North Sonoma County Agricultural Reuse Project Sonoma County, CA
Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 (NEPA) and Public Resources Code, Section 21000- 21178.1 of the California Environmental Quality Act (CEQA), the Bureau of Reclamation (Reclamation), the lead Federal agency, and the Sonoma County Water Agency (Agency), the lead State agency, propose to prepare a joint EIS/EIR for the proposed North Sonoma County Agricultural Reuse Project (Project). The purpose of the proposed Project is to: (1) Reduce agricultural reliance on natural regional water supplies; (2) provide an alternative source of water for agricultural irrigation; and (3) address potential regulatory issues.
Meeting of the Yakima River Basin Conservation Advisory Group, Yakima River Basin Water Enhancement Project, Yakima, WA
As required by the Federal Advisory Committee Act, notice is hereby given that the Yakima River Basin Conservation Advisory Group, Yakima River Basin Water Enhancement Project, Yakima, Washington, established by the Secretary of the Interior, will hold a public meeting. The purpose of the Conservation Advisory Group is to provide technical advice and counsel to the Secretary of the Interior and Washington State on the structure, implementation, and oversight of the Yakima River Basin Water Conservation Program.
Information Collection Activities Under OMB Review

San Luis Unit Long-Term Contract Renewal
The Bureau of Reclamation (Reclamation) is extending the comment period for the DEIS to April 3, 2006. The notice of availability of the DEIS was published in the Federal Register on September 30, 2005 (70 FR 57324). The public comment period was originally to end on November 21, 2005. A notice to extend the comment period to January 17, 2006 was published in the Federal Register on December 6, 2005 (70 FR 72652).
Upper Rio Grande Basin Water Operations Review
Pursuant to the National Environmental Policy Act (NEPA) of 1969 (as amended), the Bureau of Reclamation (Reclamation), with and on behalf of other joint-lead agencies (U.S. Army Corps of Engineers [Corps], Department of Defense; and the New Mexico Interstate Stream Commission [Commission], State of New Mexico), has prepared a draft environmental impact statement (DEIS) to assess the consequences of proposed changes to water operations in the Rio Grande basin above Fort Quitman, Texas. The DEIS is programmatic and is not intended to authorize specific projects that may also be applied to the upper Rio Grande system. It is anticipated that a plan for water operations at existing Reclamation and Corps facilities will be developed. The DEIS presents alternatives with respect to water operations and evaluates the environmental, economic, and social effects of these alternatives. Some of the alternatives considered include changing the channel capacity criteria at Albuquerque, storage or non-storage of Rio Grande water in authorized San Juan-Chama space in Abiquiu Reservoir, and operation of the Low Flow Conveyance Channel.
Long-Term Miscellaneous Purposes Contract, Eddy County, NM
Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, the Bureau of Reclamation (Reclamation) and the New Mexico Interstate Stream Commission (NMISC), as joint lead agencies, have prepared a draft environmental impact statement (DEIS) on the execution of a long-term contract based upon the 1920 Sale of Water for Miscellaneous Purposes Act (long-term miscellaneous purposes contract) with the Carlsbad Irrigation District (CID), New Mexico, and the subsequent conversion and delivery of the full amount of irrigation water addressed in the contract and any related contracts. Reclamation is the lead federal agency and the NMISC is a joint lead agency for NEPA compliance on the proposed federal action.

The Notice of Availability of the Draft Environmental Impact Statement/Environmental Impact Report and notice of public meetings and hearings was published in the Federal Register on November 10, 2005 (70 FR 68475). The Bureau of Reclamation is correcting the public hearing dates from 2005 to 2006 and changing the dates, times, and locations.
