Revisions to Safety Standard for Toddler Beds
In February 2017, the U.S. Consumer Product Safety Commission (CPSC) published an update to the consumer product safety standard for toddler beds. The standard incorporated by reference the applicable ASTM voluntary standard. ASTM has since published two revised versions of the voluntary standard for toddler beds. We are publishing this direct final rule revising the CPSC's mandatory standard for toddler beds to incorporate by reference, the most recent version of the applicable ASTM standard.
Revisions to Safety Standards for Non-Full-Size Baby Cribs and Play Yards
The U.S. Consumer Product Safety Commission (CPSC) previously published consumer product safety standards for non-full-size baby cribs (NFS cribs) and play yards under section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA). The standards incorporated by reference the ASTM voluntary standard for NFS cribs and play yards, with modifications. ASTM recently revised the voluntary standard for NFS cribs and play yards. The CPSIA provides a process for when a voluntary standards organization updates a standard that the Commission incorporated by reference in a section 104 rule. Consistent with that process, this direct final rule revises the mandatory standards for NFS cribs and play yards to incorporate by reference the updated version of the ASTM standard.
Resubmission of Petition Requesting Approval of Vacuum Diffusion Technology as an “Other System” Under the Virginia Graeme Baker Pool and Spa Safety Act
The U.S. Consumer Product Safety Commission (CPSC) received a resubmitted petition from PSD Industries, LLC (petitioner, or PSD Industries), requesting that the Commission approve Vacuum Diffusion Technology (VDT) as an ``Other System'' under the Virginia Graeme Baker Pool and Spa Safety Act (VGB Act). The CPSC invites written comments concerning this petition.
Children's Toys and Child Care Articles: Determinations Regarding ASTM F963 Elements and Phthalates for Unfinished Manufactured Fibers
The Consumer Product Safety Commission (CPSC) is proposing a rule to determine that certain unfinished manufactured fibers would not contain the ASTM F963 elements or specified phthalates that exceed the limits set forth under the CPSC's statutes and regulations for children's toys and child care articles. Based on these proposed determinations, the specified unfinished manufactured fibers would not be required to have third party testing for compliance with the requirements of the ASTM F963 elements or phthalates for children's toys and child care articles.
Collection of Information; Proposed Extension of Approval; Comment Request-Publicly Available Consumer Product Safety Information Database
As required by the Paperwork Reduction Act of 1995 (PRA), the Consumer Product Safety Commission (CPSC) requests comments on a proposed extension of approval of a collection of information for the Publicly Available Consumer Product Safety Information Database. The CPSC will consider all comments received in response to this notice before requesting an extension of approval of this collection of information from the Office of Management and Budget (OMB).
Collection of Information; Proposed Extension of Approval; Comment Request-Follow-Up Activities for Product-Related Injuries Including NEISS
As required by the Paperwork Reduction Act of 1995, the Consumer Product Safety Commission (CPSC) requests comments on a proposed extension of approval for an information collection to obtain data on consumer product-related injuries, and follow-up activities for product-related injuries. The Office of Management and Budget (OMB) previously approved the collection of information under OMB Control No. 3041-0029. CPSC will consider all comments received in response to this notice before requesting an extension of approval of this collection of information from OMB.
