The Snohomish County Resource Advisory Committee (RAC) has scheduled two upcoming meetings at the Snohomish County Administration Building, 3000 Rockefeller Ave., Everett, Wa. 98201. The first meeting will be Tuesday, April 26, 2005 in the Willis Tucker Conference Room, 3rd floor, beginning at 9 a.m. and ending about 4 p.m. The second meeting, if needed, will be Tuesday, May 3, 2005 in the Willis Tucker Conference Room, 3rd floor, beginning at 10 a.m. and ending about 4 p.m. The agenda items to be covered are Background on the Secure Rural Schools and Community Self-Determination Act of 2000, the orientation of new members and the review and recommendation of Title II projects for FY 2006. All Snohomish County Resource Advisory Committee meetings are open to the public. Interested citizens are encouraged to attend. The Snohomish County Resource Advisory Committee advises Snohomish County on projects, reviews projects proposals, and makes recommendations to the Forest Supervisor for projects to be funded by Title II dollars. The Snohomish County Resource Advisory Committee was established to carryout the requirements of the Secure Rural Schools and Community Self-Determination Act of 2000.

In accordance with Forest Service Environmental Policy and Procedures handbook 1909.15, part 21.2Revision of Notices of Intent, we are revising the date that the Draft Environmental Impact Statement is expected to be filed with the Environmental Protection Agency and be available for public review and comment to November 30, 2005. Subsequently, the date the final EIS is scheduled to be completed is revised to be May 1, 2006.

Following approval at the 27th Session of the Codex Alimentarius Commission (from June 28 to July 3, 2004) to establish the Task Force, under the chairmanship of Japan, Codex agreed to solicit comments on the work that the Task Force ought to undertake and on the priorities for this new work.

The Agricultural Marketing Service (AMS) is proposing to establish a separate user-fee schedule for the Quality Systems Verification Programs (QSVP) and expand the scope of the QSVP to include all agricultural products and services within the responsibility of the Livestock and Seed (LS) Program. A new Part 62 would be established for QSVP services. QVSP are a collection of voluntary, audit-based, user-fee programs authorized under the Agricultural Marketing Act of 1946. QSVP facilitate the global marketing and trade of agricultural products; provide consumers the opportunity to distinguish specific characteristics involved in the production and processing of agricultural products; and ensure that product consistently meets program requirements.

The Rural Business-Cooperative Service (RBS) proposes to amend its regulation for the Business and Industry (B&I) Guaranteed Loans by modifying the regulations regarding personal and corporate guarantors. This action will standardize the guarantor process. The Agency will create a guarantor form which will be used to obtain the personal or corporate guarantee of anyone owning greater than 20 percent interest in the borrower. The effect of this rule is to allow the Agency to use all remedies available to pursue collection from guarantors, including offset under the Debt Collection Improvement Act.

This is a revision of a Notice of Intent originally published in the Federal Register on August 4, 2004. This revision also hereby withdraws another Notice of Intent, originally published in the Federal Register on August 31, 2004, and incorporates that project into this one. The original Notice of August 4, 2004 for the ``Forest-Wide Integrated Weed Management'' project stated the Forest Service would prepare an environmental impact statement to address noxious weeds on a maximum of 15,000 acres per year on the Lolo National Forest, using aerial and ground application of herbicides, biological and manual control methods. The Notice of August 31, 2004 for the ``Pattee Canyon Weed Management Project'' stated the Forest Service would prepare an environmental impact statement to control invasive weeds on approximately 2,500 acres of land near Missoula, Montana, using aerial and ground applications of herbicides, biological control agents, and revegetation. This revision withdraws the ``Pattee Canyon Weed Management Project'' as a separate project, and combines it into the ``Forest-Wide Integrated Weed Management'' project. The reason for the change is to make the analysis more efficient, because the ``Pattee Canyon Weed Management Project'' area is wholly within the ``Forest-Wide Integrated Weed Management'' project area, because the proposed weed management methods and aims are the same for both projects, and because undertaking two analyses would be less efficient. The issues identified in the August 31, 2004 Federal Register Notice for the ``Pattee Canyon Weed Management Project'' included the effectiveness of the proposed treatments, potential risks to human health and safety associated with herbicides, and the potential adverse effects of herbicides on native vegetation. The August 4, 2004 Federal Register Notice for the ``Forest-Wide Integrated Weed Management'' project did not list any specific issues. However, based on public scoping, the issues identified for the ``Pattee Canyon Weed Management Project'' apply to the ``Forest-Wide Integrated Weed Management'' project as well. The public comments received for the ``Pattee Canyon Weed Management Project'' will be incorporated into the ``Forest-Wide Integrated Weed Management'' project. The August 4, 2004 Federal Register Notice is hereby amended to include them. The August 4, 2004 Notice is further amended to also include the following additional issues: 1. Recognizing that invasive weeds are spreading rapidly in Western Montana, what effect will invasive weeds have on wildlife and native plant communities? 2. What potential adverse effects might herbicides have on wildlife, fish and water quality?

Notice is hereby given that the Rural Utilities Service (RUS), an agency delivering the U.S. Department of Agriculture's Rural Development Utilities Programs, pursuant to the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321 et seq.), the Council on Environmental Quality (CEQ) Regulations for implementing NEPA (40 CFR Parts 1500-1508), and RUS Environmental Policies and Procedures (7 CFR Part 1794) proposes to hold two scoping meetings and prepare an Environmental Assessment (EA) for its Federal action related to a project proposed by Great River Energy (GRE) of Elk River, Minnesota. The project consists of constructing a natural gas-fired simple cycle, combustion turbine power generation facility in Cambridge Township in Isanti County, Minnesota. An alternative location for the plant is also being proposed for consideration and comment. The alternative site location is at GRE's Elk River headquarters in Sherburne County, Minnesota. Total electrical output from the facility is expected to range from 150 megawatts (MW) to 190 MW depending upon operating conditions. Construction of the project at the proposed Cambridge site would necessitate upgrading approximately 47 miles of existing 69-kilovolt (kV) transmission lines to the latest design standards. Construction at the alternative Elk River site would necessitate upgrading approximately 27 miles of existing 69-kV. The Rural Utilities Service (RUS), an agency delivering the U. S. Department of Agriculture's Rural Development Utilities Programs, is amending its regulations to revise the definition for ``eligible rural community'' as it relates to the rural access broadband loans and loan guarantees program. In the final rule section of this Federal Register, RUS is publishing this action as a direct final rule without prior proposal because RUS views this as a non-controversial action and anticipates no adverse comments. If no adverse comments are received in response to the direct final rule, no further action will be taken on this proposed rule and the action will become effective at the time specified in the direct final rule. If RUS receives adverse comments, a timely document will be published withdrawing the direct final rule and all public comments received will be addressed in a subsequent final rule based on this action.

This rule provides regulations for the Tobacco Transition Payment Program (TTPP), as required by Title VI of the American Jobs Creation Act of 2004 (the 2004 Act), ending the tobacco marketing quota and price support loan programs. The TTPP will provide payments over a ten-year period to quota holders and producers of quota tobacco to help them make the transition from the federally-regulated program. This rule also removes from the Code of Federal Regulations obsolete tobacco program provisions at 7 CFR parts 723 and 1464.

This notice presents the Record of Decision (ROD) regarding the Natural Resources Conservation Service (NRCS) implementation of revisions to the Emergency Watershed Protection (EWP) Program to allow NRCS to more effectively and efficiently meet EWP statutory requirements and improve the effectiveness of agency responses to sudden watershed impairments caused by natural disasters. NRCS prepared a Final Programmatic Environmental Impact Statement (FPEIS) for EWP Program changes and published the FPEIS on the NRCS Web site. A Notice of Availability (NOA) of the EWP FPEIS was published in the Federal Register on December 30, 2004 and all agencies and persons on the FPEIS distribution list were notified individually as well. Printed and CD- ROM versions of the FPEIS were made available and delivered to all those who requested. This Decision Notice summarizes the environmental, social, and economic impacts of the EWP Program alternatives identified in the FPEIS that were considered in making this decision, and explains why NRCS selected the Preferred AlternativeEWP Program Improvement and Expansion (Alternative 4) for improving the EWP Program. The information collection involves the use of a web-based pre-screening tool for the general public to use to determine potential eligibility for Food Stamp Program benefits. A new component of this tool collects survey data about the usability of the tool. Some data provided by the users will be captured and retained for analytical purposes. No personal identifiers such as last names, social security numbers, birthdates, etc. will be collected or retained.

We are amending the regulations concerning overtime services provided by employees of the Agency's Plant Protection and Quarantine (PPQ) and Veterinary Services (VS) programs by adding or amending commuted traveltime allowances for travel between certain locations in Texas, New Mexico, and Mexico. Commuted traveltime allowances are the periods of time required for PPQ or VS employees to travel from their dispatch points and return there from the places where they perform Sunday, holiday, or other overtime duty. The Government charges a fee for certain overtime services provided by PPQ and VS employees and, under certain circumstances, the fee may include the cost of commuted traveltime. This action is necessary to inform the public of commuted traveltime for these locations.

The USDA, Forest Service, will prepare an environmental impact statement (EIS) on a proposed action to maintain and restore forest health conditions within the 160,000-acre planning area known as Five Buttes Interface. The planning area is located approximately 50 miles south of Bend, Oregon, south of Wickiup Reservoir, east of the Cascade Crest, and west of State Highway 97. The area is a combination of public lands (90%), managed by the Deschutes National Forest, and private lands (10%). The alternatives will include the proposed action, no action, and additional alternatives that respond to issues generated through the scoping process. The agency will give notice of the full environmental analysis and decision making process so interested and affected people may participate and contribute to the final decision.

The USDA, Forest Service, will prepare an environmental impact statement (EIS) on a proposed action to address forest health and hazardous fuels concerns within the 14,800 acre planning area known as the BLT Vegetation Project. The planning area is located in the Upper Little Deschutes Watershed, which includes the upper reaches of the Little Deschutes River; it is located in T.25-26 S, R. 6\1/2\E; T. 25- 26 S, R. 7E; T. 24S, R. 8 E. The alternatives will include the proposed action, no action, and additional alternatives that respond to issues generated through the scoping process. The agency will give notice of the full environmental analysis and decision making process so interested and affected people may participate and contribute to the final decision.
Irish Potatoes Grown in Washington; Increased Assessment Rate

This rule would increase the assessment rate established for the State of Washington Potato Committee (Committee) for the 2005-2006 and subsequent fiscal periods from $0.002 to $0.0035 per hundredweight of potatoes handled. The Committee locally administers the marketing order which regulates the handling of Irish potatoes grown in Washington. Authorization to assess potato handlers enables the Committee to incur expenses that are reasonable and necessary to administer the program. The fiscal period begins July 1 and ends June 30. The assessment rate would remain in effect indefinitely unless modified, suspended, or terminated.
Ketchikan Misty Fiords Ranger District; Tongass National Forest; Alaska; Traitors Cove Timber Sale Environmental Impact Statement

The U.S. Department of Agriculture, Forest Service will prepare an Environmental Impact Statement (EIS) to harvest timber in the Traitors Cove area of northern Revillagigedo Island on the Ketchikan Misty Fiords Ranger District, Tongass National Forest. This environmental impact statement combines the project areas from three formerly proposed timber harvest projects. These projects were scoped under the Francis Cove Timber Sale, SW Neets Timber Sale, and Rockfish Timber Sale projects. A determination was made that there was a possibility of significant cumulative effects on these project areas and therefore a decision was made to prepare an EIS. The proposed action would harvest about 16 million board feet (MMBF) of timber on approximately 1000 acres. The project would construct about eight miles of road.
