The Administration for Children and Families (ACF), Office of Community Services (OCS) has awarded an expansion supplement to National Association for State Community Services Programs (NASCSP), located in Washington, DC. The project is designed to support T/TA that strengthens the ability of the Community Action Network to comply with and carry out the programs funded by the American Recovery and Reinvestment Act of 2009 (ARRA). The project objective is to strengthen CSBG-eligible entity efforts related to benefits enrollment and coordination activities and asset development activities. It will do so by: (1) Assessing the CSBG Network's current benefits enrollment and coordination activities; (2) assessing the CSBG Network's asset development activities; and (3) identifying and promulgating exemplary practices in benefits enrollment and coordination activities and asset development activities. The project resources will promote accountability and help CSBG-eligible entities and States enhance the overall administration of ARRA-funded programs. These resources include issue briefs; congressional reports; a catalog of exemplary practices; webinars and/or conference calls; conference workshops focused on resources related to benefits enrollment and coordination activities and asset development activities; and online toolkit(s). The T/TA NASCSP will provide under this award is particularly critical at this time due to the large temporary increase in CSBG funding to CSBG- eligible entities and the need to ensure adherence to high standards of accountability and tracking of the funds and results. The activities funded by this expansion supplement expand upon prior activities provided by NASCSP under their cooperative agreement. A new grant award number will be issued to allow NASCSP to track and report separately on expenditures from funds made available by ARRA.

Section 479 of the Social Security Act (the Act) requires that the Administration for Children and Families (ACF) develop and write regulations to implement a system for the collection by title IV-E agencies of data relating to adoption and foster care. The resultant Adoption and Foster Care Analysis and Reporting System (AFCARS) has been operating since 1994 and is administered by the Children's Bureau (CB) in ACF. AFCARS collects case level information on all children in foster care for whom the title IV-E agency has responsibility for placement and care and on children adopted under the auspices of the title IV-E agency. We issued a Notice of Proposed Rulemaking (NPRM) on January 11, 2008 (73 FR 2082) that proposed to amend the AFCARS regulations at 45 CFR 1355.40 and the appendices to part 1355 [https:// edocket.access.gpo.gov/2008/E7-24860.htm]. The proposal would modify the requirements for title IV-E agencies to collect and report data to ACF on children in out-of-home care and in subsidized adoption or guardianship arrangements with the title IV-E agency. Due to the enactment of the Fostering Connections to Success and Increasing Adoptions Act of 2008 (Pub. L. 110-351) and the substantial changes it introduced in title IV-E, we intend to issue a new AFCARS NPRM. To inform development of the new NPRM we request that interested parties comment on the questions below.

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) created and expanded State and Federal Child Support Enforcement databases under title IV-D of the Social Security Act and significantly enhanced access to information for title IV-D child support purposes. States are moving toward more integrated service delivery to better serve the families and further the mission of the child support enforcement program, while protecting confidential data. This Notice of Proposed Rulemaking (NPRM) proposes requirements for: State Parent Locator Service responses to authorized location requests; and State Child Support Enforcement program safeguards for confidential information and authorized disclosures of this information. This proposed rule would revise certain aspects of the final rule State Parent Locator Service; Safeguarding Child Support Information Final Rule published on September 26, 2008 and effective December 30, 2010.
