The purpose of this notice is to solicit public nominations for three positions on the Wild Horse and Burro Advisory Board (Board). The Board provides advice concerning the management, protection, and control of wild free-roaming horses and burros on public lands administered by the Department of the Interior, through the Bureau of Land Management (BLM), and the Department of Agriculture, through the U.S. Forest Service.

The Assistant Secretary of the Interior for Land and Minerals Management proposes to withdraw, subject to valid existing rights, on behalf of the Bureau of Land Management (BLM), 10,094.03 acres of public lands located in San Bernardino County, California, from location and entry under the United States mining laws, but not from leasing under the mineral or geothermal leasing laws or disposal under the Materials Act of 1947. The purpose of the proposed withdrawal is to protect the botanical integrity of the Coolgardie Mesa and West Paradise Conservation Areas in San Bernardino County, California as a conservation measure for the federally endangered Lane Mountain Milkvetch. This notice temporarily segregates the lands from location and entry under the United States mining law for 2 years, gives the public an opportunity to comment on the proposed withdrawal application, and announces the date, time, and location of a public meeting.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) to continue the collection of information from applicants for grazing permits and leases, and from holders of grazing permits and leases. The Office of Management and Budget (OMB) previously approved this information collection activity, and assigned it control number 1004-0041.

This order extends the duration of the withdrawal created by Public Land Order No. 7070, as corrected, for an additional 20-year period. The extension is necessary for continued protection of the Desert National Wildlife Range in Clark and Lincoln Counties, Nevada, which would otherwise expire on August 3, 2014.

The Bureau of Land Management (BLM) is proposing to sell a 1.06-acre parcel of public land in Teton County, Wyoming, to TSR Limited under the provisions of Section 203 of the Federal Land Policy and Management Act of October 21, 1976 (FLPMA), as amended, for not less than the appraised fair market value of $75,000. This parcel is in an inaccessible location that is difficult and uneconomical for the BLM to manage as it is surrounded by private lands, most of which belongs to TSR Limited, and is not suitable for management by another Federal agency.

Pursuant to the Federal Lands Recreation Enhancement Act (REA), the Bureau of Land Management (BLM) Roswell Field Office has established expanded amenity fees for services provided at the Rob Jaggers Camping Area within the Fort Stanton-Snowy River Cave National Conservation Area (NCA) in New Mexico.

In accordance with the Recreation and Public Purposes (R&PP) Act, Clark County requests to change the use of a portion of a previously approved R&PP lease in Clark County, Nevada (N-51437). Clark County proposes to change the use of 5 acres of an R&PP lease from a tree farm to a public park.

The Bureau of Land Management (BLM) proposes to offer six parcels of public land totaling 191 acres in Washington County, Utah, by competitive, sealed bid followed by a live oral auction, at not less than the appraised fair market value (FMV). The sale parcels will be offered pursuant to Section 203 and Section 209 of the Federal Land Policy and Management Act of 1976 (FLPMA), and the applicable BLM land- sale regulations.

The Bureau of Land Management (BLM) proposes to offer 40 parcels of public land totaling 516.18 acres in the Las Vegas Valley by competitive sale, at not less than the appraised fair market values (FMV). The BLM is proposing to offer the parcels for sale pursuant to the Southern Nevada Public Land Management Act of 1998 (SNPLMA), as amended. The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA) and BLM land sale regulations.

This order partially revokes a withdrawal created by an Executive Order dated July 2, 1910, insofar as it affects approximately 33.05 acres of public land withdrawn for protection of water power values by Power Site Reserve No. 24. This order also opens the land for conveyance by exchange, pursuant to the authority of Section 1754 of the Omnibus Public Land Management Act of 2009.

The subsurface estate in these lands will be conveyed to NANA Regional Corporation, Inc. when the surface estate is conveyed to NANA Regional Corporation, Inc., as Successor in Interest to Akuliak Incorporated. Akuliak Incorporated was the original ANCSA corporation for the village of Selawik, but merged with the NANA Regional Corporation, Inc. in 1976 under the authority of PL 94-204. In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Barstow Field Office intends to prepare an amendment to the California Desert Conservation Area (CDCA) Plan (1980, as amended) with a joint Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) in cooperation with the California Public Utilities Commission in order to analyze Southern California Edison's proposal for the Coolwater to Lugo Transmission Line Project in San Bernardino County.
