The CVP M&I WSP would be used by Reclamation to: (1) Define water shortage terms and conditions for applicable CVP M&I water service contractors, as appropriate; (2) establish CVP water supply levels that, together with the M&I water service contractors' drought water conservation measures and other water supplies, would assist the M&I water service contractors in their efforts to protect public health and safety during severe or continuing droughts; and (3) provide information to M&I water service contractors for their use in water supply planning and development of drought contingency plans.

Central Valley Project Improvement Act Water Management Plans

The Standard Criteria for Agricultural and Urban Water Management Plans (Criteria) are now available for public comment. To meet the requirements of the Central Valley Project Improvement Act of 1992 and the Reclamation Reform Act of 1982, the Bureau of Reclamation developed and published the Criteria. The Criteria apply to any Water Management Plans submitted to the Bureau of Reclamation as required by applicable Central Valley Project water service contracts, settlement contracts, or any contracts that specifically invokes the Criteria. Note: For the purpose of this announcement, Water Management Plans are considered the same as Water Conservation Plans (Plans).

The Bureau of Reclamation and the San Luis & Delta-Mendota Water Authority have made available for public review and comment the Long-Term Water Transfers Draft Environmental Impact Statement/ Environmental Impact Report (EIS/EIR). The Draft EIS/EIR addresses water transfers to Central Valley Project (CVP) contractors south of the Delta and in the San Francisco Bay area from CVP and non-CVP sources from north of the Delta using Delta pumps (both CVP and State Water Project (SWP) facilities). Water transfers would occur through various methods such as groundwater substitution, cropland idling, reservoir release, and conservation, and would include individual and multiyear transfers from 2015 through 2024.

The Bureau of Reclamation, the lead Federal agency, and the Klamath Water and Power Agency, the lead state agency, will prepare a joint Environmental Impact Statement/Environmental Impact Report (EIS/ EIR) for the implementation and administration of the On-Project Plan (OPP) for the Klamath Reclamation Project. The purpose of the OPP is to align water supply and demand for the OPP Plan Area as defined in the Klamath Basin Restoration Agreement for the Sustainability of Public and Trust Resources and Affected Communities. Under the Klamath Basin Restoration Agreement, the preparation, implementation, and administration of the OPP is the responsibility of Klamath Water and Power Agency (KWAPA) and its approval is the responsibility of Reclamation. Therefore, Reclamation proposes to approve the OPP prepared by KWAPA and ensure the OPP is consistent with the KBRA. However, Reclamation will consider public input and analysis of impacts in the EIS/EIR as part of the process to inform its decision on whether or not to approve the OPP.

The Bureau of Reclamation is issuing this notice to advise the public that an environmental impact statement (EIS) will be prepared for the proposed continued implementation of the 2008 Operating Agreement over its entire remaining term (through 2050) for the Rio Grande Project in New Mexico and Texas. The Operating Agreement is a written detailed description of how Reclamation allocates, releases from storage, and delivers Rio Grande Project water to users within the Elephant Butte Irrigation District (EBID) in New Mexico, the El Paso County Water Improvement District No. 1 (EPCWID) in Texas, and to users covered by the 1906 international treaty with Mexico. In addition, this EIS proposes to evaluate the environmental effects of renewing San Juan Chama Project storage contracts under authority of the Act of December 29, 1981, Pub. L. 97-140, 95 Stat. 1717, providing for storage in Elephant Butte Reservoir.

The above entities have each developed a Plan, which Reclamation has evaluated and preliminarily determined to meet the requirements of these Criteria. Reclamation is publishing this notice in order to allow the public to review the Plans and comment on the preliminary determinations.
