On April 8, 2015, the Department of Commerce (``the Department'') published the preliminary results of the administrative review of the antidumping duty on frontseating service valves from the People's Republic of China (``PRC'').\1\ The period of review is April 1, 2013, through April 28, 2014. The review covers one exporter of the subject merchandise, Zhejiang Sanhua Co., Ltd. (``Sanhua''). We find that Sanhua made no sales in the United States at prices below normal value. None of the interested parties submitted case or rebuttal briefs. Therefore, we made no changes to our margin calculations for Sanhua. The final weighted-average dumping margin for this review is listed below in the section entitled ``Final Results of the Review.''

On April 1, 2015, the United States Court of International Trade (the Court) issued Toscelik II,\1\ which sustained the Final Remand Results \2\ that the Department of Commerce (the Department) issued in connection with Toscelik I, concerning the Department's final results of administrative review of the countervailing duty order on circular welded carbon steel pipes and tubes from Turkey covering the period of review January 1, 2011, through December 31, 2011 (POR).\3\ At issue were benefits that Toscelik Profil ve Sac Endustrisi AS (Toscelik) received in connection with land that Toscelik acquired from the Government of Turkey in 2008 and 2010. In the Final Remand Results, the Department restored the benchmark originally calculated for the 2008 land subsidy in the 2010 CVD Review \4\ and further explained aspects of the benchmark used to value the 2010 land subsidy. In addition, pursuant to a voluntary remand request, the Department examined and corrected, as necessary, duplication errors in the dataset used to calculate the land benchmark.\5\

On May 1, 2015, the Department of Commerce (the ``Department'') initiated the first five-year (``sunset'') review of the antidumping duty order on prestressed concrete steel wire strand (``PC strand'') from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (the ``Act'').\1\ As a result of this sunset review, the Department finds that revocation of the antidumping duty order on PC strand from the PRC would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

On May 11, 2015, the Department received a timely request for a new shipper review (NSR) from Jinxiang Huameng Imp & Exp Co. (Huameng), in accordance with section 751(a)(2)(B)(i) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.214(c). On May 22, 2015 Department issued a letter to Huameng requesting that it correct certain deficiencies in its initial request.\1\ On July 6, 2015, Huameng submitted a timely response to the Department's request.\2\ The Department of Commerce (Department) has determined that the request for a NSR of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) meets the statutory and regulatory requirements for initiation. The period of review (POR) is November 1, 2014, through April 30, 2015.

On June 16, 2015, the United States Court of International Trade (``CIT'') issued its final judgment vacating its decision in Peer Bearing Co.Changshan v. United States, 853 F. Supp. 2d 1365 (CIT 2013) (``CPZ II''), and re-instating the Department of Commerce's (the ``Department'') first redetermination issued on remand (``First Remand Redetermination'') \1\ with respect to the Department's final results of the 2006-2007 antidumping duty administrative review of tapered roller bearings and parts thereof, finished and unfinished from the People's Republic of China.\2\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's amended final results of review \3\ and is amending the Amended Final Results of review with respect to the margin determined for Peer Bearing CompanyChangshan (``CPZ''), an exporter and producer of subject merchandise.

On January 9, 2015, the Department of Commerce (``the Department'') published the preliminary results of a new shipper review (``NSR'') and the second administrative review (``AR'') of the antidumping duty (``AD'') order on multilayered wood flooring (``MLWF'') from the People's Republic of China (``the PRC''), in accordance with sections 751(a)(1)(B) and 751(a)(2)(B) of the Tariff Act of 1930, as amended (``the Act'').\1\ The period of review (``POR'') for the AR and NSR is December 1, 2012, through November 30, 2013. The NSR covers one producer/exporter of subject merchandise: Linyi Anying Wood Co., Ltd., (``Anying'').\2\ The AR covers 69 companies. The mandatory respondents in this review are: (1) Dalian Dajen Wood Co., Ltd. (``Dajen'') and (2) Jiangsu Senmao Bamboo and Wood Products Co., Ltd. (``Senmao''). We invited interested parties to comment on our NSR Preliminary Results and Preliminary Results. No parties commented on the NSR Preliminary Results. Accordingly, we continue to find that Anying has not made sales of subject merchandise at less than normal value. For the AR, we received comments from interested parties. Based on our analysis of the comments received, we made changes to the margin calculations for the final results of the AD AR. The final dumping margins are listed below in the ``Final Results'' section of this notice.
Steel Wire Garment Hangers From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014

The Department of Commerce (the ``Department'') is conducting the sixth administrative review of the antidumping duty order on steel wire garment hangers from the People's Republic of China (``PRC'').\1\ The Department individually reviewed two respondents, Shanghai Wells,\2\ and Ningbo Dasheng Hanger Ind. Co., Ltd., (``Ningbo Dasheng''). The Department preliminarily determines that Shanghai Wells sold subject merchandise in the United States at prices below normal value during the period of review (``POR''), October 1, 2013, through September 30, 2014, and that Ningbo Dasheng is not eligible for a separate and, therefore, is considered part of the PRC-wide entity.\3\ If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. We invite interested parties to comment on these preliminary results.
