The Coast Guard is establishing a regulated navigation area (RNA) across the entire width of the Galveston Channel in the vicinity of Sector Field Office (SFO) Galveston, Texas. This RNA will require vessels to navigate at no wake speeds within this area. Vessel transits at greater than minimum safe speed and causing wake in this area will be prohibited unless specifically authorized by the Captain of the Port Houston-Galveston or a designated representative. This RNA is needed to protect the Coast Guard SFO Galveston assets, break wall, and piers from further damage associated with excessive wake and to protect ongoing base construction.

These security zones are necessary to help ensure the security of the vessels from sabotage or other subversive acts during Seafair Fleet Week and will do so by prohibiting any person or vessel from entering or remaining in the security zones unless authorized by the COTP, Puget Sound or Designated Representative.

The New Orleans Captain of the Port (COTP), under the authority of the Ports and Waterways Safety Act, has established a safety zone requiring no wake on the Mississippi River Gulf Outlet (MRGO) at Mile 42 extending the entire width of the MRGO 500 yards above and 500 yards below the response staging area. This safety zone is necessary to protect personnel and vessels at the response staging area at Shell Beach in Hopedale, LA in response to the DEEPWATER HORIZON oil spill. Vessels must travel at a safe speed and distance to maintain a no wake zone in this area.

In the Federal Register published on June 8, 2010, the Coast Guard placed the Interim Rule for the Regulated Navigation Area; Gulf Intracoastal Waterway, Inner Harbor Navigation Canal, Harvey Canal, Algiers Canal, New Orleans, LA into the Code of Federal Regulations. That publication contained an error in the DATES section, stating an incorrect May 21, 2010 effective date. This error does not impact the Interim Rule's correct May 24, 2010 effective date because the rule is to be enforced only 24 hours in advance of, and during the duration of specified predicted weather conditions. In fact, the conditions to enforce this rule between the published effective date and the correct effective date did not occur. But, this error may cause confusion among members of the public.

We request your comments on environmental concerns related to a new bridge over the Manatee River in Manatee County, Florida. This includes suggesting analyses, methodologies and possible sources of data or information related to a new bridge. The Coast Guard will hold a public scoping meeting for citizens to provide oral and written comments relating to the proposed Fort Hamer Bridge and the preparation of an EIS. This meeting will be open to the public.

The Coast Guard is establishing a temporary safety zone for all waters of the Illinois River, Mile 119.7 to 120.3, extending the entire width of the river. This safety zone is needed to protect persons and vessels from safety hazards associated with a high speed boat race occurring on a portion of the Illinois River. Entry into this zone is prohibited unless specifically authorized by the Captain of the Port Upper Mississippi River or a designated representative.
