Central Gulf of Mexico Planning Area (CPA) Outer Continental Shelf (OCS) Oil and Gas Lease Sale 235 (CPA Sale 235); Correction
On February 6, 2015, BOEM published in the Federal Register the Final Notice of Sale (FNOS) for CPA Sale 235 (80 FR 6758). The FNOS refers to documents entitled ``List of Blocks Available for Leasing'' and ``Unleased Split Blocks.'' The referenced list and map were included in the FNOS Package, and the FNOS Package was made available at the BOEM address and Web site set forth in the FNOS. The list and map identifies blocks to be offered in CPA Sale 235; however, due to a clerical error, one block, South Marsh Island Area, North Addition, Block Number 242, was inadvertently omitted from the list and map.
Oil and Gas and Sulphur Operations on the Outer Continental Shelf-Requirements for Exploratory Drilling on the Arctic Outer Continental Shelf
The Department of the Interior (DOI), acting through BOEM and BSEE, proposes to revise and add new requirements to regulations for exploratory drilling and related operations on the Outer Continental Shelf (OCS) seaward of the State of Alaska (Alaska OCS). The Alaska OCS has the potential to be an integral part of the Nation's ``all of the above'' domestic energy strategy. This proposed rule focuses solely on the OCS within the Beaufort Sea and Chukchi Sea Planning Areas (Arctic OCS). The Arctic region is characterized by extreme environmental conditions, geographic remoteness, and a relative lack of fixed infrastructure and existing operations. The proposed rule is designed to ensure safe, effective, and responsible exploration of Arctic OCS oil and gas resources, while protecting the marine, coastal, and human environments, and Alaska Natives' cultural traditions and access to subsistence resources.
Outer Continental Shelf, Alaska OCS Region, Chukchi Sea Planning Area, Oil and Gas Lease Sale 193
BOEM is announcing the availability of a Final Second Supplemental Environmental Impact Statement (SEIS) for the Chukchi Sea Planning Area, Outer Continental Shelf (OCS) Oil and Gas Lease Sale 193 (Lease Sale 193). The Final Second SEIS (OCS EIS/EA BOEM 2014-669) provides new analysis in accordance with the United States District Court for the District of Alaska (District Court) Order remanding Lease Sale 193 to BOEM. The District Court's order instructs BOEM to address the deficiency in the 2007 Final EIS (OCS EIS/EA MMS 2007-026) identified by the U.S. Court of Appeals for the Ninth Circuit (Ninth Circuit). The Ninth Circuit held that the EIS supporting the decision to hold Lease Sale 193 arbitrarily relied on a one billion barrel oil production estimate. The Final Second SEIS provides a revised exploration and development scenario and an accompanying analysis of potential impacts of the proposed action alternatives. The Final Second SEIS identifies Alternative IV (Corridor II Deferral) as BOEM's preferred alternative.
Central Gulf of Mexico Planning Area (CPA) Outer Continental Shelf (OCS) Oil and Gas Lease Sale 235 (CPA Sale 235)
On Wednesday, March 18, 2015, BOEM will open and publicly announce bids for blocks offered in CPA Sale 235 in accordance with the provisions of the OCS Lands Act (OCSLA, 43 U.S.C. 1331-1356, as amended) and the implementing regulations issued pursuant thereto (30 CFR parts 550 and 556). The CPA 235 Final Notice of Sale (NOS) Package (Final NOS Package) contains information essential to potential bidders; bidders are charged with knowing the contents of the documents contained in the Final NOS Package. The Final NOS Package is available at the address and Web site below.
Gulf of Mexico, Outer Continental Shelf (OCS), Central Planning Area (CPA) Oil and Gas Lease Sales 235, 241, and 247
BOEM has prepared a ROD for proposed oil and gas CPA Lease Sale 235, which is scheduled for March 18, 2015. The proposed lease sale is in the Gulf of Mexico's CPA off the States of Louisiana, Mississippi, and Alabama. Proposed CPA Lease Sale 235 is the third CPA lease sale scheduled in the OCS Oil & Gas Leasing Program for 2012-2017 (Five-Year Program). The CPA 235, 241, and 247 Supplemental EIS evaluated the environmental and socioeconomic impacts for proposed CPA Lease Sale 235. In making its decision, BOEM considered two alternatives to the proposed action, the potential impacts as presented in the CPA 235, 241, and 247 Supplemental EIS, and all comments received throughout the National Environmental Policy Act (NEPA) process.
