The Forest Service has issued twelve (12) interim directives to Forest Service Manuals 1330, 1900, and 1920 and Forest Service Handbook 1909.12 establishing procedures and responsibilities for implementing the National Forest land management planning regulation set out at 36 CFR part 219. The planning regulation was published in the Federal Register on January 5, 2005 (70 FR 1023). The intended effect of issuance of these IDs is to provide consistent overall guidance to Forest Service line officers and agency employees in developing, amending, or revising land management plans for units of the National Forest System. Public comment is invited and will be considered in developing final directives.

The Federal Grain Inspection Service (FGIS), of the Grain Inspection, Packers and Stockyards Administration (GIPSA), is proposing to increase fees assessed to delegated States and designated official agencies, hereafter known as official agencies, authorized by GIPSA to provide official inspection and weighing services to the U.S. grain industry. The increase in fees is necessary to collect sufficient revenue to cover the current and future cost of supervising the performance of the official agencies. Current supervision fees are charged to official agencies on a unit basis and represent an average rate of approximately 0.8 cent per metric ton of grain inspected or weighed by the official agencies. The proposed supervision fee increases the rate to a 1.1 cents per metric ton charge. Official agencies include the cost of GIPSA's supervision fee as part of the fee they charge their customers for grain services. The current average cost for services provided by official agencies is 21 cents per metric ton. Increasing the supervision fee by approximately 0.3 cent per metric ton should minimally increase the total cost of inspection and weighing services to the grain industry.

This final rule establishes regulations for seasons, harvest limits, methods, and means related to taking of fish and shellfish for subsistence uses during the 2005-06 regulatory year. The rulemaking is necessary because Subpart D is subject to an annual public review cycle. This rulemaking replaces the fish and shellfish taking regulations included in the ``Subsistence Management Regulations for Public Lands in Alaska, Subpart C and Subpart D2004 Subsistence Taking of Fish and Wildlife Regulations,'' which expire on March 31, 2005. This rule also amends the Customary and Traditional Use Determinations of the Federal Subsistence Board (Section .24 of Subpart C).

The USDA, Forest Service, will prepare an environmental impact statement (EIS) on a proposed action to improve forest health conditions within the 46,175-acre Kelsey planning area. An analysis was initiated to assess tree density and hazardous fuels and associated forest related concerns of wildfire, insect infestations, and disease pathogens. Methods that would be used to reduce tree density and hazardous fuels are: Non-commercial and commercial thinning, mechanical shrub treatment, and prescribed burning. The planning area is located adjacent to the southern urban growth boundary of Bend, Oregon, east and adjacent to the Deschutes River and the community of Sunriver, north of Forest Road 9720, and west of Forest Road 1810. The planning area is a combination of public lands (99%), managed by the Deschutes National Forest, and private lands (1%). The alternatives will include the proposed action, no action, and additional alternatives that respond to issues generated through the scoping process. The agency will give notice of the full environmental analysis and decision-making process so interested and affected public may participate and contribute to the final decision.

We are withdrawing a proposed rule to amend the Virus-Serum- Toxin Act regulations concerning Standard Requirements for Bovine Virus Diarrhea Vaccine, Killed Virus, and Bovine Rhinotracheitis Vaccine, Killed Virus. The proposed rule would have required vaccines to elicit specific antibody titer that is at least 80 percent of the geometric mean antibody titer obtained in the vaccinates in the host animal protection study to pass the potency test. We are taking this action after considering the comments we received following the publication of the proposed rule.

The Rural Business-Cooperative Service hereby announces the maximum dollar amount on loan and grant awards under the Rural Economic Development Loan and Grant (REDLG) program for fiscal year (FY) 2005. The maximum dollar award on zero-interest loans for FY 2005 is $740,000. The maximum dollar award on grants for FY 2005 is $300,000. The maximum loan and grant awards stated in this notice are effective for loans and grants made during the fiscal year beginning October 1, 2004, and ending September 30, 2005. REDLG loans and grants are available to Rural Utilities Service electric and telephone utilities to assist in developing rural areas from an economic standpoint.

Termination of Designation of the State of North Dakota With Respect to the Inspection of Poultry Products

The Food Safety and Inspection Service (FSIS) is proposing to amend the poultry products inspection regulations by terminating the designation of the State of North Dakota under sections 1 through 4, 6 through 10, 11(b), 11(c), and 12 through 22 of the Poultry Products Inspection Act (PPIA). The Commissioner of Agriculture of the State of North Dakota has advised this Department that effective November 8, 2004, the State will be in a position to administer a State poultry inspection program that includes requirements that are at least equal to those imposed under the Federal poultry products inspection program for poultry and poultry products distributed in interstate commerce.
