In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Final Environmental Impact Statement (EIS) and Proposed Resource Management Plan (RMP) Amendment for the proposed Wyoming Pipeline Corridor Initiative(WPCI) within the BLM Cody, Worland, Buffalo, Casper, Lander, Pinedale, Kemmerer, Rawlins and Rock Springs field offices. This notice identifies the initiation of the 30-day protest period and the 60-day Governor's consistency review period for the Proposed RMP Amendment.
Non-Energy Solid Leasable Minerals Royalty Rate Reduction Process

The Bureau of Land Management (BLM) is amending its regulations to revise the process for lessees to seek and for the BLM to grant reductions of rental fees, royalty rates, and/or minimum production requirements associated with all non-energy solid leasable minerals. This final rule streamlines the process for such reductions for non-energy solid minerals leased by the Federal Government and codifies the BLM's authority to issue an area- or industry-wide reduction on its own initiative. Existing regulatory requirements are overly restrictive, inflexible, and burdensome. A report from the Senate Committee on Appropriations on the 2019 Department of the Interior, Environment, and Related Agencies Appropriations Bill encouraged the BLM to work with soda ash producers to reduce the Federal royalty rate, as appropriate. This final rule gives the BLM more flexibility to respond to changing market dynamics and to promote development of the Federal mineral estate when deemed necessary.

In accordance with Section 7 of the Taylor Grazing Act and Executive Order 6910, the Bureau of Land Management (BLM) has examined certain public lands in Utah County, Utah, totaling 7.5 acres, and found them suitable for conveyance to the Town of Cedar Fort under the Recreation and Public Purposes (R&PP) Act, as amended. The BLM is also terminating the prior R&PP classification and segregation on the adjacent 92.5 acres of public lands.

This Public Land Order (PLO) extends for an additional 20-year term the withdrawal originally created by PLO No. 7467, published October 16, 2000. This extension is necessary to protect the capital investments, scenic values, and dispersed recreation in the U.S. Forest Service's (USFS) San Francisco Peaks/Mount Elden Recreation area, encompassing 74,689 acres. PLO No. 7467 withdrew these National Forest System Lands from location and entry under the United States mining laws for a 20-year period.

As provided under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of terminated competitive oil and gas lease WYW-160400 in Campbell County, Wyoming, from the lessee of record, Osborn Heirs Company LTD. The BLM has reviewed all applicable information and proposes to reinstate the lease subject to amended terms and conditions. The lessee filed the petition for reinstatement on time and has met all filing requirements. No leases affecting this land were issued before the petition was filed.

It also adjusts certain filing fees for minerals-related documents. These updated fees include those for actions such as lease renewals and mineral patent adjudications.
Notice of Proposed Withdrawal and Notification of Public Meeting, Montana

The Department of the Interior proposes to withdraw 2,688.13 acres of public lands in Phillips County, Montana, from location or entry under the United States mining laws, but not from the mineral leasing or the mineral materials disposal laws for up to 20 years, subject to valid existing rights, to protect the Zortman-Landusky Mine reclamation site. The proposed 20-year withdrawal, if established, would replace the existing 5-year withdrawal created by Public Land Order (PLO) 7464, as extended three times, and which will expire October 4, 2020. Publication of this notice segregates the lands for up to 2 years from location or entry under the United States mining laws, subject to valid existing rights, while the application is being processed. This notice also announces to the public the opportunity to comment on the proposed withdrawal application and to participate in a virtual public meeting.
