install a satellite dish. Because the use of information technology has become an integral part of FSIS' inspection process, FSIS has determined that inspection personnel must have reliable, high-speed Internet access to more efficiently and effectively perform their duties. The Agency intends to use satellite technology to provide high-speed Internet access to inspection personnel in approximately 2000 establishments nationwide.

The Rural Housing Service, an Agency under USDA Rural Development, is proposing to amend its regulations to change the due date of the annual guarantee fee. The annual fee is a non-refundable amount that the lender must pay each year that the loan guarantee remains in effect. Currently, the Finance Office in St. Louis calculates annual fees manually since the borrower submissions of December 31 year-end financial information are not loaded into their automated systems by January 1, when annual fees are due. The Finance Office has requested that the annual fee due date be changed from January 1 to February 28 to allow their automated systems to be uploaded with December 31 year-end information thus enabling them to automate the annual fee calculation process.

This rule relaxes the container marking requirements for kiwifruit covered under the California kiwifruit marketing order (order). The order regulates the handling of kiwifruit grown in California and is administered locally by the Kiwifruit Administrative Committee (Committee). Currently, kiwifruit that has been inspected, meets applicable grade and size requirements, and is subsequently placed into new containers must, be positive lot identified, which requires reinspection. This rule establishes procedures for handlers to ship such kiwifruit without positive lot identification (PLI), and announces the Agricultural Marketing Service's intention to request emergency approval by the Office of Management and Budget (OMB) of a new information collection. This rule is intended to reduce handler inspection costs and facilitate the marketing of kiwifruit.
Pine Shoot Beetle; Additions to Quarantined Areas

We are amending the pine shoot beetle regulations by adding counties in Illinois, Indiana, Iowa, New Jersey, New York, and Ohio to the list of quarantined areas. In addition, we are designating the States of Massachusetts, Michigan, Minnesota, and Pennsylvania, in their entirety, as quarantined areas based on their decision not to enforce intrastrate movement restrictions. Finally, we are adding the States of Connecticut and Rhode Island, in their entirety, to the list of quarantined areas based on projections of the natural spread of pine shoot beetle that make it reasonable to believe that the pest is present in those States. This action is necessary to prevent the spread of pine shoot beetle, a pest of pine trees, into noninfested areas of the United States.

The Department of Agriculture (USDA) is adopting, as a final rule, without change, an interim final rule changing the reporting and assessment requirements under the marketing order for Vidalia onions grown in Georgia (order). The order regulates the handling of Vidalia onions grown in Georgia and is administered locally by the Vidalia Onion Committee (Committee). This rule continues in effect the action that changed the reporting requirements for handlers from filing weekly shipment reports to monthly reporting. It also continues in effect a change in when assessments are due and how delinquent assessments are handled. These changes are expected to benefit handlers without negatively affecting program compliance.

AMS is revising the standards to include provisions for certifying and grading broccoli crowns and florets. Specific size requirements for broccoli crowns and florets are being established. Additionally, the size requirements for the U.S. Fancy grade are being revised to provide minimum and maximum lengths for broccoli bunches ``unless otherwise specified.'' AMS is also revising the size specification section to allow percentages to be determined ``by weight,'' as well as ``by count,'' when fairly uniform in size. AMS is adding a definition for fairly uniform and definitions for the terms florets and crowns and revising the definition for diameter. AMS is defining and adding ``same type'' to the requirements for each of the grades. AMS is eliminating the unclassified category. Additionally, AMS is revising the title of the standards to United States Standards for Grades of Italian Sprouting Broccoli as the standards will now apply to multiple forms of broccoli. These changes are made to update the broccoli grade standards and better reflect current marketing practices.

The Eastern Washington Cascades Provincial Advisory Committee and the Yakima Provincial Advisory Committee will meet on the following dates: October 16, October 24, November 8, November 17, and December 6, 2006. All of these meetings (except the November 17 meeting) will be held at the Okanogan and Wenatchee National Forests Headquarters office, 215 Melody Lane, Wenatchee, WA. The meeting on November 17 will be held at Chelan County Fire District 1, 206 Easy Street, Wenatchee, WA. These meetings will begin at 9:30 a.m. and continue until 3 p.m. During these meetings Provincial Advisory Committee members will continue the collaboration process on forest plan issues relating to the preparation of a revised forest plan for the Okanogan and Wenatchee National Forests. The Bureau of Land Management (BLM) and the United States Forest Service (USFS) announce a change of meeting location for the December 2, 2006 scheduled meeting of the Santa Rosa and San Jacinto Mountains National Monument Advisory Committee (hereinafter referred to as ``MAC''). The meeting is scheduled to begin at 9 a.m. at the Mountain Station of the Palm Springs Aerial Tramway, One Tramway Road, Palm Springs, California 92262. A special FREE Tram, leaving promptly at 8:45 a.m., is being provided for all MAC members, the media and members of the public interested in attending and speaking during the Public Comment period. The focus of MAC meetings is implementation of the Santa Rosa and San Jacinto Mountains National Monument Management Plan. Members of the public and the media are encouraged to attend and participate in MAC meetings. The Public Comment period begins at 11 a.m. A sign-up sheet for speakers will be available at the entrance of the meeting room on the day of the meeting. Speakers are requested to hold their comments to five minutes. Speakers may provide a written copy of their remarks and any additional remarks for inclusion in the meeting minutes.
