The Bureau of Land Management (BLM) has examined certain public lands in Teton County, Montana, and found them suitable for classification for conveyance to the Montana Department of Fish, Wildlife and Parks (MT FWP) under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, and the Taylor Grazing Act.

In compliance with section 203 of the Federal Land Policy and Management Act (FLPMA), as amended, and the National Environmental Policy Act (NEPA) of 1969, as amended, the Bureau of Land Management's (BLM) Pahrump Field Office proposes to amend the 1998 Las Vegas Resource Management Plan (RMP) and prepare an Environmental Assessment (EA) to identify approximately 621 acres of public land for sale. The EA will also evaluate the proposed sale of these acres through two modified competitive sealed bid sales of public land for not less than the appraised fair market value (FMV). Publication of this notice in the Federal Register segregates the subject lands from all appropriation under the public land laws, including the general mining laws, and from the mineral leasing and geothermal leasing laws, except the sales provisions of FLPMA.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) Bristlecone Field Office, Ely, Nevada, has prepared a Final Environmental Impact Statement (EIS) for the Gold Rock Mine Project (Project), White Pine County, Nevada, and by this notice is announcing its availability.

In accordance with the Federal Land Policy and Management Act of 1976, and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Alaska Resource Advisory Council (RAC) will meet as indicated below.

Pursuant to the Mineral Leasing Act of 1920, as amended by the Federal Coal Leasing Amendments Act of 1976, and the Bureau of Land Management (BLM) regulations, all interested parties are hereby invited to participate with Black Butte Coal Company on a pro rata cost-sharing basis, in its program for the exploration of coal deposits owned by the United States of America in Sweetwater County, Wyoming.

This Public Land Order (PLO) extends the duration of the withdrawal of public land created by two prior PLOs (PLO No. 5645, as extended by PLO No. 7336), for an additional 20-year term. Approval of this PLO would allow the continued operation of the United States (U.S.) and Canadian Joint Use Port of Entry, Poker Creek Border Station. Without an extension, the current PLO will expire on July 18, 2018. If the withdrawal expires, the selection by the State of Alaska would immediately become effective and the land would be eligible for transfer out of Federal ownership. PLO No. 5645 withdrew approximately ten acres of public land from settlement, sale, location or entry under the general land laws, including U.S. mining laws, and reserved them for the maintenance of the Poker Creek Border Station in Alaska. PLO No. 7336 extended PLO No. 5645 for an additional 20-year term and transferred administrative jurisdiction from the U.S. Department of the Treasury to the General Services Administration.

The Bureau of Land Management (BLM) is considering the direct sale (without competition) of 200 acres of public land in Emery County, Utah, at not less than the appraised fair market value to PacifiCorp.

The Bureau of Land Management (BLM), Las Vegas Field Office, has examined and found suitable for classification for lease and subsequent conveyance to the City of Las Vegas, approximately 10 acres of public land in the Las Vegas Valley, Clark County, Nevada, under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, and the Taylor Grazing Act. The City of Las Vegas proposes to use the 10 acres of land for a community park that will help meet future expanding needs in the northwestern part of the Las Vegas Valley.

The Bureau of Land Management (BLM) is proposing a non- competitive (direct) sale of 0.16 acres of public land in Garfield County, Colorado, to Ida Hoaglund, to resolve an inadvertent unauthorized use and occupancy of public land.

The preparation of an Environmental Assessment associated with the San Rafael Swell Master Leasing Plan Amendment is no longer required, and the process is hereby terminated. Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality regulations, the Bureau of Land Management (BLM) announced its intent to prepare an EA. The Notice of Intent (NOI) was published in the Federal Register on May 18, 2016. The Plan Amendment would have considered modifying oil and gas leasing decisions on approximately 525,000 acres in portion of the Price and Richfield Field Offices in Emery and Wayne Counties, Utah.

The Bureau of Land Management (BLM) is scheduled to file plats of survey 30 calendar days from the date of this publication in the BLM Wyoming State Office, Cheyenne, Wyoming. The surveys, which were executed at the request of the BLM, Bureau of Reclamation, and the U. S. Forest Service, are necessary for the management of these lands.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW178259 from RKI Exploration and Production LLC, Chesapeake Exploration LLC, and OOGC America Inc. for land in Converse County, Wyoming. The lessees filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW178348 from Wold Energy Partners LLC, Samson Resources Company, and GasCo LP for land in Converse County, Wyoming. The lessees filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW096788 from Bearcat Energy LLC (Colorado), Elly B Beard 2007 Trust and Leeman Minerals LLC for land in Converse County, Wyoming. The lessees filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease WYW087867 from Charger Resources LLC, EOG Resources Inc., G F Collins JR Trust, L W Moncrief Trust, Michael J Moncrief Grantor Trust, Mindyanne E Moncrief Trust, Moncrief C B, Moncrief Oil & gas Master LLC, Monty Brennan Moncrief Trust, Muirfield Resources Company, R B C Exploration Company, Richard J Moncrief 1988 Trust, RWM 1988 Trust, Ryder Stilwell Oil, T O Moncrief Trust, and W A Moncrief III Trust for land in Converse County, Wyoming. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases affecting this land were issued before the petition was filed. The BLM proposes to reinstate the lease.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management (BLM), Oregon State Office, Portland, Oregon, 30 calendar days from the date of this publication. The surveys, which were executed at the request of the BLM, are necessary for the management of these lands.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Colorado River Valley Field Office (CRVFO), Silt, Colorado, intends to prepare a Resource Management Plan (RMP) Amendment with an associated Environmental Assessment (EA) to develop the Sutey Ranch and Haines Management Plan and by this Notice is announcing the beginning of the scoping process to solicit public comments and identify issues.
