The Coast Guard is establishing a temporary safety zone on Lake Huron, Mackinaw City, MI. This zone is intended to restrict vessels from a portion of Lake Huron during the Mackinac Bridge 50th Anniversary Celebration July 28, 2007 fireworks display. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.

The Coast Guard announces the availability of a Navigation and Vessel Inspection Circular (NVIC) 03-07 ``Guidance for the Implementation of the Transportation Worker Identification Credential Program in the Maritime Sector''.

The Coast Guard is revising a temporary regulation published June 15, 2007, that establishes security zones in the vicinity of San Francisco Pier 30/32 and McCovey Cove on the navigable waters of the San Francisco Bay for the 2007 Major League Baseball All-Star Game and related events. The purpose of this revision is to clarify the location of the two security zones and the process for seeking permission to enter these zones. These regulated areas are necessary to provide security for participants, spectators, and the general public during this high profile event. The security zones will prohibit all persons and vessels from entering, transiting through, or anchoring within portions of the San Francisco Bay surrounding Pier 30/32 and McCovey Cove, unless authorized by the Captain of the Port (COTP) or his designated representative.

This notice announces a teleconference of the Towing Safety Advisory Committee (TSAC). The purpose of the teleconference is for TSAC to discuss and prepare recommendations for the Coast Guard concerning its Notice of Proposed Rulemaking (NPRM) on the Transportation Worker Identification Credential (TWIC) Biometric Reader Requirements.

The Coast Guard seeks applications for membership in the Gulf of Mexico Area Maritime Security Committee (GOMAMSC). The Committee assists the Captain of the Port/Federal Maritime Security Coordinator (Commander, Eighth Coast Guard District) for the portion of the Gulf of Mexico that is within the Eighth Coast Guard District and outside of state waters in developing, reviewing, exercising, and updating the Area Maritime Security Plan.

This zone is intended to restrict vessels from a portion of Lake Erie during the Fairview Picnic fireworks display on July 1, 2007. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.

The Commander, First Coast Guard District, has issued a temporary deviation from the regulation governing the operation of the Atlantic Beach Bridge, mile 0.4, across Reynolds Channel at Atlantic Beach, New York. Under this temporary deviation a one-hour advance notice will be required for bridge openings between 7 a.m. and 3:30 p.m., Monday through Friday, from July 23, 2007 through August 3, 2007. This deviation is necessary to facilitate bridge steel deck grating replacement.

This zone is intended to restrict vessels from a portion of the Syracuse Inner Harbor during the City of Syracuse Fireworks Celebration on June 29, 2007 Fireworks display. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.

The Coast Guard is establishing a temporary safety zone for the Cancer Center for Kids Fireworks in Bayville, NY. The safety zone is necessary to protect the life and property of the maritime community from the hazards posed by the fireworks display. Entry into or movement within this safety zone during the enforcement period is prohibited without approval of the Captain of the Port, Long Island Sound.

The Coast Guard is establishing a temporary safety zone for the ``Salem Harbor Celebrates the 4th of July Fireworks'' display on July 4, 2007, in Salem, Massachusetts. The safety zone is necessary to protect the life and property of the maritime public from the potential hazards posed by a fireworks display. The safety zone temporarily prohibits entry into or movement within this portion of the Pickering Wharf Channel during its closure period.

The Great Lakes Pilotage Advisory Committee (GLPAC) will meet to discuss various issues relating to Pilotage on the Great Lakes. The meeting will be open to the public.

The Coast Guard is establishing a temporary safety zone for the Town of Lynn Fourth of July Fireworks on July 3, 2007, temporarily closing all navigable waters of Nahant Bay within a 500 yard radius of the fireworks barge located at approximate position 42[deg]27'41.2'' N, 70[deg]55'6.1'' W. The safety zone is necessary to protect the life and property of the maritime public from the potential hazards posed by a fireworks display. The safety zone temporarily prohibits entry into or movement within this portion of Nahant Bay during the closure period.

This safety zone is intended to prohibit vessels and people from entering into or remaining within the regulated areas in order to ensure the safety of participants and spectators.

This zone is intended to restrict vessels from a portion of Presque Isle Bay and Lake Erie during the Mercyhurst College ``Old Fashion 4th of July'', fireworks display on July 4, 2007. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.

This zone is intended to restrict vessels from a portion of the St. Lawrence River during the French Festival Fireworks on July 14, 2007 fireworks display. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.

This zone is intended to restrict vessels from a portion of the St. Lawrence River during the Clayton Fireworks display on July 1, 2007. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.

The Commander, Fifth Coast Guard District, has approved a temporary deviation from the regulations governing the operation of the Tacony-Palmyra Bridge, at mile 107.2, across Delaware River, between Tacony, PA, and Palmyra, NJ. This deviation allows the drawbridge to remain closed-to-navigation from 6 a.m. on July 9 until and including 10 p.m. on July 11, 2007, and from 6 a.m. on July 16 until and including 10 p.m. on July 18, 2007, to facilitate electrical repairs.

The Coast Guard is establishing a temporary, moving safety zone in the navigable waters of the San Joaquin River for the loading, transport, and launching of fireworks used during the City of Antioch Fireworks Extravaganza, to be held on July 4, 2007. This safety zone is intended to prohibit vessels and people from entering into or remaining within the regulated areas in order to ensure the safety of participants and spectators.
