The Corporation for National and Community Service (operating as AmeriCorps) is finalizing updates to its regulations to reflect current position titles and roles, define the statutory phrase ``direct cost of supporting volunteers,'' revise provisions that no longer reflect AmeriCorps' practice, and make technical changes. The position titles must be updated because VISTA now operates through Regional Administrators, rather than State Program Directors. The statutory phrase interpretation is necessary because under its authorizing statute, AmeriCorps may not provide a non-competitive grant for the ``direct cost of supporting volunteers'' to projects less than one year old. This final rule defines the phrase to include those funds paid directly for the support of individuals serving in the VISTA program, such as living allowances, travel reimbursements, and end-of-service benefits, but not funds paid for the support of the VISTA sponsor organization. This change would make VISTA projects more accessible to organizations in underserved communities that may not have otherwise been able to secure the resources to devote a supervisor or certain administrative costs to a new project.

In accordance with the Privacy Act of 1974, as amended, the Office of External Affairs of the Corporation for National and Community Service (operating as AmeriCorps) proposes to establish a new system of records titled ``CNCS-05-OEA-SNPE Social Network and Public Engagement System of Records.'' This system of records allows AmeriCorps to maintain information that individuals share voluntarily with AmeriCorps when they engage in activities promoted by AmeriCorps or interact with AmeriCorps via social networks channels. It also allows AmeriCorps to retain individuals' user account information, when login is required for access to the services provided by AmeriCorps' websites.

The Corporation for National and Community Service (CNCS), which operates as AmeriCorps, is proposing a rule to provide general information to the public about its structure and purpose, as required by the Administrative Procedure Act. While AmeriCorps already provides information about its organizational structure on its public-facing website (americorps.gov), this rule would comply with the statutory requirement that specifically requires agencies to publish in the Federal Register their descriptions of organization. This rule will also increase transparency regarding AmeriCorps' operations by mapping out its existing program regulations, thereby providing an overview of the Agency's programs.
