Public Land Order No. 7865; Partial Revocation of Turn Point Lighthouse Reservation; Washington
This Order revokes the withdrawal created by two Executive Orders as they affect 70.97 acres located at Turn Point, Stuart Island, San Juan Islands, Washington, reserved for use by the United States Coast Guard (USCG) for lighthouse purposes. This Order also transfers administrative jurisdiction over the subject land to the Bureau of Land Management (BLM) to be managed as part of the San Juan Islands National Monument (Monument).
Notice of Realty Action: Proposed Mesquite, Nevada Airport Lease Renewal/Amendment
The Bureau of Land Management (BLM) has examined and found suitable for lease to the City of Mesquite, Nevada, for airport purposes under the Act of May 24, 1928, as amended, a parcel of public land located in Mohave County, Arizona, totaling approximately 6.005 acres. The City of Mesquite has applied for a renewal lease and to amend its lease to bring it into Federal Aviation Administration (FAA) safety compliance standards.
Notice of Realty Action: Non-Competitive (Direct Sale) and Conveyance of Public Land and Mineral Interests of Public Land in Maricopa and Pinal Counties, Arizona
The Bureau of Land Management (BLM) is proposing a noncompetitive (direct) sale of 3,180.35 acres of public land in Maricopa County, Arizona, and 200.64 acres of public land in Pinal County, Arizona, a total of 3,380.69 acres at no less than the appraised fair market value to the Gila River Indian Community (GRIC). The sale is subject to the provisions of Sections 203 and 209 of the Federal Land Policy and Management Act of 1976, as amended (FLPMA). Because disposal of these lands is restricted to Federal, State, local, and tribal governments and agencies, the publication of this notice represents a formal opportunity for any qualified purchasers to express interest in the subject lands. If interest in purchase, at fair market value, is indicated by another qualified party, the BLM will proceed with a modified competitive sale of the lands. If no qualified parties express interest, the BLM will proceed with a noncompetitive sale.
Public Land Order No. 7867: Partial Withdrawal Revocation, Water Power Designation No. 14, Oregon
This Order revokes in part a Secretarial Order dated December 12, 1917, which established Water Power Designation No. 14, insofar as it affects 350 acres of Revested Oregon and California Railroad Grant Lands administered by the United States Forest Service. Subject to valid existing rights, Section 24 of the Federal Power Act, the provisions of existing withdrawals, other segregations of record, and the requirements of applicable law, this Order opens the lands to a Federal land exchange.
Alaska Native Claims Selection
The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface and subsurface estates in certain lands to Kukulget, Inc., and Sivuqaq, Inc., both Alaska Native corporations, pursuant to the Alaska Native Claims Settlement Act of 1971, as amended (ANCSA).

As provided for under the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease COC77678 from Contex Energy Company, LLC for land in Archuleta and La Plata counties, Colorado. The lessee filed the petition on time, along with all rentals due since the lease terminated under the law. No leases were issued that affect these lands prior to receiving the petition. The BLM proposes to reinstate this lease.

In accordance with Title IV of the Federal Oil and Gas Royalty Management Act, EnerVest Energy Institutional Fund XII-A LP, XXI-WIB, XXI-WIC, timely filed a petition for reinstatement of oil and gas lease UTU89234 for lands in Carbon County, Utah, and it was accompanied by all required rentals and royalties accruing from February 1, 2016, the date of termination. The BLM proposes to reinstate the lease.

The Bureau of Land Management (BLM) is proposing a non- competitive (direct) sale of four parcels of public land totaling 6.72 acres in Gilpin County, Colorado, to the City of Black Hawk (Black Hawk) under Section 203 of the Federal Land Policy and Management Act of 1976, (FLPMA), and BLM land sale regulations, 43 CFR 2711. The combined appraised fair market value of the four parcels is $47,000. This property valuation is approved by the Office of Valuation Services and is in conformance with the Uniform Standards for Federal Land Acquisitions (Yellowbook) and the Uniform Standards of Professional Appraisal Practice (USPAP).

Notice of Proposed Withdrawal and Availability of an Associated Environmental Assessment, and Notification of Public Meeting; Nevada
In accordance with Section 204 of the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Secretary of the Interior proposes to withdraw approximately 769,724 acres of Federal land in Churchill, Lyon, Mineral, Nye, and Pershing Counties, Nevada, for up to 4 years from all forms of appropriation under the public land laws, including the mining laws, the mineral leasing laws, and the geothermal leasing laws, subject to valid existing rights. The petition/application also requests withdrawal of 68,804 acres of Federal land in the Dixie Valley Training Area from the mineral leasing laws (not currently withdrawn from these laws under Section 3016 of the National Defense Authorization Act (NDAA) for Fiscal Year 2000 (NDAA 2000), subject to valid existing rights. In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), the BLM Carson City District Stillwater Field Office, Carson City, Nevada, has prepared an Environmental Assessment (EA) associated with the proposed withdrawal for Land Management Evaluation (LME) purposes, and by this Notice is announcing the EA's availability.
Notice of Amended Application for Withdrawal Expansion and Opportunity for Public Meeting; Nevada
In accordance with the Engle Act of 1958 and the Federal Land Policy and Management Act of 1976, as amended, (FLPMA), the Department of the Navy (DON) has amended its 2016 Engle Act application for withdrawal to add 92,482.45 acres of public lands and 1,001 acres of non-federally owned lands to its original application for the withdrawal and reservation by Congress of 678,670.69 acres of public lands. These lands are located near Naval Air Station (NAS) Fallon, Nevada, for the Fallon Range Training Complex (FRTC).

Public Land Order No. 7866; Partial Withdrawal Revocation, Power Site Classification Nos. 56 and 351; Colorado
This Order partially revokes a withdrawal created by Secretarial Orders dated June 30, 1923 and March 14, 1944, which established Power Site Classification Nos. 56 and 351, insofar as they affect 49.18 acres of National Forest System lands. This Order opens the lands to such uses as may be made of National Forest System lands subject to valid existing rights, the provisions of existing withdrawals, other segregations of record, and the requirements of applicable law.
Notice of Application for Withdrawal in Nye County, Nevada
The United States Department of Energy Office of Legacy Management (DOE) has filed an application with the Bureau of Land Management (BLM), requesting that the Secretary of the Interior withdraw 361 acres of public lands to assist the DOE to carry out its responsibilities regarding public health, safety, and national security in connection with a past underground nuclear detonation in Hot Creek Valley, Nye County, Nevada. Publication of this Notice temporarily segregates the lands, subject to valid existing rights, for up to two years from all forms of appropriation or other disposition under the public land laws, including the mining laws and the mineral-leasing laws. The two-year segregation will provide the BLM and the DOE sufficient time to prepare an Environmental Assessment (EA) which will analyze the environmental effects of the requested withdrawal and any alternatives in order for the BLM to make a recommendation to the Secretary of Interior on the requested withdrawal.
