The Coast Guard is temporarily changing the regulations governing the operation of the Pinellas Bayway Structure ``E'' (SR 679) Bridge, Gulf Intracoastal Waterway mile 113, St. Petersburg Beach, Pinellas County, Florida. This rule is needed to provide vehicular traffic relief during heavy vehicular traffic periods flowing into a nearby county park, as well as meeting the reasonable needs of mariners. This bridge will open on signal, except that from 9 a.m. to 7 p.m. the draw need open only on the hour and 30 minutes past the hour until October 29, 2006.

These special local regulations limit the movement of non-participating vessels in the regulated race area and provide for a viewing area for spectator craft. This rule is needed to provide for the safety of life on navigable waters during Seafair. The rule adds four hours to the effective time period of the existing SLR to accommodate the addition of a fireworks display in this year's Seafair.

The Coast Guard announces the stand-up of Sector Juneau. The creation of Sector Juneau is an internal reorganization that combines Marine Safety Office Juneau with all prior subordinate units in addition to USCGC LIBERTY, USCGC ANACAPA, USCGC NAUSHON, USCGC ELDERBERRY, Station Juneau, Station Ketchikan, and Aids to Navigation Team Sitka into a single command. In addition, a Sector Field Office has been created to provide remote logistics support at Ketchikan, Alaska, named Sector Field Office Ketchikan, which will be subordinate to Sector Juneau. The Coast Guard has established a continuity of operations whereby all previous practices and procedures will remain in effect until superseded by an authorized Coast Guard official or document.

Announcement of Public Hearing Regarding the Interstate 5 Bridge Replacement Project Across the Columbia River Between Portland, OR and Vancouver, WA

The Coast Guard is temporarily changing the drawbridge operation regulations that govern the Department of Conservation and Recreation (DCR), Craigie Bridge, formerly, the Metropolitan District Commission, Craigie Bridge, across the Charles River, mile 1.0, at Boston, Massachusetts. This temporary rule in effect from July 24, 2006 through September 30, 2006, requires the Craigie Bridge to open on signal on the half-hour only between 12 p.m. and 8 p.m. on Saturday and Sunday and it also extends the rush hour closed periods normally in effect Monday through Friday, by one-hour. This temporary final rule is necessary to enhance public safety by alleviating vehicular traffic delays caused by the Central Artery Connecter tunnel closure.

This zone will temporarily close all waters in Burlington Bay from Lone Rock Point 44[deg]29[min]43[sec] N 073[deg]14[min]56[sec] W SE to Oakledge Park 44[deg]27[min]15[sec] N 073[deg]14[min]52[sec] W, thence from the Burlington South break wall light 44[deg]28[min]12[sec] N 073[deg]13[min]32[sec] W extending due east to the shore, thence from the Burlington north break wall 44[deg]28[min]50[sec] N 073[deg]13[min]47[sec] W and extending due east to the shore. The safety zone, which temporarily prohibits entry into or movement within this portion of Burlington Bay, is necessary to safeguard the public from possible hazards associated with an air show. Entry into this zone by any vessel is prohibited unless specifically authorized by the Captain of the Port, Northern New England or his designated representative.

Under this deviation the bridge shall be crewed on a fixed daily schedule between July 21, 2006 and October 18, 2006. At all other times the bridge shall open on signal if at least a two-hour notice is given by calling the number posted at the bridge.
