BOEM has prepared a Draft Programmatic Environmental Impact Statement (PEIS) to evaluate potential environmental effects of multiple Geological and Geophysical (G&G) activities on the Gulf of Mexico OCS. These activities include, but are not limited to, seismic surveys, sidescan-sonar surveys, electromagnetic surveys, and geological and geochemical sampling. The Draft PEIS considers G&G activities for the three program areas managed by BOEM: Oil and gas exploration and development; renewable energy; and marine minerals. This notice initiates the public review and comment period and also serves to announce public meetings on the Draft PEIS. After the public meetings and written comments on the Draft PEIS have been reviewed and considered, a Final PEIS will be prepared. A Notice of Intent (NOI) to prepare the PEIS was published in the Federal Register on May 10, 2013, and scoping comments were received during a comment period that was initially scheduled to close on June 24, 2013. The closing date of the public comment period was corrected to July 9, 2013, by publication of a Federal Register Notice on June 5, 2013.

BOEM is announcing the availability of the ROD that documents BOEM's decision to authorize the use of OCS sand resources by the U.S. Army Corps of Engineers (USACE) Mobile District in the MsCIP Comprehensive Barrier Island Restoration Project (Project) in Hancock, Harrison, and Jackson Counties, Mississippi. The ROD is available at BOEM's Web site at https://www.boem.gov/Non-Energy-Minerals/Marine- Minerals-Program.aspx. BOEM will enter into a Memorandum of Agreement (MOA) with the USACE and make available OCS sand for use in the MsCIP Comprehensive Barrier Island Restoration Project.

BOEM is announcing the availability of a Final Supplemental Environmental Impact Statement (SEIS) for Gulf of Mexico (GOM) Outer Continental Shelf (OCS) Central Planning Area (CPA) Oil and Gas Lease Sale 247. The Final SEIS provides a discussion of potential significant impacts of the proposed action, provides an analysis of reasonable alternatives to the proposed action, and identifies the Bureau's preferred alternative. The Final SEIS is available on the agency Web site at https:// www.boem.gov/nepaprocess/. BOEM will primarily distribute digital copies of the Final SEIS on compact discs. BOEM announces the availability of the Proposed Notice of Sale (NOS) for the proposed Central Planning Area (CPA) Outer Continental Shelf (OCS) Oil and Gas Lease Sale 247 (CPA Sale 247). This Notice is published pursuant to 30 CFR 556.304(c) as a matter of information to the public. With regard to oil and gas leasing on the OCS, the Secretary of the Interior, pursuant to section 19 of the OCS Lands Act (43 U.S.C. 1331-1356a), provides affected states with the opportunity to review the Proposed NOS. The Proposed NOS sets forth the proposed terms and conditions of the sale, including minimum bids, royalty rates, and rental rates.
