The Water Resources Planning Act of 1965 and the Water Resources Development Act of 1974 require an annual determination of a discount rate for Federal water resources planning. The discount rate for Federal water resources planning for fiscal year 2010 is 4.375 percent. Discounting is to be used to convert future monetary values to present values.

Pursuant to the National Environmental Policy Act of 1969 (as amended), the Bureau of Reclamation (Reclamation) has made available for public review a Final RMP/EIS for the New Melones Lake Area. The Final RMP/EIS describes and presents the environmental effects of four alternatives, including no action, for future use of the project area for recreation and resource protection and management.

The Bureau of Reclamation (Reclamation) published a notice in the Federal Register on April 8, 2009 (74 FR 16007) announcing the commencement of work under the National Environmental Policy Act (NEPA) on the Cle Elum Dam Fish Passage Facilities and Fish Reintroduction Project. The Washington State Department of Ecology is a joint lead with Reclamation in the preparation of the Draft EIS, in coordination with the Washington Department of Fish and Wildlife and the Yakama Nation. The Bonneville Power Administration has assumed the role of a cooperating agency in the preparation of the Draft EIS. The Draft EIS will also be used to comply with requirements of the Washington State Environmental Policy Act.
