The Bureau of Land Management (BLM) is issuing final regulations to enable certain Alaska Native Vietnam-era veterans to apply for land allotments under Section 1119 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of March 12, 2019 (Dingell Act). The Dingell Act requires the BLM to issue regulations to implement the Act's land allotment provisions. This action will enable certain Alaska Native Vietnam-era veterans to apply for an allotment who, because of their military service, were not able to do so during the late 1960s and early 1970s.

The Bureau of Land Management (BLM) proposes to amend the September 22, 2015, Buffalo Resource Management Plan (RMP) and prepare an associated Environmental Assessment (EA) to identify and allow the non-competitive (direct) sale of 1.13 acres of public lands in Johnson County, Wyoming, to William D. and Bonnie S. Ross. The purpose of the sale would be to resolve an inadvertent unauthorized use of public lands. The sale would be for no less than the appraised fair market value of $555. The sale is subject to the applicable provisions of Sections 203 of the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, and the BLM land conveyance regulations. Section 203 of FLPMA requires the parcel to meet disposal criteria for sales in Section 202 of FLPMA, and specifically requires the BLM to identify parcels for disposal within the RMP or amend the RMP to establish the disposal criteria in order to dispose of the parcel.

The ROD includes a deferral on a decision for drill sites 4 and 5 and associated gravel roads and pipelines, at the request of the project proponent. The ROD constitutes the final decision of the BLM on the remainder of the project and completes the required National Environmental Policy Act process for subsequent issuance of appropriate BLM rights-of-way grant, permits to drill, and other authorizations necessary for initial development of the Willow MDP Project.
Increasing Recreational Opportunities Through the Use of Electric Bikes

The Bureau of Land Management (BLM) is amending its off-road vehicle (ORV) regulations to add a definition for electric bikes (e- bikes) and, where certain criteria are met and an authorized officer expressly determines through a formal decision that e-bikes should be treated the same as non-motorized bicycles, expressly exempt those e- bikes from the definition of ORV. The regulatory change effectuated by this rule has the potential to facilitate increased recreational opportunities for all Americans, especially those with physical limitations, and could encourage additional enjoyment of lands and waters managed by the BLM.
