Bureau of Reclamation 2014 – Federal Register Recent Federal Regulation Documents

We, the Bureau of Reclamation, have forwarded the following Information Collection Request to the Office of Management and Budget (OMB) for review and approval: Recreation Visitor Use Surveys, OMB Control Number 1006-0028. The Information Collection Request describes the nature of the information collection and its expected cost burden.

The Bureau of Reclamation has made available for public review and comment the Central Valley Project (CVP) Municipal and Industrial Water Shortage Policy (M&I WSP) Draft Environmental Impact Statement (EIS). The Draft EIS addresses updating the CVP M&I WSP and implementation guidelines. The CVP M&I WSP would be used by Reclamation to: (1) Define water shortage terms and conditions for applicable CVP M&I water service contractors, as appropriate; (2) establish CVP water supply levels that, together with the M&I water service contractors' drought water conservation measures and other water supplies, would assist the M&I water service contractors in their efforts to protect public health and safety during severe or continuing droughts; and (3) provide information to M&I water service contractors for their use in water supply planning and development of drought contingency plans.

We, the Bureau of Reclamation, intend to seek approval of the following information collection set to expire on September 30, 2015: Bureau of Reclamation Use Authorization Application, 43 CFR 429 (Form 7-2540), OMB Control Number 1006-0003. Before submitting the information collection request to the Office of Management and Budget (OMB) for approval, we are soliciting comments on specific aspects of the information collection.

The Bureau of Reclamation is announcing a 30-day extension of the public comment period for the Collection and Compilation of Water Pipeline Field Performance Data Information Collection Request (ICR). The current comment period for this ICR ends on October 31, 2014, and is being extended to December 1, 2014. This comment period was reopened through the publication of a Federal Register notice on October 1, 2014 (79 FR 59291).

The Colorado River Basin Salinity Control Advisory Council (Council) was established by the Colorado River Basin Salinity Control Act of 1974 (Pub. L. 93-320) (Act) to receive reports and advise Federal agencies on implementing the Act. In accordance with the Federal Advisory Committee Act, the Bureau of Reclamation announces that the Council will meet as detailed below. The meeting of the Council is open to the public.

The Bureau of Reclamation has made available for public review and comment the Cle Elum Pool Raise Draft Environmental Impact Statement (EIS). The Draft EIS describes the potential environmental effects of the No Action Alternative and four action alternatives to modify the existing radial gates in the Cle Elum Dam spillway to provide an additional 14,600 acre-feet of storage capacity in Cle Elum Reservoir, put the additional stored water to beneficial use, provide for shoreline protection of the reservoir, and implement necessary environmental mitigation.

The Bureau of Reclamation has made available for public review and comment, the Upper San Joaquin River Basin Storage Investigation Draft Environmental Impact Statement (EIS). The Draft EIS describes the potential environmental effects of the No-Action Alternative and five action alternatives for a multiple purpose dam and reservoir to increase water storage for agricultural, municipal, and environmental uses, and improve regional water management flexibility.

Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation (Reclamation) and are new, discontinued, or completed since the last publication of this notice. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Additional announcements of individual contract actions may be published in the Federal Register and in newspapers of general circulation in the areas determined by Reclamation to be affected by the proposed action.

The Bureau of Reclamation is announcing a 30-day extension of the public comment period for the Northwest Area Water Supply Project Draft Supplemental Environmental Impact Statement (Draft SEIS). The originally announced comment period ends on August 11, 2014, but has been extended through September 10, 2014. The original notice of availability of the Draft SEIS and the public hearings was published in the Federal Register on June 27, 2014 (79 FR 36556).

The Bureau of Reclamation is reopening the public scoping comment period for the Navajo Generating Station-Kayenta Mine Complex Project environmental impact statement from July 7, 2014 through August 31, 2014. We are also announcing that one additional scoping meeting will be held in Hotevilla, Arizona, on August 14, 2014.

The Bureau of Reclamation, the lead Federal agency, and the Klamath Water and Power Agency, the lead state agency, will prepare a joint Environmental Impact Statement/Environmental Impact Report (EIS/ EIR) for the implementation and administration of the On-Project Plan (OPP) for the Klamath Reclamation Project. The purpose of the OPP is to align water supply and demand for the OPP Plan Area as defined in the Klamath Basin Restoration Agreement for the Sustainability of Public and Trust Resources and Affected Communities. Under the Klamath Basin Restoration Agreement, the preparation, implementation, and administration of the OPP is the responsibility of Klamath Water and Power Agency (KWAPA) and its approval is the responsibility of Reclamation. Therefore, Reclamation proposes to approve the OPP prepared by KWAPA and ensure the OPP is consistent with the KBRA. However, Reclamation will consider public input and analysis of impacts in the EIS/EIR as part of the process to inform its decision on whether or not to approve the OPP.

The Glen Canyon Dam Adaptive Management Work Group (AMWG) makes recommendations to the Secretary of the Interior concerning Glen Canyon Dam operations and other management actions to protect resources downstream of Glen Canyon Dam, consistent with the Grand Canyon Protection Act. The AMWG meets two to three times a year.

The Department of the Interior, through the Bureau of Reclamation, and the Del Puerto Water District, propose to prepare a draft Environmental Impact Statement/Environmental Impact Report (EIS/ EIR) for the North Valley Regional Recycled Water Program. The North Valley Regional Recycled Water Program would provide recycled water from the Cities of Turlock and Modesto via the Central Valley Project's Delta-Mendota Canal to the Del Puerto Water District for irrigation purposes, and could further provide annual Incremental Level 4 water to south of the Sacramento-San Joaquin River Delta Central Valley Project Improvement Act designated wildlife refuges for wetlands.

The National Marine Fisheries Service, Bureau of Reclamation, and the Fish and Wildlife Service are extending the comment period on the Draft Bay Delta Conservation Plan and Natural Community Conservation Plan (BDCP, or the Plan) and Draft BDCP Environmental Impact Report/Environmental Impact Statement (EIR/EIS). In response to public requests, the comment period is being extended for an additional 60 days.

As required by the Federal Advisory Committee Act, the Yakima River Basin Conservation Advisory Group, Yakima River Basin Water Enhancement Project, established by the Secretary of the Interior, will hold a public meeting. The Yakima River Basin Conservation Advisory Group is a Federal advisory committee that provides technical advice and counsel to the Secretary of the Interior and Washington State on the structure, implementation, and oversight of the Yakima River Basin Water Conservation Program.

The following Water Management Plans are available for review: Arvin-Edison Water Storage District City of Fresno Terra Bella Irrigation District To meet the requirements of the Central Valley Project Improvement Act of 1992 and the Reclamation Reform Act of 1982, the Bureau of Reclamation developed and published the Criteria for Evaluating Water Management Plans (Criteria). For the purpose of this announcement, Water Management Plans (Plans) are considered the same as Water Conservation Plans. The above entities have each developed a Plan, which Reclamation has evaluated and preliminarily determined to meet the requirements of these Criteria. Reclamation is publishing this notice in order to allow the public to review the Plans and comment on the preliminary determinations. Public comment on Reclamation's preliminary (i.e., draft) determination of Plan adequacy is invited at this time.
