This notice describes the State of Maine's proposal for an OCS lease in the Gulf of Maine to conduct wind energy research activities; invites indications of interest in acquiring a commercial wind energy lease within an area of approximately 68,320 acres identified in the ``Description of the RFCI Area'' section of this notice, which includes the area identified by Maine (hereinafter, the ``RFCI Area''); and solicits public input regarding Maine's proposal, the potential for commercial leasing in the RFCI Area, the potential resultant environmental impacts, and other uses of the area.

The Bureau of Ocean Energy Management (BOEM) issues this RFI to assess interest in, and to invite public comment on, possible commercial wind energy leasing on the Gulf of Maine OCS. BOEM will consider information received in response to this RFI to determine whether to schedule a competitive lease sale or to issue a noncompetitive lease for any portion of the area described in this RFI (RFI Area). Those interested in leasing within the RFI Area for a commercial wind energy project should provide detailed and specific information described in the section of this RFI entitled ``Required Information for Indication of Commercial Interest.'' BOEM also invites all interested and potentially affected parties to comment and provide informationincluding information on environmental issues and concernsthat may be useful in the consideration of the RFI Area for commercial wind energy leases. Developers and those interested in providing public comments and information regarding site conditions, resources, and multiple uses in close proximity to, or within, the RFI Area should provide information requested in the section of this RFI entitled ``Requested Information from Interested or Affected Parties.'' BOEM will process the information received in response to this RFI to determine if there is competitive interest to develop renewable energy on the OCS, understand ocean uses, identify conflicts, and deconflict, as appropriate. See the section of this RFI entitled ``BOEM's Planning and Leasing Process.''

Joint Record of Decision for the Final Environmental Impact Statement for the Vineyard Wind 1 Offshore Wind Energy Project; Notice of Availability of Record of Decision Supplements

BOEM announces the availability of two supplements to the joint ROD on the final environmental impact statement (FEIS) for the construction and operations plan (COP) submitted by Vineyard Wind 1 LLC (Vineyard Wind 1). The joint ROD included the decisions of the Department of the Interior (DOI), the U.S. Army Corps of Engineers (USACE), and the National Marine Fisheries Service (NMFS) regarding the Vineyard Wind 1 Offshore Wind Energy Project. In the joint ROD, the USACE adopted the FEIS to support its permitting actions under the Rivers and Harbors Act of 1899 (RHA) and Clean Water Act (CWA). The ROD supplements pertain only to the USACE sections of the joint ROD. They correct clerical errors and clarify a statement. The ROD supplements are available on BOEM's website at https://www.boem.gov/Vineyard-Wind.
Notice of Intent To Prepare a Programmatic Environmental Impact Statement for Future Wind Energy Development in the New York Bight; Extension of Comment Period

On July 15, 2022, BOEM published a notice of intent (NOI) in the Federal Register announcing the initiation of public scoping for a PEIS for future wind energy development in the New York Bight (NY Bight). The PEIS will analyze the potential impacts of wind energy development activities in the NY Bight, as well as the change in those impacts that could result from adopting programmatic avoidance, minimization, mitigation, and monitoring measures for the NY Bight. BOEM is extending the public scoping period. This notice announces a 15-day extension of the public scoping period from August 15, 2022, to August 30, 2022.
Notice of Availability of a Draft Environmental Impact Statement for Ocean Wind, LLC's Proposed Wind Energy Facility Offshore New Jersey; Extension of Comment Period

On June 24, 2022, BOEM published a notice of availability (NOA) in the Federal Register announcing a public comment period regarding the DEIS for Ocean Wind, LLC's (Ocean Wind) construction and operations plan (COP) for a proposed wind energy facility offshore New Jersey. BOEM is extending the comment period on the DEIS. This notice announces a 15-day extension of the public comment period from August 8, 2022, to August 23, 2022. After BOEM addresses comments provided, BOEM will publish a final environmental impact statement (FEIS). The FEIS will inform BOEM's decision whether to approve, approve with modifications, or disapprove the COP.
