Purified Carboxymethylcellulose From the Netherlands: Initiation and Preliminary Results of Changed Circumstances Review and Intent to Revoke the Antidumping Duty Order
In response to a request by Ashland Specialty Ingredients, G.P. (Ashland), the Department of Commerce (the Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on purified carboxymethylcellulose (CMC) from the Netherlands. Based on the information received, we preliminarily intend to revoke the Netherlands Order.\1\ Interested parties are invited to comment on these preliminary results.

The Department of Commerce (``the Department'') has received a timely request for a new shipper review (``NSR'') of the antidumping duty (``AD'') order on calcium hypochlorite from the People's Republic of China (``PRC''). Purified Carboxymethylcellulose From Finland: Final Results of Changed Circumstances Review and Revocation of the Antidumping Duty Order
On July 8, 2015, the Department of Commerce (the Department) published its initiation and preliminary results \1\ of a changed circumstances review (CCR), preliminarily determining to revoke the antidumping duty (AD) Order \2\ on purified carboxymethylcellulose (CMC) from Finland. We invited interested parties to comment on the Preliminary Results. We received no comments. Thus, we make no changes to our preliminary determination in these final results of changed circumstances review and hereby revoke the Order in toto.
Boltless Steel Shelving Units Prepackaged for Sale From the People's Republic of China: Final Determination of Sales at Less Than Fair Value

The Department of Commerce (``Department'') published the Preliminary Determination of the countervailing duty (``CVD'') investigation of boltless steel shelving units prepackaged for sale (``boltless steel shelves'') from the People's Republic of China (``PRC'') on January 30, 2015.\1\ The Department determines that countervailable subsidies are being provided to producers and exporters of boltless steel shelves from the PRC. Aluminum Extrusions From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Scope Ruling and Notice of Amended Final Scope Ruling Pursuant to Court Decision
On July 22, 2015, the United States Court of International Trade (CIT or Court) sustained the Department of Commerce's (Department's) final results of redetermination,\1\ in which the Department determined that certain Quick-Connect frames and Quick- Connect handles imported by Rubbermaid Commercial Products LLC (Rubbermaid) meet the description of excluded finished merchandise, and that certain mopping kits imported by Rubbermaid meet the description of excluded finished goods kits, and are therefore not covered by the scope of the Orders,\2\ pursuant to the CIT's remand order in Rubbermaid Commercial Products LLC v. United States, Court No. 11- 00463, Slip Op. 14-113 (CIT September 23, 2014) (Rubbermaid I).
Hand Trucks and Certain Parts Thereof From the People's Republic of China: Continuation of Antidumping Duty Order

Multilayered Wood Flooring From the People's Republic of China: Correction to Final Results and Partial Rescission of Countervailing Duty Administrative Review; 2012
On July 14, 2015, the Department of Commerce (Department) published in the Federal Register its notice of final results and partial rescission for the countervailing duty administrative review of multilayered wood flooring (wood flooring) from the People's Republic of China (PRC) for the period of review January 1, 2012, through December 31, 2012.\1\ The net countervailable subsidy rate for one producer under review, Linyi Youyou Wood Co., Ltd., an affiliate of Shanghai Lizhong Wood Products Co., Ltd. (also known as The Lizhong Wood Industry Limited Company of Shanghai), was inadvertently omitted from the notice. Therefore, this company should be included in the listing of producers and/or exporters under review and its net subsidy rate is as follows:

Certain Woven Electric Blankets From the People's Republic of China: Final Results of Sunset Review and Revocation of Antidumping Duty Order
On July 1, 2015, the Department of Commerce (``the Department'') initiated the first sunset review of the antidumping duty order on certain woven electric blankets from the People's Republic of China (``PRC'').\1\ Because no domestic interested party filed a notice of intent to participate in response to the Initiation Notice by the applicable deadline, the Department is revoking the antidumping duty order on certain woven electric blankets from the PRC.

S.R.L. (PAP SRL) is the successor-in-interest to P.A.P. SNC Di Pazienza G. B. & C. (PAP SNC). On August 4, 2015, the U.S. Trade Representative (USTR) instructed the Department of Commerce (Department) to implement its determinations under section 129 of the Uruguay Round Agreements Act (URAA) regarding the antidumping duty (AD) investigations on certain coated paper suitable for high-quality print graphics using sheet-fed presses from the People's Republic of China (PRC); seamless carbon and alloy steel standard, line, and pressure pipe from the PRC; high pressure steel cylinders from the PRC; multilayered wood flooring from the PRC; certain crystalline silicon photovoltaic cells, whether or not assembled into modules, from the PRC; and utility scale wind towers from the PRC; and regarding the AD administrative review of citric acid and citrate salts from the PRC, which renders them not inconsistent with the World Trade Organization (WTO) dispute settlement findings in the Appellate Body report on United States Countervailing and Anti- dumping Measures on Certain Products from China, WT/DS449/AB/R (July 7, 2014), and the panel report, as modified by the Appellate Body report, WT/DS449/R (March 27, 2014), adopted by the WTO Dispute Settlement Body on July 22, 2014 (DS 449). The Department issued its final determinations in these section 129 proceedings between July 14, 2015, and July 31, 2015.\1\ The Department is now implementing these final determinations.
Drawn Stainless Steel Sinks From the People's Republic of China: Rescission of Countervailing Duty Administrative Review; 2014
The Department of Commerce (the Department) is rescinding the administrative review of the countervailing duty order on drawn stainless steel sinks (sinks) from the People's Republic of China (PRC) for the period of review (POR) January 1, 2014, through December 31, 2014, based on the timely withdrawal of requests for review.
Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, From the People's Republic of China: Initiation of Antidumping Duty Changed Circumstances Review
The Timken Company (the petitioner) has filed a request for the Department of Commerce (the Department) to initiate a changed circumstances review of the antidumping duty order on tapered roller bearings (TRBs) and parts thereof from the People's Republic of China (PRC). The petitioner alleges that Shanghai General Bearing Co., Ltd. (SGBC/SKF), a PRC TRBs producer previously revoked from the antidumping duty order, has resumed sales at prices below normal value (NV). Therefore, the petitioner requests that the Department conduct a review to determine whether to reinstate the antidumping duty order with respect to SGBC/SKF. In accordance with section 751(b) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216(b), the Department finds the information submitted by the petitioner sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on TRBs from the PRC with respect to SGBC/SKF. The period of review (POR) is June 1, 2014, through May 31, 2015. In this changed circumstances review, we will determine whether SGBC/SKF sold TRBs at less than NV subsequent to its revocation from the order. If we determine in this changed circumstances review that SGBC/SKF sold TRBs at less than NV and resumed dumping, effective on the date of publication of our final results, we will direct U.S. Customs and Border Protection (CBP) to suspend liquidation of all entries of TRBs manufactured and exported by SGBC/SKF.

Cyber Security Business Development Mission to Japan, South Korea, and Taiwan; May 16-24, 2016
The United States Department of Commerce, International Trade Administration (ITA), is organizing an Executive-led Cyber-security Business Development Mission to Japan, South Korea and Taiwan. The purpose of the mission is to introduce U.S. firms and trade associations to East Asia's information and communication technology (ICT) security and critical infrastructure protection markets and to assist U.S. companies to find business partners and export their products and services to the region. The mission is intended to include representatives from U.S. companies and U.S. trade associations with members that provide cyber-security and critical infrastructure protection products and services. The mission will visit Japan, South Korea and Taiwan where U.S. firms will have access to business development opportunities across East Asia. Participating firms will gain market insights, make industry contacts, solidify business strategies, and advance specific projects, with the goal of increasing U.S. exports of products and services to East Asia. The mission will include customized one-on-one business appointments with pre-screened potential buyers, agents, distributors and joint venture partners; meetings with state and local government officials and industry leaders; and networking events. The mission will help participating firms and trade associations to gain market insights, make industry contacts, solidify business strategies, and advance specific projects, with the goal of increasing U.S. exports to Japan, South Korea and Taiwan. By participating in an official U.S. industry delegation, rather than traveling to Japan, South Korea and Taiwan on their own, U.S. companies will enhance their ability to secure meetings in those countries and gain greater exposure to the region.
Polyethylene Terephthalate Film, Sheet and Strip From Brazil: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
In response to requests from DuPont Teijin Films, Mitsubishi Polyester Film, Inc., and SKC, Inc. (collectively, Petitioners), the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on polyethylene terephthalate film, sheet and strip (PET film) from Brazil.\1\ On February 6, 2015, the Department published, in the Federal Register, a notice of revocation of the antidumping duty order on PET film from Brazil, effective November 10, 2013.\2\ Accordingly, this administrative review covers Terphane Ltda. and Terphane Inc. (collectively, Terphane) for the period of review (POR) November 1, 2013, through November 9, 2013. As we currently have no evidence of any reviewable entries, shipments or sales of subject PET film by Terphane during the POR, we are issuing a preliminary no shipment determination.\3\
Polyethylene Terephthalate Film, Sheet, and Strip From the People's Republic of China: Preliminary Results of Antidumping Administrative Review; 2013-2014
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip (``PET film'') from the People's Republic of China (``PRC'') for the period of review (``POR'') November 1, 2013, through October 31, 2014. This review covers four PRC companies.\1\ The Department is rescinding the review with respect to Fuwei Films (Shandong) Co., Ltd. (``Fuwei Films''), Sichuan Dongfang Insulating Material Co., Ltd. (``Dongfang''), and Tianjin Wanhua Co., Ltd. (``Wanhua''). Further, the Department preliminarily finds that Shaoxing Xiangyu Green Packing Co., Ltd. (``Green Packing'') is part of the PRC-wide entity.
Wooden Bedroom Furniture From the People's Republic of China: Preliminary Results of Changed Circumstances Review, and Intent To Revoke Antidumping Duty Order in Part
On February 13, 2015, the Department of Commerce (the ``Department'') received a request for revocation, in part, of the antidumping duty (``AD'') order on wooden bedroom furniture from the People's Republic of China (``PRC'') \1\ with respect to jewelry armoires that have at least one front door. We preliminarily determine that the producers accounting for substantially all of the production of the domestic like product to which the Order pertains lack interest in the relief provided by the Order with respect to jewelry armoires that have at least one front door as described below. Accordingly, we intend to revoke, in part, the Order as to imports of jewelry armoires with at least one front door. The Department invites interested parties to comment on these preliminary results.
Certain Cut-to-Length Carbon Steel Plate From the People's Republic of China: Preliminary Results of Antidumping Administrative Review and Preliminary Determination of No Shipments; 2013-2014
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain cut-to- length carbon steel plate (``CTL plate'') from the People's Republic of China (``PRC'') for the period of review (``POR'') November 1, 2013, through October 31, 2014. This review covers six PRC companies.\1\ The Department preliminarily finds that five of the six companies under review have not demonstrated their eligibility for separate rate status, and are part of the PRC-wide entity. The Department preliminarily finds that one of the companies under review made no shipments of subject merchandise during the POR.
Seamless Refined Copper Pipe and Tube From Mexico: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on seamless refined copper pipe and tube from Mexico.\1\ The review covers one producer/ exporter of the subject merchandise, GD Affiliates S. de R.L. de C.V. (Golden Dragon).\2\ The period of review (POR) is November 1, 2013, through October 31, 2014. We preliminarily found that sales of subject merchandise have not been made at prices below normal value. Interested parties are invited to comment on these preliminary results.
Certain Passenger Vehicle and Light Truck Tires From the People's Republic of China: Amended Final Affirmative Antidumping Duty Determination and Antidumping Duty Order; and Amended Final Affirmative Countervailing Duty Determination and Countervailing Duty Order
Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (the ITC), the Department is issuing antidumping duty (AD) and countervailing duty (CVD) orders on certain passenger vehicle and light truck tires (passenger tires) from the People's Republic of China (the PRC). Also, as explained in this notice, the Department is amending its final affirmative CVD determination to correct the rate assigned to Shandong Yongsheng Rubber Group Co., Ltd. (Yongsheng). In addition, the Department is amending the final affirmative AD determination to correct the rate assigned to the GITI companies \1\ and to the separate rate companies.
Certain Pasta From Italy: Preliminary Results of Countervailing Duty Administrative Review, Rescission in Part, and Preliminary Intent To Rescind in Part; 2013
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on certain pasta (pasta) from Italy. The period of review (POR) is January 1, 2013, through December 31, 2013. We preliminarily find that DeMatteis Agroalimentare S.p.A. (DeMatteis) (also known as, DeMatteis Agroalimentare SpA) and La Molisana S.p.A. received countervailable subsidies during the POR. We are rescinding the review with respect to Industria Alimentare Filiberto Bianconi 1947 S.p.A. (Bianconi) and Delverde Industrie Alimentari S.p.A. (Delverde), as both companies timely withdrew their requests for review. For reasons discussed below, the Department preliminarily intends to rescind the review, in part, with respect to La Molisana Industrie Alimentari S.p.A. (LMIA). Interested parties are invited to comment on these preliminary results.
Cased Pencils From the People's Republic of China: Initiation of Antidumping Duty New Shipper Review
On May 29, 2015, the Department of Commerce (the Department) received a timely request for a new shipper review (NSR) from Wah Yuen Stationery Co. Ltd. (Wah Yuen), in accordance with section 751(a)(2)(B)(i) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.214(c).\1\ On June 22, 2015, the Department issued a letter to Wah Yuen requesting that it correct certain deficiencies in its initial request.\2\ On June 29, 2015, Wah Yuen submitted a timely response to the Department's request.\3\ The Department has determined that the request for a new shipper review of the antidumping duty order on cased pencils from the People's Republic of China (PRC) meets the statutory and regulatory requirements for initiation. Thus, we are initiating a new shipper review.
Polyethylene Terephthalate Film, Sheet, and Strip From the United Arab Emirates: Negative Final Determination of Circumvention of the Antidumping Duty Order
On May 7, 2015, the Department of Commerce (the Department) published the negative preliminary determination of circumvention of the antidumping duty order \1\ on polyethylene terephthalate film, sheet, and strip (PET film) from the United Arab Emirates (UAE).\2\ We continue to determine that imports of PET film produced by JBF Bahrain S.P.C. (JBF Bahrain) in the Kingdom of Bahrain (Bahrain) are not circumventing the Order, pursuant to section 781(b) of the Tariff Act of 1930, as amended (the Act) and 19 CFR 351.225(h).
Xanthan Gum From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2013-2014
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on xanthan gum from the People's Republic of China (``PRC''). The period of review (``POR'') is July 19, 2013, through June 30, 2014.\1\ The Department initiated this review with respect to eight companies, two of which have been collapsed with a mandatory respondent. The two collapsed mandatory respondents are: Deosen Biochemical Ltd./Deosen Biochemical (Ordos) Ltd. (``Deosen'') and Neimenggu Fufeng Biotechnologies Co., Ltd. (aka Inner Mongolia Fufeng Biotechnologies Co., Ltd.)/Shandong Fufeng Fermentation Co., Ltd./Xinjiang Fufeng Biotechnologies Co., Ltd. (``Fufeng''). The Department preliminarily finds that the mandatory respondent Deosen sold subject merchandise in the United States at prices below normal value (``NV'') during the POR, but that Fufeng did not. Interested parties are invited to comment on these preliminary results.
Certain Pasta From Italy: Preliminary Results of Antidumping Duty Administrative Review; 2013-2014
In response to requests from interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain pasta (pasta) from Italy,\1\ covering the period July 1, 2013, through June 30, 2014. The initiation of the instant review \2\ covered six companies, and we have partially rescinded the review with respect to two companies, as discussed below.\3\ Thus, this review covers four companies: The mandatory respondents, La Molisana S.p.A. (La Molisana) and Rummo S.p.A. Molino e Pastificio (the Rummo Group),\4\ and Pastificio Andalini S.p.A. (Andalini) and Delverde Industrie Alimentari S.p.A. (Delverde), which were not selected for individual examination. We preliminarily determine that La Molisana and the Rummo Group made sales of subject merchandise at less than normal value during the period of review (POR). Interested parties are invited to comment on these preliminary results.
Chloropicrin From the People's Republic of China: Final Results of the Expedited Sunset Review of the Antidumping Duty Order
On April 1, 2015, the Department of Commerce (``the Department'') initiated a sunset review of the antidumping duty order on chloropicrin from the People's Republic of China (``PRC'') \1\ pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). Based on the notice of intent to participate and adequate response filed by the domestic interested parties, and the lack of response from any respondent interested party, the Department conducted an expedited sunset review of the Order pursuant. As a result of this sunset review, the Department finds that revocation of the Order would likely lead to continuation or recurrence of dumping, at the levels indicated in the ``Final Results of Sunset Review''' section of this notice.
Carbazole Violet Pigment 23 From India: Final Results of Expedited Second Sunset Review of the Countervailing Duty Order
The Department of Commerce finds that revocation of the countervailing duty (CVD) order on carbazole violet pigment 23 (CVP-23) from India would be likely to lead to continuation or recurrence of a countervailable subsidy at the levels indicated in the ``Final Results of Sunset Review'' section of this notice.
